[01] La Commission propose de nouvelles règles d'hygiène en matière de
sécurité alimentaire
David Byrne, Commissaire européen chargé de la santé et de la protection
des consommateurs, a annoncé aujourd'hui le bouleversement le plus radical
depuis 25 ans des règles d'hygiène en matière de sécurité alimentaire dans
l'Union européenne. Selon les propositions, contenues dans quatre
règlements, chacun des acteurs composant la chaîne alimentaire sera
responsable au premier chef de la sécurité alimentaire. Les nouveaux
règlements fusionneront, harmoniseront et simplifieront les prescriptions
minutieuses et complexes qui étaient auparavant éparpillées sur 17
directives concernant l'hygiène des aliments. Les règlements innovent dans
la mesure où ils prévoient l'applicabilité à toutes les denrées
alimentaires et à tous les opérateurs de la chaîne alimentaire (de la ferme
à la table) d'une politique unique et transparente en matière d'hygiène
comportant également des instruments efficaces pour garantir la sécurité
alimentaire et gérer toute future crise éventuelle dans la filière.
L'accent est mis sur la définition des objectifs en laissant aux
entreprises la faculté d'opter pour les mesures de sécurité à adopter au
lieu de prescrire celles-ci dans les moindres détails.
[02] La Commission signe un protocole sur les mines anti-personnel
Aujourd'hui, la Commission européenne (Centre Commun de la Recherche, CCR),
la Belgique, le Canada, les Etats-Unis, les Pays-Bas, le Royaume-Uni et la
Suède signent un protocole d'accord pour le programme international
d'essais et d'évaluation (ITEP) en matière de déminage humanitaire. Le but
de ce programme est la mise en œuvre d'un réseau de centres de recherche
des technologies de déminage. Les centres de recherche conduiront, sur
demande de tout pays intéressé, des essais de fiabilité et performance sur
les équipements de déminage. En outre, il est prévu d'entraîner le
personnel de déminage et de conseiller les Etats intéressés dans
l'acquisition d'un équipement meilleur, plus sûr et efficace. Philippe
Busquin, commissaire en charge du CCR, affirme : "Je suis très préoccupé
par l'ampleur mondiale du problème des mines terrestres et c'est pourquoi
je me félicite que quelques-uns des Etats les plus touchés comme la Bosnie-
Herzégovine, la Croatie, le Cambodge et le Mozambique ont déjà approché le
CCR en vue de devenir des partenaires dans l'action de déminage".
[03] Structural Funds : Commission approves the single programming document
for the Highlands & Islands Special Transitional Objective 1 programme in
the UK
The European Commission has approved the draft single programming document
(SPD) for regional development in the Highlands and Islands of Scotland
over the next seven years. The programme totals euro 853 million, of which
euro 308 million is EU resources. The remainder is being provided by the
public and private sectors (euro 367 million and euro 177 million
respectively). It is aimed at creating the conditions for self-sustaining
growth in the region, will create and safeguard over 11,000 jobs, provide
training places for nearly 23,000 people, and provide assistance to some 3,
500 new and existing small businesses.
[04] Commission clears purchase of SFX Entertainment by Clear Channel
Communications
The European Commission has cleared the acquisition of SFX Entertainment
Inc by Clear Channel Communications Inc. The deal will combine the
activities of the two US companies regarding the organisation of live
entertainment events, television and radio broadcasting as well as outdoor
advertising. But the companies' activities present no horizontal overlaps
and their presence in Europe is limited.
[05] Commission clears Western Power Distribution acquisition of Hyder
The European Commission has cleared Western Power Distribution Ltd's
proposed acquisition of the Welsh water and electricity company Hyder as
the deal poses no overlaps, raising no risk of creation of a dominant.
[06] Assurance automobile : la Commission envoie un avis motivé au
Luxembourg
La Commission européenne a décidé d'envoyer un avis motivé, au titre de
l'article 226 du traité CE, au Luxembourg concernant la réglementation du
bureau et le fonds de garantie d'assurance automobile. Plus concrètement,
le bureau luxembourgeois des assureurs automobiles et le fonds commun de
garantie automobile, au début de chaque période annuelle d'activité,
exigent le paiement de contributions forfaitaires non remboursables à tous
les assureurs membres, sans tenir compte qu'ils soient établis au
Luxembourg ou opérant simplement en tant que prestataires de services à
partir d'autres Etats membres.
[07] WTO praises EU's leading role in working towards the launch of a new
multilateral trade Round
Concluding the review of the European Union's trade policy in Geneva, the
World Trade Organisation recognised the leading role played by the EU in
launching a comprehensive round of multilateral trade negotiations as well
as its achievements in liberalising its economy notably through work to
complete the Single Market and the introduction of the euro.
[08] Commission welcomes the accession of Croatia and Albania to the WTO
Commenting on the completion of the accession of Croatia and Albania to the
WTO, European Commissioner for Trade, Pascal Lamy, said : "Today's
accession of Albania and Croatia to the WTO underscores both countries
commitments to playing their full role within the international economic
community which the EU very much welcomes". In joining the WTO, Croatia
undertakes important commitments similar to those of other developed WTO
Members. Croatia will of course benefit from important market access into
existing WTO members' markets notably that of the EU. Albania's accession
to the WTO is the result of hard and steady work carried out by the
Albanian government since negotiations restarted one and a half-year ago.
By acceding to the WTO, Albania has demonstrated its readiness to adopt and
apply all the relevant WTO Agreements and undertake a process of
liberalisation and modernisation of its economic legislation that will
certainly bear fruits in the near future.
