    [01] Commission proposes further amendment to UK beef export ban

    The European Commission approved a draft proposal to change legislation on Bovine Spongiform Encephalopathy (BSE) in relation to the export of beef and beef products from the United Kingdom. The proposal sets the rules for a future partial lift of the ban on the export of beef and beef products under the so-called Date-based Export Scheme. This scheme will allow the dispatch, under certain criteria, of deboned fresh meat and products thereof from eligible animals born after 1 August 1996, the date at which the meat-and-bone meal ban was in place and properly enforced. To address the risk of maternal transmission, animals are only eligible if they are not the offspring of BSE affected dams. The proposal will now be submitted to the Standing Veterinary Committee for an opinion which requires a qualified majority and is then adopted by the Commission. In the absence of a qualified vote, it is sent to the Council of Ministers who can adopt it by qualified majority or reject it by a simple majority of Member States. In the case where one or other of these conditions is not met the Commission can adopt the proposal.

    [02] La Commission propose de geler 10% des terres pour la campagne 1999/2000

    La Commission européenne a adopté une proposition fixant à 10% le taux de gel obligatoire des terres pour la campagne 1999/2000 ce qui représente une augmentation de 5 points par rapport au taux actuel. La proposition de la Commission tient compte des perspectives du marché à court terme en fonction de la conclusion qu'il existe un risque sérieux que les stocks d'intervention des céréales atteignent à nouveau des niveaux inacceptables. Cette augmentation aura pour effet net d'accroître de 1,5 million d'hectares la superficie gelée (à titre obligatoire et volontaire) et de diminuer la production de 8 millions de tonnes.

    [03] Commission proposes a reform of the agrimonetary system, necessary to introduce the euro in the CAP

    The European Commission has adopted a proposal to establish a new agrimonetary system on 1 January 1999, due to the introduction of the euro, which is incompatible with the retention of "green rates" for the "IN" countries. The Commission proposes to take the opportunity of this reform to make the agrimonetary system much simpler and closer to the market. The system of specific "green rates" would be suppressed, not only for the "IN" countries, but also for the four "Pre-INS" (UK, Sweden, Denmark and Greece). As a consequence, another proposal has been adopted to foresee compensations to avoid income losses due to the suppression of green rates on 1 January 1999.

    [04] Un arrêt de la Cour de justice conduit à une vérification de la base légale des dépenses de l'UE

    La Commission européenne a décidé de prendre des mesures à la suite d'un récent arrêt de la Cour de Justice européen (C-106/96 du 12 mai 1998) clarifiant les obligations légales qui prévalent pour l'exécution du budget de l'Union européenne (UE). La Commission a entrepris de vérifier la situation des lignes sans base légale et de suspendre temporairement leur exécution. Pendant cette vérification, les nouveaux engagements seront suspendus, mais les paiements correspondant à des engagements antérieurs pourront être effectués normalement. De nombreuses lignes seront débloquées dès que la Commission se sera assurée que les conditions fixées par la Cour sont remplies. La Commission tirera les conclusions de sa vérification et en fera part à l'Autorité budgétaire d'ici la fin juillet.

    [05] La Commission approuve une aide en faveur de la Coopérative d'exportation du livre français

    La Commission européenne a approuvé une aide d'État accordée par le gouvernement français à la Coopérative d'exportation du livre français (CELF) pour l'exportation de livres d'expression française. Cette aide vise en particulier à permettre le traitement des commandes d'une valeur inférieure à 500 FRF (frais de transport exclus) que les éditeurs ou leurs distributeurs associés ne jugent pas rentables. La CELF a donc pour mission de permettre aux personnes résidant dans des pays non francophones d'obtenir des livres en langue française. L'aide qui lui est accordée est destinée à compenser le surcoût lié au traitement des petites commandes passées par les libraires établis à l'étranger.

    [06] Commission authorises aid to the German coal industry

    The European Commission approved aid to the coal industry in the Federal Republic of Germany for 1997 totalling DM 10.4 billion. This aid has been authorised under Commission Decision No 3632/93/ECSC of 28 December 1993 establishing EU rules for State aid to the coal industry.

    [07] Franz Fischler : "EU/Canada cooperation on agriculture should be strengthened"

    Following the conclusion of his official visit to Canada the European Commissioner for Agriculture and Rural Development, Franz Fischler, described his discussions with Canadian agricultural political and economic interests as open, constructive and fruitful. As a follow-up to these discussions further contest will take place at the level of officials with a view to resolving a number of bilateral problems. Given the many common interests Canada and the European Union (EU) share in the area of agriculture such as a stable trading system, remunerative farm prices and the promotion of the family farm unit, there is a need, according to Mr Fischler, to reinforce our bilateral contacts on agriculture in particular in the light of the forthcoming World Trade Organisation talks. Mr Fischler went on to say that the EU is firmly committed to developing and the defending the European model of agriculture as a means of ensuring the continuation of vibrant rural areas in the EU. "It is imperative, he added, that trading partners recognise the rights of others to pursue different policies internally while aiming to achieve similar objectives as far as the international market is concerned."
