[01] Bilan des activités de la Commission
La Commission européenne a diffusé un document qui fait le bilan des
résultats obtenus pour les principales activités de la Commission, secteur
par secteur, depuis sa mise en place en septembre dernier. Ce document
n'est pas exhaustif. Il reprend les principaux secteurs dans lesquels la
Commission a renforcé les politiques de l'Union européenne, proposé
diverses législations ou documents de travail, favorisé les débats ou est
arrivée à des accords devant le Conseil et les organisations
internationales. Il signale, entre autres, les domaines pour lesquels les
travaux effectués cette année par la Commission devraient porter leurs
fruits dans un proche avenir. Le président Romano Prodi a déclaré : "Cette
Commission a beaucoup et bien travaillé. Nous avons atteint les objectifs
envisagés lors de notre prise de fonctions. L'Europe a un agenda chargé et
de nombreux défis nous attendent. Je suis fier de mon équipe et des

[02] Commission authorises two Asian joint ventures between Valeo and
Robert Bosch GmbH
The European Commission has approved two operations by which French
automotive components firm Valeo and Robert Bosch GmbH of Germany establish
two joint ventures with activities in the markets for air conditioning
systems and engine cooling systems in Asia.
[03] Commission clears joint venture between Andersen Consulting and
British Telecommunications
The European Commission has approved, under the Merger Regulation, a
proposed 50:50 joint venture called e-peopleserve between Andersen
Consulting and British Telecommunications Plc, both based in London, UK.
The joint venture represents a new entrant in the market for human
resources services and therefore does not create or strengthen a dominant
position.

Europe
La Commission européenne a approuvé l'acquisition par la banque française
BNP-Paribas des sociétés PHH Europe. Les deux groupes sont actifs dans le
secteur des services de gestion de véhicules mais largement complémentaires
du point de vue de la couverture géographique.
[05] Commission approves the Volbroker.com electronic brokerage joint
venture between six major banks
The European Commission has approved a joint venture called Volbroker.com
between subsidiaries of six major banks which will develop and market an
electronic brokerage service for trading among banks in foreign currency
options.

préférences commerciales
La Commission européenne a adopté, pour la première fois, un règlement
octroyant à la République de Moldavie le régime spécial d'encouragement à
la protection des droits des travailleurs dans le cadre du schéma des
préférences généralisées.
[07] Commission adopts decision to extend public health programmes to 2002
The existing EU public health programmes on health promotion, information,
education, and training, the action plan to combat cancer, and the
programmes for the prevention of AIDS and certain other communicable
diseases, the prevention of drug dependence, health monitoring and
pollution-related diseases, have been extended for a further two years. In
2002 they will be replaced by the new overall health strategy including an
action programme which the European Commission proposed in May. In view of
the fact that co-decision procedure on the new public health programme may
not be completed before some of the existing programmes expire in 2000 and
2001 they have been extended to 2002.
[08] Publication of comments on the Food Safety White Paper
The European Commission has published today a series of comments from
interested parties on the Food Safety White Paper. The White Paper which
was adopted in January this year sets out a major programme of legislative
reform to complete the EU's integrated "farm to table" approach to food
safety. It also proposed the establishment of a new European Food
Authority. In the spirit of greater transparency at all levels of food
safety policy making which is a key element of the new approach, the
Commission invited all interested parties to comment on the White Paper.
Nearly 110 contributions were received. In so far as their authors have
agreed to publication, these comments are now available on the Commission's
Europa website. The comments include contributions from other EU
institutions, EU Member State authorities, third country governments, food
and drink industry, agricultural organisations, retailers and distributors
of food products, consumer groups and other stakeholders. They represent a
wide variety of different, and sometimes contradictory, positions on the
White Paper approach. As far as possible, the Commission is taking both
general and specific comments into account in its drafting of the concrete
proposals. The comments on the White Paper on Food Safety are available at
