  • [01] Santer appeals to Clinton over Helms Burton Act

    European Commission President Jacques Santer yesterday wrote to President Bill Clinton asking him to exercise the discretion available to the US President to grant a waiver under the Helms Burton legislation. Mr Clinton can decide by 15 July to grant such a waiver for a period of six months. Jacques Santer reminded Bill Clinton of the widespread concern in Europe over the potential application of this legislation to European companies, as expressed in June at the EU/US Summit in Washington and during the G7 meeting in Lyons. Moreover, the European Council in Florence in June "expressed its deep concern over the extraterritorial effects of the Helms Burton Act and believes that such action taken against partners and allies does nothing to advance our common cause in Cuba". "The EU and the US share the same common desire to promote democracy, respect for human rights and market economics in Cuba" (...) and "the European Council in Florence has regretted that political circumstances in Cuba had not allowed progress to be made." In a separate aide-mémoire delivered to the US authorities this week, the European Commission stated that the EU Council of Ministers has already started to work on the identification of possible retaliatory measures to be applied should the Helms Burton Act come into force unaltered.

    [02] Court of Justice dismisses UK application against beef export ban

    The European Commission was informed this morning that the European Court of Justice in Luxembourg has dismissed the United Kingdom application for interim relief in the form of suspension of the Commission's decision of 27 March 1996 on emergency measures to protect against BSE, the "mad cow" disease. The Commission notes that the Court has recognised the paramount importance to be accorded to the protection of health which outweights other considerations such as economic and social difficulties.

    [03] Assurances : procédures d'infraction contre la France et la Belgique

    La Commission européenne a décidé d'envoyer des avis motivé (la deuxième étape de la procédure d'infraction en vertu de l'Article 169 du Traité CE) à la France pour transposition incomplète des troisièmes directives assurances non-vie et vie (92/49/CEE et 92/96/CEE) et à la Belgique pour transposition incomplète de la troisième directive non-vie en ce qui concerne l'assurance contre les accidents au travail. En l'absence d'une réponse satisfaisante dans un délai de 40 jours ouvrables suivant réception par l'Etat membre en question d'un avis motivé, la Commission pourrait saisir la Cour de justice. En vue de la promotion de la croissance économique et l'emploi, le Conseil européen de Florence du 21-22 juin a demandé aux Etats membres d'accélérer la pleine application des directives assurances.

    [04] Marchés publics: procédures d'infraction contre la Belgique, l'Irlande et l'Italie

    La Commission européenne a décidé de poursuivre des procédures d'infraction prévues par l'Article 169 de Traité CE contre la Belgique, l'Irlande et l'Italie pour des violations des règles communautaires en matière de marchés publics ouverts et compétitifs. Ces cas résultent des plaintes adressées à la Commission par des entreprises lésées par des décisions d'attribution des marchés et par l'examen de conformité que la Commission effectue régulièrement pour vérifier la "qualité" des transpositions des directives communautaires. En vue de la promotion de la croissance économique et l'emploi, le Conseil européen de Florence des 21-22 juin a demandé aux Etats membres d'accélérer la pleine application des directives marchés publics.

    [05] Commission clears a concentration in the Dutch insurance markets

    The European Commission has approved an operation whereby the German insurance undertaking Aachener und Münchener Beteiligungs-Aktiengesellschaft (AMB) will acquire sole control of the Dutch insurance undertaking Rodutch Holdings BV (Rodutch). Before the notified operation Rodutch was jointly controlled by AMB and the British insurance undertaking Royal Insurance plc (Royal). By the present operation AMB will acquire the entire shareholding Royal held in Rodutch and therefore will become the sole owner of this latter undertaking. As AMB, except from its shareholding in Rodutch, does not have any activities in the life and non-life insurance sectors within the Netherlands, the proposed operation will not give rise to any overlap of activities between AMB and Rodutch and therefore the Commission has decided not to oppose it.

    [06] Ethiopia: an evaluation of 20 years of European development cooperation

    The first ever evaluation of the European Community's entire cooperation with one ACP developing country - Ethiopia - has just been finalised and made public. The independent European and African consultants in charge of the evaluation highlight the EC's long term commitment to one of the poorest countries in the world, in spite of difficult political, administrative and security conditions. They recommend the future adoption of an "objective driven strategy" using increased human resources and improved management procedures. Ethiopia was the main recipient of EC aid under the Lomé Convention for the period covered by the evaluation - over ECU 2,000 million between 1976 and 1994.

    [07] 10,8% de chômeurs dans l'UE en mai 1996

    Le chômage dans l'UE, corrigé des variations saisonnières, est resté stable à 10,8% en mai, taux identique au taux révisé atteint en avril, selon les chiffres publiés aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. En mai 1995, il s'élevait à 10,7%. Ainsi, 18,1 millions de personnes sont sans emploi dans l'UE. Depuis le début de l'année, le chômage a baissé légèrement en Espagne (de 22,6% en janvier à 22,1% en mai), en Belgique (de 10,1% à 9,8%) et au Danemark (de 6,5% à 6,1%). Il a, par contre, augmenté au Portugal (de 7,3% à 7,6%) et en Suède (de 9,2% à 10,2%). Le taux de chômage en Allemagne, qui a augmenté au début de l'année, est resté inchangé à 8,9% en mai. Le Luxembourg a continué à enregistrer le taux le moins élevé, avec 3,1%, suivi par l'Autriche, avec 4,1%. L'Espagne a enregistré le taux le plus élevé.
