[01] Entraves aux échanges: procédures d'infraction contre la Belgique,
l'Allemagne, l'Italie, le Royaume-Uni, la Grèce et le Portugal
Suite à des plaintes, la Commission européenne a décidé de poursuivre des
procédures d'infraction contre la Belgique, l'Allemagne, l'Italie, le Royaume-Uni,
la Grèce et le Portugal pour des entraves à la libre circulation des biens en
violation du Traité CE (Article 30). Dans le cas de la Belgique, la Commission
a décidé de saisir la Cour de Justice pour des règles publicitaires qui discriminent
contre les boissons alcoolisées importés. En ce qui concerne les autres Etats
membres en question, la Commission a décidé d'envoyer des avis motivés (la
deuxième étape de la procédure d'infraction en vertu de l'Article 169 du Traité
CE). Il s'agit des entraves à l'importation de produits pharmaceutiques (l'Italie),
la bière (le Royaume Uni), produits pétroliers (Grèce) et produits de pêche gelés
et surgelés (le Portugal). Une obligation pour ceux qui rachètent des entreprises
de l'ex-RDA de favoriser les produits et services fournis par d'autres entreprises
de l'ex-RDA est le sujet d'un autre avis motivé qui sera envoyé à l'Allemagne.
En l'absence d'une réponse satisfaisante dans un délai de 40 jours ouvrables
suivant réception par l'Etat membre en question d'un avis motivé, la Commission
pourrait saisir la Cour de justice.
[02] COMMISSION APPROVES FIRST URBAN RENEWAL PROGRAMME FOR
FINLAND
The town of Joensuu in Finland is to receive ECU 3.96 million from the EU's
Structural Funds to improve the living conditions in the Rantakylä housing estate.
The aid comes under the Community Initiative URBAN and is the first of its kind
for Finland. It will be matched by funding of about ECU 5.28 million from the town
of Joenssu and the central government. The programme will run until end-1999.
[03] EU/ECU 63 million for Cross-border Cooperation between Finland and its neighbours Sweden, Norway, Russia and Estonia
The European Commission has made available ECU 63 million from the EU's
Structural Funds to support the cross-border cooperation between Finland and
its neighbours Sweden, Norway, Russia and Estonia. The aid comes under seven
INTERREG-programmes and is designed to improve the living conditions in the
areas covered, to promote economic and social development and to facilitate
cross-border trade and industry. This marks the first time programmes promoting
the cooperation with Russia and Estonia have been approved. There will be a
possibility of financing projects an the Russian side that link up with projects in
Finland through the TACIS-programme. The same applies for Estonia and the
PHARE-programme. All programmes will run until end 1999.
[04] Commission reacts to US-Japan semi-conductor agreement
Following the outcome of negotiations between the United States and Japan on
semi-conductors, Sir Leon Brittan, EU Commissioner for trade policy, issued the
following statement: "The EU believes that the former bilateral agreement in practice operated to the
disadvantage of European semi-conductor producers. The EU has continually
expressed the view that only a trilateral or plurilateral structure for cooperation
between industries and between governments would be an acceptable
replacement for that agreement, and that no party has the right to set any
preconditions for European participation in any new agreement. I have explained
this position most recently in letters to the US Trade Representative and the
Japanese Trade Minister earlier this week. We will study the fine-print of the
agreement reached in Vancouver very carefully in the light of these
considerations before giving our reaction to it."
[05] La Commission approuve l'acquisition par Thomson du controle conjoint
sur elettronica
L'opération notifiée consiste en l'acquisition par Thomson-CSF, contrôlée par
l'entreprise française Thomson SA, du contrôle conjoint sur Elettronica, entreprise
italienne jusqu'à présent contrôlée par Finmeccanica et deux personnes
physiques italiennes. Le projet de concentration repose sur un accord
d'actionnaires lequel prévoit deux augmentations de capital successives à l'issue
desquelles Thomson détiendra 33.33% du capital d'Elettronica. En outre,
conformément aux termes de l'accord, Elettronica sera gérée sous le contrôle
conjoint de Thomson-CSF, Finmeccanica et les deux personnes physiques
susvisées.
