[01] La Commission avertit les Etats membres sur les cartes d'aides d'Etat
régionales
La Commission européenne, par la voix du Commissaire à la concurrence Mario
Monti, a exprimé sa vive préoccupation qu'elle ne sera pas en mesure
d'approuver à temps les cartes d'aides d'Etat régionales pour la période
2000-2006 pour les Etats membres qui n'ont pas encore soumis des
propositions entièrement compatibles avec les lignes directrices
applicables. Cela pourrait avoir des conséquences graves pour les Etats
membres concernés, puisque la validité de leurs cartes actuelles expire à
la fin de 1999. Après, ils ne seront plus autorisés à accorder des aides
d'Etat régionales à moins que les régions bénéficiaires et les intensités
d'aide soient approuvées par la Commission avant le 1er janvier 2000.
[02] The annual report of the European Court of Auditors : statement from
the Commission
The European Commission yesterday issued a statement in response to recent
press reports concerning the 1998 annual report of the European Court of
Auditors. The Commission emphasised that the conclusions of the report were
being carefully studied and would make an important contribution to the
reform process. However, the draft report does not conclude that a third of
all Commission expenditure is affected by errors.
[03] Business and Consumer surveys : first results, October 1999
(! embargo 12h !) The European Commission today presented first results of
the Business and Consumer Surveys for the month of October 1999. Confidence
in industry rose by two points in October to a level 5 points above the
long term average in the euro-zone and the European Union (EU). The main
contributors to this improvement have been Italy with a increase of four
points, and Germany and France with a two point rise in each case.
Confidence in the construction sector is also on the rise. The September
data for the EU has been revised upwards by one point and in October there
has been a further one point increase. Likewise, in the euro-zone
confidence in this sector has improved two points compared with last
September's level. Consumer confidence has increased by two points in the
EU and in the euro-zone. The recovery has been rather subdued in Germany.
Nevertheless, in France, Italy and the United Kingdom consumers seem to be
considerably more optimistic. As a consequence of the increases observed in
these indicators, a positive evolution of the economic sentiment indicator
has been experienced in both, the EU and the euro-zone, showing a
significant increase from 103.8 in September to 104.2 and 104.3
respectively in October. This is the highest level for the EU this year and
well above the long term average, 100.7.
