[01] La Commission propose des mesures radicales pour préserver les côtes
européennes des marées noires
La Commission européenne a fait un pas supplémentaire vers l'amélioration
de la sécurité maritime dans les eaux communautaires par l'adoption d'une
communication sur la sécurité du transport pétrolier, adoptée le 21 mars
2000, dans laquelle elle demande aux gouvernements de l'Union européenne,
au Parlement européen et à l'industrie européenne d'accepter des
propositions de grande envergure visant à réduire les possibilités
d'accidents et de pollution. La proposition renforcera la législation
existante de l'UE sur les contrôles par l'Etat du port et les sociétés de
classification, mais prévoit également l'interdiction progressive des
pétroliers à coque unique dans les eaux de l'UE.
[02] Commission clears the creation of Astrium, subject to conditions
The European Commission has authorised the proposed creation of Astrium, a
joint venture of the German DaimlerChrysler Aerospace AG (DASA), Stuttgart,
and the Netherlands-based Matra Marconi Space N.V. (MMS), The Hague. The
Commission identified concerns that, as initially notified, the operation
would have created or strengthened dominant positions on the markets for
mechanical wheels for satellites in Western Europe, and military
communication satellites. To eliminate these concerns, the parties have
undertaken to divest MMS' mechanical wheels business, and to grant licences
for the manufacture and sale of equipment products (i.e. chemical
propulsion systems, chemical thrusters and on-board management systems)
supplied by DASA to Alcatel Space Industries, MMS' main competitor in
military communication satellites in France.
[03] Commission speeds up support for construction of cargo facility at
Gaza International Airport
The European Commission has decided to speed up assistance for the
construction of the cargo facility at Gaza International airport. It agreed
to exceptionally select the Project Advisor responsible for managing and
supporting the euro 25 million project through a fast, negotiated
procedure. In addition, a temporary structure will be built which would
enable Palestine companies to import and export goods by air transport in
2001, while the longer term construction proceeds in parallel.

[04] La Commission ouvre une enquête exhaustive sur la concentration
Microsoft/Liberty Media/Telewest
La Commission européenne a décidé d'ouvrir une enquête exhaustive sur
l'acquisition proposée du contrôle commun par la société Microsoft
Corporation (Microsoft) avec la société Liberty Media (Liberty) de la
société Telewest communications plc (Telewest). La Commission procèdera à
une appréciation détaillée de l'impact de la transaction au niveau
concurrentiel dans différents secteurs de l'industrie de câble numérique.
Notamment, l'enquête sera concentrée sur la fourniture de logiciel pour les
décodeurs numériques au Royaume-Uni et sur l'impact de la concentration sur
le choix des abonnés britanniques au câble. La Commission devrait prendre
une décision définitive d'ici le début du mois d'aôut.
[05] Commission proposes making animal feed even safer
The European Commission has adopted a proposal to put in place safeguard
measures to deal with emergencies in the feedingstuff sector and to
strengthen controls on animal feed. If a feed scare should arise, the
proposal will allow the Commission to act swiftly and independently to deal
with the emergency. In addition, a rapid alert system for feed will be
introduced. This is part of the actions outlined in the White Paper on Food
Safety.
[06] La Commission adopte une décision sur les équivalences entre permis de
conduire
La Directive n° 91/439/CEE porte sur la reconnaissance mutuelle des permis
de conduire délivrés par les Etats membres et harmonise les catégories de
permis, l'âge minimum, les conditions de délivrance des permis, etc. Elle
ne prévoit pas de distinction entre le document du permis et le droit de
conduire : tous les droits consignés dans les permis délivrés après le 1er
juillet 1996 doivent être reconnus selon le principe de reconnaissance
mutuelle. Pour les permis délivrés avant le 1er juillet 1996, la directive
prévoit des tableaux d'équivalence soumis à l'accord de la Commission. Cet
accord, qui se présente sous la forme juridique d'une décision, a été
adopté le 21 mars par la Commission par procédure écrite.
[07] Impact analysis of the Agenda 2000 CAP reform decisions
The Directorate-General for Agriculture at the European Commission has
released a report entitled "Agenda 2000 CAP reform decisions - impact
analyses". The publication brings together the findings of a series of
impact analyses of the decisions on CAP reform for arable crops, beef and
milk. This report includes impact assessments at agricultural sector level,
at macro-economic level, and includes work on the impact of the reforms on
consumers as well as an overall evaluation of the Agenda 2000 decisions.
