    [01] Urgent EU assistance to the Kosovo refugees and the countries neighbouring Kosovo

    The European Commission decided to allocate euro 150 million in supplementary humanitarian aid to refugees fleeing the repression in Kosovo, and up to euro 100 million to help countries neighbouring Kosovo tackle the refugee crisis.

    [02] Franz Fischler : "Agreement on Agenda 2000 important step to re- orientation of the CAP"

    In a speech given at the FEPEX Conference (fruit and vegetables organisations) in Madrid today, European Commissioner for Agriculture and Rural Development, Franz Fischler, spoke about the progress in the agricultural sector and emphasised particularly the situation of the fruit and vegetable sector in Spain. He focused on the developments of the markets within the European Union (EU) and worldwide, the political framework for fruit and vegetables and the next moves forward. On the recent agreement on the Agenda 2000 reached in Berlin, Mr Fischler commented : "With this reform we took some important steps for a re- orientation of the Common Agricultural Policy, even though I would have wished for more courage and for more consequent reforms for the dairy and cereals sector. This would have strengthened our competitive capacity as well as the EU's position in the next WTO-round". The Commissioner also stressed the challenges of the market and the importance of competition. He wants the EU to score with quality and security in production and processing, to be more ecologically beneficial and to support the rural area. "Agricultural policy must become a broader concept to include the rural regions as a whole. Therefore we have to strengthen the self- responsibility of the Member States, the regions and the producers", Mr Fischler concluded.

    [03] Mario Monti : "La Société privée européenne pourrait représenter un complément au Statut de la Société européenne"

    A l'occasion du séminaire organisé par l'UNICE à Bruxelles le 8 avril 1999 sur la "Société privée européenne" auprès du CES, Mario Monti, Commissaire européen au Marché Unique, a annoncé qu'il y a de bonnes raisons de penser qu'un accord politique sur la Société européenne (SE) pourra être atteint lors du Conseil du Travail le 25 mai prochain. "Il faut déblayer toute ambiguïté du débat sur le projet de Société privée européenne avancé par certaines organisations patronales celle-ci ne doit pas être considérée comme un remplacement de la SE. Je considère que la Société privée pourrait représenter une solution à mettre au point, non pas après l'échec de la SE ou à la place de la SE jugée trop peu adaptée aux besoins des entreprises, mais à côté de la SE, afin de donner à toutes les entreprises de l'Union européenne (pas seulement aux Sociétés anonymes) les outils dont elles ont besoin pour évoluer dans l'Union économique et monétaire", a affirmé M. Monti. "Personne ne conteste que la SE propose aux entreprises une structure juridique pan-européenne et qu'elle ne doit pas être pénalisée par un régime fiscal qui ne tienne pas compte de ses spécificités."
