[01] Commission amends its proposal for a European Refugee Fund in view of
the emergency situation in Kosovo
The European Commission has decided to amend its proposal for a Joint
Action establishing a European Refugee Fund in order to make available
financial assistance to those Member States that are receiving people who
have fled as a result of recent events in Kosovo. The original proposal,
which was adopted on 16 December 1998 has two objectives : to help Member
States set up improved infrastructure and procedures for receiving asylum
seekers and displaced persons and to assist voluntary return to their
countries of origin. Both objectives are directed towards medium-term
projects. This proposal has been blocked by Member States for
institutional reasons. In order to respond rapidly to the Kosovo crisis,
the amended proposal introduces a third objective meaning that measures
taken under the Joint Action may also include emergency assistance to
Member States which receive a significant number of people who have fled
from Kosovo or from other regions in comparable circumstances. The
financial assistance would contribute to the costs of accommodation, means
of subsistence, medical or other assistance and of personnel for duration
of six months. The total amount available under 1999 is euro 15 million.

[02] La Commission approuve le code de conduite de l'ordre professionnel
Institut des mandataires agréés (IMA)
La Commission européenne a adopté une décision qui clarifie sa politique en
matière d'application des règles de concurrence aux décisions d'ordre
professionnel, et notamment aux restrictions de publicité comparative.
C'est la première fois que la Commission applique les règles de concurrence
dans le secteur des professions libérales de portée européenne à des
pratiques autres que la fixation d'honoraires. La décision confirme la
compatibilité des dispositions du code de conduite de l'Institut des
mandataires agréés (IMA) - un ordre professionnel qui regroupe, au niveau
européen, tous les mandataires agréés auprès de l'Office européen des
brevets (OEB) - avec l'article 85 du traité CE et l'article 53 de l'accord
de l'Espace économique européen.