Independent experts outside the Commission carried out some of the
analyses. Others were produced within the Commission and in particular by
the Directorate-General for Economic and Financial Affairs and the
Directorate-General for Agriculture. All the analyses are summarised in the
first chapter of the report. Among the analyses' findings are the following
: improved competitiveness in the cereals sector will boost internal demand
; prices cuts in the beef sector to contribute to increases in consumption
of up to 3% ; the poultry and pork sectors will benefit from lower feed
prices ; cuts in farm prices should feed into falls in the consumer price
index of up to 0.25% by 2005. The report is available on the Directorate-

[08] La Commission accueille avec satisfaction un rapport indépendant
préconisant un modèle européen pour la société de l'information
La Commission européenne a réservé aujourd'hui un bon accueil au dernier
rapport annuel du Forum de la société de l'information, qui souligne
l'importance croissante de l'accès de tous les citoyens aux réseaux
modernes d'information et de télécommunication, en vue d'une pleine
participation de tous les milieux de la société.
[09] Commission authorises the participation of BSkyB in KirchPayTV
The European Commission has cleared the concentration between Kirch
Vermögensverwaltungs GmbH & Co. KG (Kirch) and British Sky Broadcasting
Group plc (BSkyB). Through this operation the parties will obtain joint
control over KirchPayTV GmbH & Co. KGaA (KirchPayTV). Due to commitments
offered by the parties, the operation will not lead to the creation or
strengthening of a dominant position.
[10] La Commission ouvre une enquête approfondie sur l'opération de
concentration entre Novartis et AstraZeneca dans le secteur phytosanitaire
La Commission européenne a décidé d'ouvrir une enquête approfondie d'une
durée de quatre mois sur l'opération de concentration entre Novartis AG
(Suisse) et AstraZeneca (Royaume-Uni) dans le secteur phytosanitaire. Elle
a arrêté cette décision après avoir constaté que l'opération soulevait des
problèmes de concurrence graves sur un certain nombre de marchés, notamment
celui des fongicides pour la protection des cultures céréalières et des
betteraves sucrières et celui des herbicides destinés à la protection du
maïs.
[11] Commission clears the acquisition by CLT-UFA of News' stake in the
German TV channel VOX
The European Commission has cleared the acquisition by CLT-UFA of News'
stake in the joint venture VOX, a general interest German TV channel. This
transaction will increase the share CLT-UFA already had in VOX, the other
major partner in VOX being CANAL+.
[12] Commission gives go-ahead to joint venture between Asahi Glass and
Mitsubishi
The European Commission has approved the joint acquisition by Asahi Glass
Company (AGC), Mitsubishi Corporation (Mitsubishi) and the Mitsubishi
subsidiary Miteni S.p.A. of F2 Chemicals Limited (F2), a subsidiary of
British Nuclear Fuels plc. AGC is active in the development, manufacture,
marketing and sales of glass, chemicals, electronics components and
ceramics. Mitsubishi is a general trading company active in a broad range
of fields, including information systems and services, fuels, metals,
machinery, chemicals, textiles and materials. Miteni manufactures fine
chemicals, in particular fluorinated intermediates. F2 is primarily active
in the manufacture of perfluorocarbons (part of a chemical group commonly
described as inert fluids). Furthermore, it manufactures fluorinated
compounds by using patented Selective Direct Fluorination technology, a
business which is still in development.
[13] Günter Verheugen se rend à Chypre pour soutenir les 'pourparlers de
proximité' menés par l'ONU et apprécier les progrès accomplis sur la voie
de l'adhésion
Le commissaire européen chargé de l'élargissement, Günter Verheugen, se
rendra à Chypre du 23 au 25 mars pour la première fois depuis sa
nomination. Il apportera son soutien aux 'pourparlers de proximité' menés
par l'ONU afin de parvenir à un règlement politique sur l'île.
L'interaction positive se poursuivra entre les négociations d'adhésion et
la recherche d'une solution politique. Le Conseil européen d'Helsinki est
arrivé à la conclusion qu'un règlement politique facilitera l'adhésion de
Chypre à l'Union européenne mais qu'il ne constituera pas pour autant une
condition préalable à la décision du Conseil concernant l'adhésion.
[14] Regional Funding Conference for South-eastern Europe
The European Commission and the World Bank will co-chair a Regional Funding
Conference for South-eastern Europe to be held in the Charlemagne
Conference Centre, Rue de la Loi 170 - Brussels on the 29th and 30th of
March 2000. The Conference will provide an opportunity to highlight
progress made in meeting the objectives of the Stability Pact for South-
eastern Europe. The countries of the region will make commitments to key
political and economic reforms. To support them in these efforts funding
pledges will be made for some 130 quick-start projects of regional
significance. Further details, including a draft agenda and information on
facilities for the Media, may be obtained from the joint EC/World Bank
website http://www.seerecon.org.
