    Sir Leon Brittan, Vice President of the European Commission, today confirmed that the European Union (EU) is ready to cooperate with the United States (US), or any other World Trade Organisation (WTO) member, in an accelerated WTO dispute settlement panel on any disagreement about the conformity of the new EU banana regime with WTO rules. But he reiterated that the EU will not do so under the continuing threat of unilateral United States sanctions. Sir Leon said : "President Santer made clear in a letter to President Clinton on 10 November that the EU is prepared to participate in an accelerated dispute settlement panel in the WTO on the EU's new banana import regime. But he also made clear that the EU would not do so under the threat of unilateral US action, which would flout WTO rules. The US must accept that in an agreed multilateral system the rules apply equally to all. If the US now wishes to take WTO dispute settlement procedures against the new EU banana regime, I welcome this and urge them to go ahead. We have already responded positively to a request from Ecuador. We remain ready to cooperate with the US in accelerating a panel provided that they make clear that they are abandoning the unilateral route and respect the rules and procedures of the WTO. They cannot impose an arbitrary deadline plucked out of the air and determined by their timetable for illegal unilateral action. The US has nothing to fear. We believe that our new regime conforms with WTO rules. But if a panel found otherwise, the EU would comply with its judgement. And in that case, until we had satisfied the WTO that we had complied with the judgement, the United States would be entitled to seek WTO-authorised retaliatory measures. There is no risk of an endless loop of litigation. My message to the US is a simple one : use the WTO system, but do not expect us to bend it to suit a timetable that you are seeking to impose by means of illegal unilateral action. If you have a case, prove it in the proper way. You cannot enter the court room pointing a pistol at the other side. We are in as much of a hurry as you are to settle this. Just drop the pistol and we can get on with it."

    [02] Les marchés de capital-risque, clé de la création d'emplois en Europe : de la fragmentation à l'intégration

    La Commission européenne organise le mardi 24 novembre 1998, à Bruxelles, dans le bâtiment Charlemagne, 170 rue de la Loi, 1040 Bruxelles, une conférence sur les marchés de capital-risque. Cette conférence s'inscrit dans le cadre des mesures proposées par la Commission dans sa communication "Le capital-investissement : clé de la création d'emplois" et approuvées par le Conseil européen les 15 et 16 juin à Cardiff. Le Président de la Commission, Jacques Santer, et le Commissaire responsable du Marché intérieur, Mario Monti, saisiront cette occasion pour rappeler que les petites et moyennes entreprises (PME) à croissance rapide qui constituent l'un des principaux moteurs de la croissance et de la création d'emplois en Europe, doivent pouvoir avoir accès, aux différentes étapes de leur développement, à des financements externes en fonds propres. Le "keynote" sera donné par M. Peter Sutherland, Président de British Petroleum.

    [03] La production industrielle augmente en juillet-août 1998 par rapport à mars-mai 1998

    (! embargo 12h !) La tendance de la production industrielle de la zone euro a progressé de 1,0% pour la période de juin à août 1998 par rapport aux trois mois précédents, selon les estimations publiées aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. L'UE15 a enregistré une croissance de 0,6% pendant cette même période. La croissance précédente (pour mai-juillet par comparaison à février-avril) a été révisée à 1,0% pour la zone euro et 0,7% pour l'UE15. Pour la période juin-août, la hausse a été particulièrement élevée en Irlande (2,5%), en Belgique (2,3%), au Danemark (2,2%) et en Grèce (2,1%). La France (-0,2%) et le Luxembourg (-0,7%) ont affiché une légère baisse. Sept pays de la zone euro ont eu une croissance égale ou supérieure à 1,0%. Trois pays (la France, l'Italie et les Pays-Bas) sont demeurés stables.

    [04] New awareness campaign to promote integration of refugees in European Union

    European Commissioner for Employment and Social Affairs, Padraig Flynn, will officially launch a major Europe-wide Refugee Integration Campaign in Brussels next Tuesday, 24 November. The campaign, funded by the Commission (DG V) and developed by the United Nations High Commissioner for Refugees (UNHCR), aims to promote a greater understanding among Europe's citizens of the refugees in their midst and of the benefits of integrating them fully in the societies in which they live. The 12-month campaign includes TV and radio spots, press advertisements and an educational pack for school- children. "We want to spread the message that refugees are ordinary people coping with extraordinary situations", said Mr Flynn. A press conference to launch the campaign, with Commissioner Flynn and the UN's Assistant High Commissioner for Refugees, Søren Jessen-Petersen, will take place at 11.00 am on 24 November in the Eurovillage hotel, boulevard Charlemagne, 1000 Brussels.
