[01] Energie et pouvoirs locaux : Maîtrise de l'énergie, développement
local et emploi, Rhodes (Grèce), 3 octobre 1997
Le troisième cycle de séminaires sur le thème "Energie et pouvoirs locaux",
organisé par la Commission européenne et le Comité des Régions, aura lieu
le 3 octobre 1997 à Rhodes (Grèce) et sera consacré aux questions de la
maîtrise de l'énergie, du développement local et de l'emploi. Ces
séminaires ont pour but de discuter et d'approfondir le rôle que jouent les
autorités locales des Etats membres dans la lutte contre le changement
climatique et dans la mise en place de stratégies énergétiques efficaces,
compte tenu du fait que la concentration urbaine est responsable de la plus
grande partie de la consommation énergétique et des émissions polluantes.
Ces séminaires permettront de confronter les expériences faites par les
autorités locales et régionales pour renforcer l'efficacité énergétique
ainsi que pour promouvoir l'utilisation de nouvelles technologies, et
étudieront l'impact que ces initiatives ont pu avoir sur la création
d'emploi.
[02] ECU 8 million European Union support for municipal elections in Bosnia
and Herzegovina
The European Union (EU) is providing financial support amounting to more
than ECU 8 million for the municipal elections in Bosnia, which will take
place on 13-14 September 1997. "Free and fair municipal elections are a
vital aspect of ensuring long term stability in Bosnia Herzegovina",
commented Hans van den Broek, European Commissioner responsible i.a. for
relations with former Yougoslavia. "Since the central authorities are still
not functioning up to Dayton standards, it is important that the people
have faith in directly elected municipal officials", he said. The EU has
deployed some 2,450 election supervisors in Bosnia and Herzegovina as part
of the Organization for Security and Co-operation in Europe (OSCE)
elections supervision mission. Polling on 13-14 September and subsequent
counting of the votes will be observed throughout Bosnia and Herzegovina by
more than 250 monitors, many of them from EU Member States. A delegation
from the European Parliament will monitor the elections in Sarajevo, Banja
Luka and Brcko.
[03] Commissioner Wulf-Mathies participates at the fourth Annual Conference
of the Union of Baltic Cities in Gdansk
In her speech held at the 4th annual Conference of the Union of Baltic
Cities in Gdansk, Monika Wulf-Mathies, European Commissioner responsible
for Regional policies, outlined that "the European Summit in Amsterdam
opened the way for launching the Enlargement process which is of
fundamental interest for the development of the Baltic sea region." She
said that "the Agenda 2000 which the Commission presented in July 1997
outlines the necessary steps and decisions which have to be taken in order
to start negotiations with five Central and Eastern European countries and
with Cyprus." She emphasised that "this differentiated approach does not
mean unfairly discriminating but assessing each country's accession
prospects in order to avoid making excessive demands on the accession
countries on the one hand and dashing hopes on the other."
