[01] EU fails to agree Zaire plan
BRUSSELS - The European Union, pilloried for inaction in face of a world
crisis, failed on Thursday to agree a joint initiative to help more than a
million refugees in eastern Zaire.

BRUSSELS - The European Union and United States have agreed a customs
cooperation pact that officials hope will cut red tape surrounding bilateral
trade, the European Commission said on Thursday.

BRUSSELS - The European Union has signed a broad cooperation agreement with
Cambodia which officials hope will help the Asian nation's reconstruction
efforts.

BRUSSELS - International mediator Carl Bildt warned the West on Thursday to
guard against complacency in Bosnia, saying a fragile peace could end in the
blink of an eye.

BRUSSELS - European Union Competition Commissioner Karel Van Miert said on
Thursday he would propose next week that the Commission ban Cablevision, the
Spanish cable television deal between Telefonica de Espana and Canal Plus.

BRUSSELS - Competition Commissioner Karel Van Miert improved the odds that the
EU will clear the merger between British Telecommunications Plc and MCI Corp
saying on Thursday he was happy with the state of the British telecoms market.

BRUSSELS - A plan to provide minimum protection for small European Union
investors when an investment firm fails is bogged down in a legal dispute over
similar rules covering bank deposits.

BRUSSELS - The exodus from some country areas to cities which are heading for
social crisis cannot be reversed, EU Farm Commissioner Franz Fischler said on
Thursday.

VIENNA - Leaders of 16 central and eastern European states will meet in
Austria at the weekend to discuss closer regional cooperation and the
reconstruction of war-ravaged Bosnia and Croatia, officials said on Thursday.

BONN - German Finance Minister Theo Waigel said on Thursday that any moves to
weaken the strict fiscal targets for Europe's single currency would be wrong
and have a negative impact on European economic and monetary union.
