[01] Commission acts to liberalise the "last mile" local loop unbundling
will boost high-speed Internet access
The European Commission has adopted a Recommendation calling on all Member
States to enact appropriate legal and regulatory measures for incumbent
telecommunications operators to provide full unbundled access to the copper
local loops by 31 December 2000, under transparent, fair and non-
discriminatory conditions. In addition, the Commission has adopted a
complementary Communication that explains the relationship of the
Recommendation to EU competition rules, according to which incumbent
operators have an obligation to provide unbundled access to the local loop
under certain circumstances. The simultaneous adoption of this
Communication strengthens the Recommendation's objective to provide access
to local loops for all new entrants which will increase the level of
competition and technological innovation, so stimulating the provision of a
full range of telecommunication services, including broadband multimedia
and high-speed Internet. The present actions follow on from the
Commission's eEurope initiative and are the first step in response to the
conclusions of the Lisbon European Council to bring about a substantial
reduction in the costs of using the Internet and to promote access to the
Information Society for all.

l'examen du cadre réglementaire des télécommunications de 1999 et annonce
l'orientation des prochaines propositions relatives à un nouveau cadre
réglementaire
La Commission européenne a adopté une communication exposant les résultats
de sa consultation publique sur l'examen du cadre réglementaire des
télécommunications engagé en novembre 1999. La communication expose
également les principales orientations des prochaines propositions de la
Commission relatives au nouveau cadre réglementaire des communications
électroniques. La communication propose en outre d'introduire l'exigence du
dégroupage de la boucle locale dans la législation communautaire. Les
propositions législatives seront publiées en juin de cette année. La
présente communication doit être considérée dans le contexte du Conseil
européen qui s'est tenu à Lisbonne il y a trois semaines et à l'occasion
duquel les responsables européens ont affirmé que l'avènement d'une
économie fondée sur le savoir numérique était un moteur pour la croissance,
la compétitivité et l'emploi. La communication se veut un signe
supplémentaire de la détermination de la Commission à donner aux
entreprises et aux particuliers la possibilité d'accéder à une
infrastructure des communications bon marché et de classe mondiale. Dans le
cadre de l'initiative globale eEurope lancée à la fin de l'année dernière
et approuvée à Lisbonne, il est essentiel d'instaurer le cadre
réglementaire approprié pour les télécommunications.
[03] Commission assesses the updated stability programme of Austria
The European Commission has adopted a Recommendation to the Council of
Ministers on the updated stability programme of Austria (2000-2003). The
general government deficit ratio is projected to decline from 2.0% of GDP
in 1999 to 1.3% of GDP in 2003. During the same period, the debt ratio is
expected to fall to 61.2% of GDP. The Commission concludes that the medium-
term budgetary targets in the updated programme lacks ambition as the
minimum budgetary position consistent with the stability and growth pact
requirements is only met in 2003. A faster decline in the deficit ratio
would be necessary to attain the required safety margin for the government
balance, as recommended in the Council opinion on the original programme.
On the basis of the Commission's Recommendation, the Council is expected to
adopt a formal opinion on the updated Austrian programme on 8 May 2000.
[04] La Commission présente les lignes directrices de la future politique
communautaire d'aide au développement
La Commission européenne a approuvé un document de politique générale qui
présente les orientations de la nouvelle politique communautaire d'aide au
développement. Selon M. Poul Nielson, membre de la Commission chargé de la
coopération au développement et de l'aide humanitaire, "il est
politiquement et moralement inacceptable que plus d'un milliard de
personnes sur cette planète doivent encore survivre avec moins d'un euro
par jour. L'Union européenne a l'obligation d'intensifier ses efforts afin
de soutenir les populations pauvres dans les pays en développement et elle
doit le faire en suivant une stratégie bien définie, en se concentrant sur
un nombre limité de domaines".

[05] Pascal Lamy announces date for next round of talks with China on WTO
accession
Today European Commissioner for Trade, Pascal Lamy, announced that the next
round of talks with China aimed at finalising a bilateral deal on China's
accession to the WTO, will take place in Beijing in the week commencing 15
May 2000. The date was agreed with Chinese Trade Minister Shi Guansheng
yesterday. This announcement follows Mr Lamy's consultations with the EU
Council of Ministers and the European Parliament after the last round of
talks held in Beijing at the end of March. Mr Lamy expressed satisfaction
at being able to renew talks "with the full backing of the 15 Member states
of the EU and the Parliament". Recalling that both sides have had ample
time to reflect on their respective positions since March, Mr Lamy
expressed the hope that "we will now be able to bridge the gaps that remain
allowing me to return to Brussels having completed a deal paving the way
for China's accession to the WTO and reflecting the specificity and
importance of the significant trading relationship between the EU and
China".
[06] Fight against doping in sport : Commission launches a call for
proposals
The fight against doping in sport is a priority for the Prodi Commission.
The call for proposals published today will enable pilot actions to be
established to combat doping. Two types of action are eligible for support
: information campaigns on doping and conferences on ways to harmonise the
fight against doping at European level.
[07] La Commission crée un prix européen de cinéma baptisé prix MEDIA
Le prix MEDIA sera attribué une fois par an au réalisateur d'un premier
film ayant bénéficié d'une subvention dans le cadre du programme
communautaire Media, et qui aura, au cours de l'année précédente, été
distribué dans le plus grand nombre de pays européens. Mme Viviane Reding,
membre de la Commission européenne responsable de la Culture et de
l'Audiovisuel, remettra le premier prix MEDIA de l'Union européenne à
l'occasion du prochain festival du film de Cannes le 19 mai prochain lors
de la clôture de la Quinzaine des réalisateurs.
