[01] IRELAND / ECU 344.7 million from EU's Cohesion Fund for transport and
environmental projects
The European Commission has approved an aid of a total of ECU 344.7 million
from the Cohesion Fund for several environmental and transport projects in
Ireland. Nineteen projects presented by the Irish authorities will benefit from this
aid, as for instance two rail projects in the counties of Dublin and Wicklow or two
water supply projects in the counties of Sligo and Tipperary. The Cohesion Fund
contribution for all projects varies between 60 and 85% of the public expenditure.

La Commission européenne a approuvé une aide de 21,1 millions d'Ecus
émanant du Fonds de Cohésion pour la protection de l'environnement en Grèce.
En bénéficient six projets présentés par les autorités grecques, soit cinq projets
concernant le traitement des eaux à Chania (Crète), Metsovo (Ipiros), Florina
(Macédoine), Chalkida (Ile d'Evia), et l'ïle de Mytilène, et un projet concernant la
construction d'un tunnel de décharge pour l'aquéduc de Mornos (Viotia). Le taux
d'aide de l'intervention du Fonds de Cohésion pour chaque programme varie
entre 80 et 85% de la dépense publique.
[03] The Commission takes action to prevent anti-competitive practices in the
mobile phones sector
The Directorate-General for Competition (DG IV) has written to GSM/DCS1800
handset manufacturers and network operators in the EEA limiting the use of the
"SIM Lock" feature in mobile phone handsets: the feature effectively ties the
customer to one GSM operator or service provider. The handset must be able
to be unlocked upon demand by the consumer. This will prevent the anti-competitive effects of the feature vis-à-vis existing or new operators, and avoid
a reinforcement of the division of the mobile phone market along national lines.
[04] Commission clears joint venture between BP and Mobil
The European Commission has approved the formation of a joint venture
between BP and Mobil which combines their European activities in the refining
and marketing of fuels and lubricants. BP and Mobil will combine their fuels and
lubricants businesses throughout Europe by means of partnerships (or their local
equivalent) in each national jurisdiction. The equity stakes in the partnerships will
be different for fuels and lubricants. For fuels, BP will hold 70% and Mobil 30%,
whilst for lubricants Mobil will hold 51% and BP 49%. The fuels business as a
whole will be operated by BP as Fuels Operator whilst the lubricants business will
be operated by Mobil as Lubricants Operator. Both operators will be under the
control of a jointly controlled Supervisory Committee.
[05] Fighting the Horror of Anti-Personnel Mines - US$ 4 million European Union
Donation to Support United Nations Demining Efforts in Bosnia and Croatia
The European Union is continuing its leading role in the worldwide struggle to
overcome the scourge of anti personnel mines. One aspect of this is its support
for United Nations demining efforts. Following its US$ 4 million donation to the
UN last year for actions in Angola and Mozambique, the European Union has
today given a further US$ 4.6 million to finance the work of the UN Mine Action
Centres - the "MACs" - in Bosnia-Herzegovina and Croatia on the basis of a
Common Foreign and Security Policy Joint Action.
[06] The EU joins Japan in WTO initiative over Brazilian car regime.
Following Japan's formal request on 30 July for consultations under the World
Trade Organisation (WTO) with Brazil over its car policy, the EU has decided
to join in the consultation process.
