  • [01] Commission approves bottling joint venture between The Coca-Cola Company and Carlsberg A/S

    The European Commission has decided to declare the joint venture Coca-Cola Nordic Beverages (CCNB) between The Coca-Cola Company (TCCC) and Carlsberg A/S (Carlsberg) compatible with the common market, subject to full compliance by the parties with commitments submitted to the Commission.

    The Commission has found that the proposed joint venture would lead to a strengthening of a dominant position in the Danish market for carbonated soft drinks (CSDs). Subsequently, TCCC and Carlsberg have offered certain commitments to resolve the competition problems identified by the Commission. These include:the sale of all Carlsberg's shares in Jyske Bryg Holding A/S, which holds directly and indirectly 62% of the shares and 49% of the votes in Bryggerigruppen A/S, the current bottler of PepsiCo brands and the second largest CSD producer in Denmark, andthe sale of all Carlsberg's shares in Dansk Coladrik A/S, which produces Jolly Cola, the third largest cola brand in Denmark. These divestiture commitments are considered adequate to resolve the competition concerns raised by the operation. In particular, Carlsberg's divestiture of its shares in Jyske Bryg will allow Bryggerigruppen to become an independent second force in the Danish CSD market, since this divestiture would break the link between the two largest CSD producers in Denmark - Carlsberg and Bryggerigruppen.

    [02] Commision supports UNHCR's decision to suspend aid to refugees in the Democratic Republic of Congo

    Emma Bonino, European Commissioner for Humanitarian Aid, expressed today full support for the UNHCR's decision to suspend aid to the Rwandan and Burundian refugees stranded in the Democratic Republic of Congo, announced in New York on 9 September. "I have been in close touch with Sadako Ogata, the UN High Commissioner, on this issue - declared Emma Bonino - and I shared her frustation for the saddening reality that there is no longer a humanitarian space in the Great Lakes region, because of the abuses perpetrated by local Governments of the area. I am also personally disheartened, but not surprised at this dismissive comment reportedly made by President Kabila who expressed "relief" for the UNHCR decision to suspend aid to those refugees. I believe the credibility of the UN system as a whole continues to be seriously affected by such developments. More than a couple of phone calls is needed to restore some sense of human dignity and international decency in this tragic saga".

    [03] European Commission and Australia meet at ministerial level to discuss international and bilateral issues

    Delegations of the European Commission and Australia met today in Brussels for their fourteenth round of ministerial consultations. The meeting was hosted by Sir Leon Brittan, Commission's Vice-President. The Australian Deputy Prime Minister and Minister for Trade, Tim Fischer, led the Australian delegation. This meeting was the first since the signing in Luxembourg, last June, of the Joint Declaration on Relations between the European Union and Australia. The two delegates reviewed major domestic developments in the EU and Australia since their last meeting in June 1996 as well as international issues of common interest and bilateral co- operation, trade and investment matters. Sir Leon Brittan and Mr. Fischer concluded that the consultations had been particularly fruitful and had laid the basis for a further substantial development in EU / Australia bilateral co-operation.

    [04] Relations UE/ACP: Conférence à Bruxelles (29/30 septembre) achève débat public sur le Livre Vert

    Le processus de consultation dans les Etats membres et les Etats ACP qu'a organisé la Commission européenne à partir du Livre Vert qu'elle a publié en novembre 1996 sur l'avenir des relations entre l'Union Européenne et les pays ACP, touche maintenant à sa fin. Ce débat sera clôturé par une conférence qui se tiendra à Bruxelles, les 29 et 30 septembre prochains au Management Centre Europe, 118 rue de l'Aqueduc, à Bruxelles. Le Président Santer et le Commissaire au Développement João de Deus Pinheiro représenteront la Commission à cette Conférence qui réunira de personalités et des représentants de la société civile de l'UE et des pays ACP. La Conférence de Bruxelles constitue la dernière étape avant la formulation des propositions de la Commission pour un nouveau partenariat avec les pays ACP. Les négociations entre l'UE et les pays ACP en vue du renouvellement de la Convention de Lomé devront débuter en automne 1998.

