    [01] Commission prohibits merger between MCI WorldCom and Sprint

    The European Commission has prohibited the merger between US telecommunications firms MCI WorldCom Inc and Sprint Corp as it would have resulted in the creation of a dominant position in the market for top-level universal Internet connectivity. In the course of the review, the companies proposed to divest Sprint's Internet business but this was insufficient to resolve the competition concerns resulting from the merger.

    [02] La Commission entreprend un réexamen du règlement sur les concentrations et simplifie la procédure pour les opérations de concentration qui ne posent pas de problèmes

    Un rapport de la Commission européenne au Conseil souligne qu'un trop grand nombre d'opérations de concentration ayant des effets transfrontaliers n'atteignent toujours pas les seuils de chiffre d'affaires définis dans le règlement sur les concentrations tel qu'il a été modifié en 1997. Ce rapport servira de base à un examen plus approfondi de la question de savoir s'il conviendrait, à un stade ultérieur, de proposer de nouvelles modifications au règlement (CEE) n° 4064/89 relatif au contrôle des opérations de concentration entre entreprises. La Commission a également approuvé une procédure simplifiée d'examen des opérations de concentration pour les fusions, acquisitions et entreprises communes qui ne posent pas de problèmes de concurrence, afin que son personnel peu nombreux puisse se concentrer sur les opérations plus complexes et soulevant plus de problèmes.

    [03] Commission adopts new Social Policy Agenda

    The European Commission has adopted a new Social Policy Agenda which will run up to the year 2005. The Agenda sets out to modernise the European social model, promote more and better jobs and convert the political commitments made at the Lisbon and Feira European Councils into concrete action. The Agenda will be a key input to the work programme of the French Presidency and the Nice European Summit in December. It will also provide an important contribution to the annual synthesis report to the Spring European Council, the first of which will take place in Stockholm in 2001.

    [04] Commission seeks negotiation mandate for new fisheries protocol with Greenland

    The European Commission has requested a mandate from the Council to negotiate a Fourth Fisheries Protocol between the European Union and Greenland. As the current Protocol is due to expire at the end of the year, negotiations are necessary to agree on a new Fourth Protocol to run from 2001 to 2006. The Commission proposes reviewing some aspects of the current Agreement. "We are eager to reach agreement with Greenland on a fishery arrangement which is transparent and beneficial to both sides. Increased transparency means that we aim to establish a clear distinction between the money going to fisheries and the funds used for co-operation aid", said Franz Fischler, Commissioner responsible for Agriculture, Rural development and Fisheries.

    [05] La Commission autorise un régime français d'aide à la formation

    La Commission européenne a approuvé le régime des "Engagements de développement de la formation" (EDDF). En notifiant ce régime, les autorités françaises se sont conformées aux mesures utiles proposées par la Commission aux Etats membres destinées à mettre les dispositifs d'aide à la formation en ligne avec le nouvel Encadrement communautaire.

    [06] La Commission approuve un régime de réductions fiscales en faveur de l'investissement à Madère (Portugal)

    La Commission européenne a approuvé un régime de réductions fiscales en faveur de l'investissement dans la Région Autonome de Madère (Portugal). Ce régime sera en vigueur jusqu'à fin 2002 et vise à favoriser la modernisation et dynamisation des entreprises dans cette région, qui figure parmi les plus défavorisées de l'Union.

    [07] La Commission approuve la partie de la carte des aides à finalité régionale relative à la région de "Lisboa e Vale do Tejo" (Portugal)

    La Commission européenne a approuvé la partie de la carte des aides d'Etat à finalité régionale qui s'appliquera à la région de "Lisboa e Vale do Tejo" jusqu'au 31 décembre 2006. Cette région est déclarée éligible au titre de l'article 87§3.c) du Traité CE (régions confrontées à des problèmes), et des intensités maximales pour les aides régionales ont été fixées. En décembre dernier, la Commission avait déjà décidé que toutes les autres régions portugaises étaient éligibles au titre de l'article 87§3.a) du Traité (régions dans lesquelles le niveau de vie es anormalement bas ou dans lesquelles sévit un grave sous-emploi). Les deux décisions ensemble déterminent la carte des aides régionales applicable au Portugal. L'objectif de ce type d'aide est de promouvoir le développement des régions défavorisées, principalement en soutenant l'investissement.

    [08] Commission launches investigation into a financial and tax aid scheme for the Madeira free zone (Portugal)

    The EuropeanCommission has decided to launch an investigation under Article88(2) of the ECTreaty into a financial and tax aid scheme for the Madeira free zone. In its decision, the Commission found that, although the Portuguese authorities had accepted the appropriate measures it had proposed, they had still not made all the changes to the scheme that were necessary in order to bring it into line with the guidelines on national regional aid.

