  • [01] L'inflation annuelle de l'UE tombe à 1,7% en octobre 1997

    En octobre, l'inflation annuelle de l'Union européenne est tombée à 1,7%, après avoir atteint 1,8% en septembre, selon les chiffres publiés aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. En octobre 1996, elle était de 2,3%. Le taux d'inflation de l'Espace Economique Européen s'est établi également à 1,7%. La Norvège a enregistré un taux de 1,9% et l'Islande un taux de 2,1%. Les taux les plus bas ont été relevés en Irlande (0,8%), en France et en Autriche (1,1% chacun). Huit Etats membres se situent en dessous de la moyenne communautaire. Les taux les plus élevés ont été enregistrés en Grèce (4, 6%), en Suède (2,7%) et aux Pays-Bas (2,4%). L'inflation est également tombée aux Etats-Unis à 2,1%; elle a augmenté par contre au Japon à 2,5%. En Suisse, le taux est descendu à 0,3%.

    [02] Commission authorises majority acquisition in Swiss Watt AG

    The European Commission has authorised the acquisition of a majority in the Swiss Watt AG by Bayernwerk AG, Energie Baden-Württemberg AG and Nordostschweizerische Kraftwerke AG. All companies are principally active in the production, distribution and transport of electricity. The operation is part of the splitting up of the Swiss Elektrowatt AG into an "industry part" which will be taken over by Siemens and into an "energy part" which will be taken over by Bayernwerk AG (BAG), Energie Baden- Württemberg AG (EBW) and Nordostschweizerische Kraftwerke AG (NOK). The acquisition of the "industry part" by Siemens has already been approved by the Commission on 18 November 1997. The Commission has come to the conclusion that the concentration does not lead to the creation or strengthening of a dominant position.

    [03] EU high level legal and economic policy advice to support Russia's reform

    Tacis, the European Union (EU) technical assistance programme, is launching two high level policy advice projects in the Russian Federation. The first one, amounting to ECU 4 million, is directed at strengthening the building up of a state of law in Russia by supporting local institutions involved in legal reforms. This has been identified both by the EU and the Russian Federation as a high priority in Russia's reform efforts. The project will support the main institutions involved in the drafting and implementation of laws, in particular the Legal Department of the President's Administration, the Russian State Duma, as well as Federal Ministries and regional administrations. The second project, worth ECU 2 million, will provide the Russian administration with high-level economic policy advice through the Russian-European Centre for Economic Policy (RECEP). The two projects are part of the 1996 Tacis Action Programme for the Russian Federation and were both signed by the European Commission on 21 November 1997. Legal reform assistance and training are top-priority areas for the 1996-1999 Tacis technical assistance programmes for Russia. Since 1991 the Tacis technical assistance programme has committed more than ECU 1,000 million to the Russian Federation.

    [04] Council agrees common position on a ban on tobacco advertising

    Health Commissioner Padraig Flynn hailed the decision of the Health Council as a major breakthrough. "At last we have an European Union (EU) framework for measures to curb advertising and sponsorship of tobacco products", he said, adding that "the increasing difficulties for the Internal Market arising from the individual efforts of Member States to curb advertising can now be resolved in an EU context". The Commissioner emphasised that the common position took as a base a high level of health protection. "We can now look forward to the day when advertising and sponsorship of tobacco products will not be able to influence young people to take up the habit", Mr Flynn said. An especially welcome feature of the difficult negotiations in the Council was the willingness of the German Minister, Mr Seehofer, to compromise. While the eventual position was not acceptable to Germany, their willingness to negotiate was nonetheless a major breakthrough given their previous total opposition to a directive. Commenting on the tobacco industry's strong criticism of the agreement, Mr Flynn said that the common position was a major setback for the tobacco industry which had invested huge resources in opposing it. "The tobacco industry is finally waking up to the reality that the Member States are of the view that it is not acceptable to allow their product to be advertised", he said.

    [05] L'UE et les Etats-Unis signent un accord de coopération scientifique

    (! embargo 4 pm !) Au terme d'un an de négociations, conduites sous la responsabilité de Madame Edith Cresson, Commissaire européen en charge de la recherche, de l'éducation, de la formation et de la jeunesse, un accord de coopération scientifique et technique a été signé aujourd'hui entre l'Union européenne (UE) et les Etats-Unis d'Amérique. La signature a eu lieu à l'occasion du sommet Union européenne/Etats-Unis, à Washington. L'accord a été signé par MM. Strobe Talbott, faisant fonction de Secrétaire d'Etat des Etats-Unis d'Amérique, Jacques Poos, Président du Conseil de l'UE, et Sir Leon Brittan, Vice-Président de la Commission européenne. Il vise à promouvoir, à développer et à faciliter dans un intérêt mutuel les actions de coopération scientifique et technique, et couvre pratiquement tous les domaines de la recherche et de la technologie.

    [06] La Commission débloque 79 millions d'Ecus en faveur de la République Démocratique du Congo

    La Commission européenne a décidé de débloquer des aides à la République Démocratique du Congo (RDC) pour un montant total de 79 millions d'Ecus. La décision a été annoncée hier par le Commissaire au Développement João de Deus Pinheiro, à l'issue d'une rencontre avec le Ministre des Affaires étrangères de la RDC, M. Bizima Karaha, qui lui a réaffirmé l'engagement du gouvernement de Kinshasa de poursuivre le processus de démocratisation et de créer les conditions nécessaires au bon déroulement de la mission d'enquête des Nations Unies sur les allégations de massacres de réfugiés. L'assistance financière (dons) sera gérée directement par la Commission et vise à faire face aux besoins urgents en matière de santé et à réhabiliter des routes d'accès à Kinshasa. La Commission s'est dit prête à examiner avec les autorités de la RDC les modalités de soutien au recensement électoral qui pourrait bénéficier d'une aide de 30 millions d'Ecus. La Commission dispose actuellement d'un montant global de 241 millions d'Ecus (y compris les montants débloqués hier) qui pourrait être mobilisé pour aider la RDC, si les conditions politiques (démocratisation et respect des droits de l'homme) et logistiques (bonne gestion des affaires publiques en RDC) sont réunies. L'aide à ce pays (ex Zaïre) a été suspendue, pour des raisons politiques, en 1992.