    [05] Pour une Fondation européenne du multimédia éducatif

    "Un tournant décisif de l'indispensable coopération entre les secteurs privé et public pour le développement de l'usage du multimédia éducatif": c'est en ces termes que Edith Cresson, Commissaire européen pour la recherche, l'éducation, la formation et la jeunesse, a qualifié la conférence "Partnerships in practice", qui rassemble les 11 et 12 septembre 1997 à Bruxelles, près de 200 représentants des autorités éducatives et d'entreprises privées et publiques de l'informatique et des télécommunications. En ouverture de cette manifestation, Madame Cresson a souligné que "faire entrer les écoles dans la société de l'information exige un effort de tous. Les partenariats entre les secteurs privé et public constitueront donc la clé du succès de l'initiative. Aujourd'hui dix entreprises du secteur multimédia se sont donc organisées dans un vaste Partenariat européen pour l'éducation (European Education Partnership) et mobilisent leurs ressources en faveur des écoles avec le soutien des autorités publiques. La Commission apporte bien sûr tout son soutien à cette initiative et souhaite encourager le montage de partenariats privé-public au niveau européen, au sein d'une Fondation de type privé, regroupant les entreprises du secteur multimédia et des télécommunications, les administrations locales ou régionales, les responsables de l'éducation. Celle-ci jouera le rôle de pôle de référence et d'échange entre les acteurs pour la diffusion des "bonnes pratiques". Elle aura pour but de favoriser la création de nouveaux partenariats dans les Etats membres et les régions, et de mettre en relation les associations déjà constituées au niveau local et national. Elle jouera un rôle actif dans le parrainage de projet de connexion d'écoles aux réseaux de communication.

    [06] Padraig Flynn sets out the priorities for the Jobs Summit

    Speaking today in Brighton to the TUC Conference, Padraig Flynn, European Commissioner responsible for Employment and Social Affairs, identified four key employment issues for Member States :- a) Entrepreneurship - to create a new culture, a new climate and spirit to stimulate the creation of more jobs and better jobs; b) Employability of job seekers - to tackle the skills gap by modernising education and training system, and strengthening links with the workplace, so that all can seize the new employment opportunities; c) Equal opportunities at work - to modernise our societies to a new order where men and women can work on equal terms and with equal responsibilities, to develop the long term growth capacity of our economies. d) Adaptability of enterprises and of the workforce to respond to changing market conditions - ensuring that no group is left behind, and facilitating the restructuring of industries and workplaces in a way that is acceptable to both workers and employers. In this regard, he underlined the need to have clear and measurable targets. He said, "Common concern on the scale of unemployment in Europe, and the deterioration in job standards, has now been joined by common understanding of the causes and remedies we can bring to bear. The ground is laid. Now we have to get on and complete the job."

    [07] Deux tiers des européens s'estiment en bonne santé

    Deux Européens sur trois s'estiment en 'très bonne' (22%) ou 'bonne' (43%) santé. Un sur dix se déclare en 'mauvaise' (7%) ou 'très mauvaise' (3%) santé. Les résultats proviennent d'une étude réalisé au sein de l'EU12, publiée aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. Les Danois et les Irlandais s'auto-proclament les mieux portants: 80% affirment être en très bonne ou bonne santé. Seulement 5% et 4% respectivement se déclarent en mauvaise ou très mauvais santé. 53% des Danois notamment se disent en très bonne santé. A l'opposé, seulement 53% des Portugais affirment être en très bonne ou bonne santé et 19% en mauvaise ou très mauvaise santé. 25% des Européens considèrent que leur santé est 'moyenne', 7% 'mauvaise' et 3% 'très mauvaise'. Dans l'ensemble de l'Union européenne, ceux qui ont un niveau d'étude et/ou de revenu plus élevé font état d'un meilleur état de santé que les personnes ayant un faible niveau d'étude ou se trouvant en bas de l'échelle salariale.