    [09] Commission declares the aid granted to the steel company Salzgitter (Germany) illegal

    The European Commission has adopted a decision declaring the tax aid granted to Salzgitter AG, Preussag Stahl AG (PSAG) and subsidiaries of the steel group from the 1980s to 1995 incompatible with the common market. The firms in question have now merged into a single company known as Salzgitter AG-Stahl und Technologie (SAG), which will have to repay the aid.

    [10] Prolongation de la validité de l'encadrement des aides d'Etat en faveur de l'environnement

    La Commission européenne a décidé de prolonger jusqu'au 31 décembre 2000 la validité de l'encadrement communautaire des aides d'Etat en faveur de l'environnement. Les lignes directrices actuellement en vigueur expirent le 30 juin 2000. Les services de la Commission préparent actuellement un projet de nouvel encadrement, prenant mieux en compte les modalités d'attribution des aides utilisées désormais par les Etats membres.

    [11] President of Kazakhstan visits Commission

    Yesterday, the President of Kazakhstan, Nursultan Nazarbayev met the President of the European Commission, Romano Prodi, and the Foreign Minister of Kazakhstan, Mr Idrissov, met Comissioner for External Relations, Chris Patten, in Brussels. They discussed EU-Kazakhstan relations and Kazakhstan's progress on economic transition and political reform. A bilateral agreement on scientific cooperation in the field of nuclear fusion was initialled and an exchange of letters extending the bilateral agreement on trade in textiles until the end of 2002 were signed on this occasion.

    [12] La Commission autorise Carlyle Europe Partners à prendre une participation dans Gruppo Riello

    La Commission européenne a autorisé Carlyle Europe Partners L.P., un fonds de placement basé à Guernesey, à acquérir une participation de 50% dans le groupe italien Gruppo Riello S.p.A., présent dans la production et la distribution de systèmes de chauffage, principalement en Italie.

    [13] Commission clears sale of Viag's glass packaging and tubing unit

    The European Commission has granted regulatory clearance to the joint acquisition by Investcorp Financial and Investment Services and Chase Capital Investments of Gerresheimer Glas Aktiengesellschaft, a manufacturer of glass packaging and tubing glass based systems currently owned by Viag.

    [14] EU steps up aviation cooperation with India

    Chris Patten, European Commissioner for External Relations, and Jaswant Singh, Foreign Minister of India, today signed a Financing Agreement for the "EU-India Civil Aviation Project" amounting to euro 32 million in the margins of the EU-India Summit in Lisbon. Through this agreement, the Commission is contributing a grant of euro 18 million to the project over a period of three years.

    [15] Franz Fischler ouvre la discussion sur l'avenir de la politique commune de la pêche

    A l'occasion d'un séminaire consacré à la pêche durable, Franz Fischler, le Commissaire européen chargé de l'agriculture, du développement rural et de la pêche, a annoncé la publication d'un Livre vert présentant des options pour l'avenir de la politique commune de la pêche (PCP). "Une nouvelle orientation est nécessaire pour permettre à la PCP de s'attaquer à un certain nombre de problèmes qui s'éternisent, tels que l'état d'épuisement constant des stocks de poissons commercialisables et les graves difficultés économiques qui en résultent pour les pêcheurs et l'industrie. La surcapacité continue à en être la principale cause, puisqu'elle est à l'origine d'une pêche excessive qui s'exerce sur des ressources insuffisantes. Les programmes de réduction de la flotte de l'Union ne se sont pas montrés assez efficaces pour combattre ce fléau qui frappe la plupart des industries de pêche", a-t-il déclaré. Le Commissaire a invité les participants provenant du Parlement européen et du comité consultatif de la pêche et de l'aquaculture à apporter une contribution active à ce débat important, vu que la Commission envisage de publier un Livre vert présentant des options pour l'avenir de la PCP début 2001. La publication du Livre vert devrait déclencher l'ouverture d'un débat public et politique dans les mois qui suivront.

    [16] Poul Nielson attends follow-up to UN Social Summit

    From 28 to 30 June, Poul Nielson, European Commissioner for Development Cooperation and Humanitarian Aid, will attend the Special Session of the General Assembly which takes place in Geneva, five years on from the Social Summit in Copenhagen (1995). This Summit will provide the opportunity to take stock and reflect upon what has been achieved so far. Whilst progress in some areas has been encouraging, much needs to be done on several issues such as the challenges posed by globalisation. Mr Nielson will stress that the "follow-up and implementation of the Copenhagen Programme of Action need to be further strengthened and made more result oriented in order to respond to the diverse challenges of sustainable social development in a globalising world". Mr Nielson will make a statement to the plenary session on behalf of the EU. He will also meet representatives from Civil Society, NGOs and international bodies to exchange views on social development, and will take part in a series of workshops and meetings.
