[01] Yeltsin says tough summit ahead
HELSINKI - Russia promised a tough summit fight over NATO enlargement on
Thursday but the United States said it would not be deterred by Moscow's
objections as the two leaders arrived in the Finnish capital for their
meeting.

BRUSSELS - The European Union has given up on plans for a sweeping move to
Qualified Majority Voting, opting to retain unanimity in the most sensitive
policy areas, according to a Dutch EU presidency document.
[03] Bonino on EU food safety plan
BRUSSELS - The European Union's new food safety chief, Emma Bonino, called on
Thursday for tougher controls to protect consumers from possible health
threats posed by the production and marketing of gene-altered soya and other
foodstuffs.
[04] Cosmetic tests on animals
BRUSSELS - The European Union decided on Thursday to extend testing of
cosmetics products on animals until June 2000 because there were no other
methods, a European Commission spokesman said.

BRUSSELS - British Midland has no plans to join any multi-carrier alliance
in competition with that planned by British Airways and American Airlines,
chairman Sir Michael Bishop told a news conference on Thursday.

BRUSSELS - The European Parliament and the Council of Ministers struck a
deal early on Thursday on a key telecommunications liberalisation measure
-- the draft directive on interconnections.

BRUSSELS - The European Commission said on Thursday it had approved a joint
venture between Recticel SA and Greiner Holding AG to manufacture, convert and
market flexible polyether and polyester polyeurethane foam.

BRUSSELS - The European Commission said on Thursday it had cleared an
agreement between five leading European phone companies to create a digital
telecommunications network.

TOULOUSE, France - European Commissioner Yves-Thibault de Silguy said on
Thursday that any delay to European Economic and Monetary Union would be
legally impossible and would require a change to the Maastricht treaty.

BRUSSELS - The European Commission said on Thursday it had reached a deal with
Ukraine which would allow the former Soviet republic to boost sales to the
European Union of some steel and iron products up to the year 2001.
