[01] Telecoms licensing scheme accord
BRUSSELS - The Telecommunications Council reached a political agreement on
Friday on a regime for licensing telecoms companies once state monopolies are
abolished under the EU's liberalisation plan.

DUBLIN - The European Union must avoid letting a gap open up in the emerging
information society and ensure that people come first, EU social affairs
commissioner Padraig Flynn said on Monday.

WASHINGTON - European Economic Commissioner Yves-Thibault de Silguy forecast
on Sunday better times ahead for Europe and said an increasing number of
nations were likely to take part in the upcoming launch of a single currency.

PARIS - The European Union, angry at being shut out of an Arab-Israeli peace
summit called by the United States, invited Palestinian President Yasser
Arafat on Monday to meet its foreign ministers before he goes to Washington.

LUXEMBOURG - Palestinian President Yasser Arafat left for Washington on
Tuesday promising to attend a Middle East peace summit later in the day with
an open mind and a commitment to peace.

STOCKHOLM - Sweden is to become the first country in Europe to introduce a
nationwide scheme that will allow low-risk offenders to serve their jail
sentences at home, watched over by an electronic big brother.

BRUSSELS - The Commission told Sweden on Monday it was willing to compromise
in talks on phasing out rules which allow the country to limit the amount of
alcohol Swedes may bring back home from elsewhere in the bloc, but stressed
that in the end the import restrictions must end.

BRUSSELS - European consumer organisations on Monday urged the European Union
to adopt legislation which protects children from increasingly diverse and
devious methods of advertising.

BRUSSELS - Couples in the European Union had fewer babies last year than in
any year since 1945, leaving immigrants to account for most of the bloc's
population growth, an EU study released on Monday showed.
[10] German shipyard Meyer aid cleared
BRUSSELS - The European Commission has rejected a Finnish complaint and
cleared subsidies paid to German shipyard Jos L. Meyer GmbH to help it win a
contract to build two luxury cruise ships for Malaysian company Genting
International, an EU source said on Monday.
[11] Telefonica/Unisource deal
BRUSSELS - The European Commission has stepped up its warnings to Spain that
it will not clear the participation of Telefonica in telecommunications
alliance Unisource unless the Spanish telecoms market opens up to free
competition.

BRUSSELS - The European Commission said on Monday it had been notified of a
proposal by Mannesmann AG and German railway Deutsche Bahn AG to acquire joint
control of telecommunications unit DBKom.
[13] Allianz control of Hermes cleared
BRUSSELS - The European Commission said on Monday it had cleared an agreement
under which German insurer Allianz acquires control of Hermes, another German
insurance company previously owned by Munich Re.

BRUSSELS - European Union dairy farmers are facing substantial super levy
payments according to the latest milk production estimates, a Commission
offical said on Monday.
