  • [01] Jacques Santer replies to Goldsmith challenge

    "As President of the European Commission, I am not at the beck and call of billionaire Goldsmith", Jacques Santer today replied to a widely publicised challenge to a TV debate by Sir James Goldsmith of the Referendum Party. "Sir James is an eminent member of the directly elected European Parliament. This is the best forum for a democratic debate on European questions. Last month there was an important debate in the European Parliament about the State of the European Union - I do not remember Sir James taking the floor. He has another good opportunity next week when the European Parliament will discuss the political programme for 1997. I suggest that he makes good use of this opportunity."

    [02] European Conference on rural development

    Agriculture and Rural Development Commissioner Franz Fischler announced today details of the programme for the European Conference on Rural Development which the European Commission will be holding in Cork, Ireland from 7-9 November 1996. The theme of the conference is the future rural development policy requirements of the EU for the year 2000 and beyond. Issuing copies of the provisional conference programme to the press, Mr Fischler highlighted that the conference should address: the current and future challenges facing the EU's rural areas, and the type of European policies needed to meet them; the need for a fully-fledged, multisectorial and integrated rural development policy to cover all rural areas of the Union, and the main features of such a policy; the steps required to improve the implementation of existing European Structural Fund programmes, moving towards a genuine integrated EU rural development policy.

    [03] Edith Cresson en visite officielle en Russie - vers un accord de coopération scientifique et technologique entre l'UE et la Russie

    Le lancement des négociations pour un accord de coopération scientifique et technologique avec l'Union européenne, la visite de l'Agence spatiale russe et l'intervention devant la Douma seront les temps forts de la visite officielle qu'Edith Cresson, commissaire européen à la recherche, l'éducation et la formation, effectuera en Russie lundi 20 et mardi 21 octobre. Mme Cresson rencontrera notamment M. Vladimir Fortov, vice-Premier ministre de Russie en charge du Comité d'Etat de la Fédération russe pour la Science et les Technologies, et M. Yurij Koptev, Président de l'Agence spatiale russe. La rencontre lundi 21 octobre avec M. Fortov doit aboutir à la signature d'une déclaration commune dans le domaine de la science et de la recherche. Ce texte, par lequel l'Union européenne et la Russie confirmeront leur intention de renforcer leurs relations en la matière, donnera le véritable coup d'envoi des négociations en vue d'un accord de coopération scientifique et technologique.

    [04] Yves-Thibault de Silguy: l'arrivée de l'euro est une sécurité pour l'épargne"

    A l'occasion de l'inauguration du Forum de l'Investissement à Paris, M. Yves-Thibault de Silguy, Commissaire européen en charge des affaires économiques et monétaires, a notamment déclaré que "l'euro garantira la valeur de votre épargne". Sa valeur sera garantie par une Banque centrale européenne, indépendante, dont la mission est d'assurer la stabilité des prix. Le retour à l'équilibre des finances publiques contribuera lui aussi à cette stabilité. L'euro sera une bonne monnaie, aussi bonne que le franc d'aujourd'hui. M. de Silguy a également souligné que l'euro stimulera l'innovation financière et sera une alternative crédible au dollar.

    [05] Franz Fischler: EU agriculture and food processing industry have to work together to compete on world market

At the 40th Anniversary of Commodity Boards for Arable Products in The Hague today, Agriculture Commissioner Franz Fischler stressed the need for a strong partnership between EU farmers and the EU food processing industry in the interest of the European food sector as a whole and to ensure European competitiveness on the expanding world market. While it is clear that the value and quality of agricultural products strongly affect the food processing industry, farmers sometimes overlook the important role the industry plays in making the raw products attractive to consumers, by refining, innovating, countering negative trends in consumption and setting high quality standards. The EU food industry received a great stimulus through the creation of the internal market, achieved a turnover of 450 bn ECU in 1994, employs 2.5 m people and is therefore an important factor in the European economy. Assuring the smooth collaboration between farmers and the food industry would not only be beneficial to both sectors but is essential if Europe wants to retain her position as the world's leading trade partner in agriculture.     [06] Mario Monti on the information society

    (!!! embargo 2.30 pm !!!) In his speech to the conference on "The Information Society: New Risks and Opportunities for Privacy" in Brussels on 18 October, Single Market Commissioner Mario Monti reviewed the reasons why transparent and objective rules on the protection of personal data are essential and the need for coordination of such rules within the Single Market, in particular in view of the development of the Information Society in Europe. The EC Directive on protection of personal data, adopted by the Council of Ministers in 1995 and due to be implemented by October 1998, is an important step forward, but the regulatory framework must be constantly reviewed to take account of developments in technology and in the marketplace (e.g. new services). Data protection rules must also be coordinated at the international level, as the Information Society is a global phenomenon. The EC Directive is influencing other countries‘ rules, but achieving international agreement is not easy as a result of differences in attitudes and traditions. (!!! embargo 2.30 pm !!!)

    [07] Nouvelle publication d'Eurostat: les comptes économiques de l'Union européenne

    L'état de santé de l'économie de l'UE est analysé au microscope dans une nouvelle publication majeure, "Les comptes économiques de l'Union européenne, 1995", publiée aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. Dans sa préface M. Yves Franchet, directeur-général d'Eurostat, souligne que la publication est "le fruit d'une collaboration entre Eurostat et les instituts de statistique des Etats membres et, de ce fait, une des premières réalisations communes du système statistique communautaire. Au-delà du travail sur les normes statistiques, la collaboration entre Eurostat et les instituts nationaux veut franchir avec ce document une nouvelle étape vers un partenariat plus actif et visible pour un plus grand public". Le document a pour objectif de recueillir dans un volume unique un large éventail de données macro-économiques sur l'UE et ses Etats membres et d'en faire une présentation analytique. Au-delà des aspects conjoncturels, il étudie également les différences de structure entre les pays de même que l'évolution de ces structures. Tout en se référant aux différentes situations nationales, le rapport vise à faire ressortir une image consolidée de l'UE, en comparaison, là où c'est possible, avec ses grands partenaires économiques.
