    [01] Akinci meets with Mogerini – On Monday he will meet with the UNSG

    Turkish Cypriot newspaper Vatan (26.09.19) reports that Turkish Cypriot leader Mustafa Akinci met yesterday in New York with Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the Commission. According to Baris Burcu, Akinci's spokesman, after the meeting with Mogherini, Akinci participated in the Socialist International Executive Committee Meeting.

    According to Burcu, the meeting between Akinci and UNSG, Antonio Guterres will be held on Monday 30 September. Burcu also said that Turkish Foreign Minister, Mevlut Cavusoglu visited Akinci at his hotel and briefed him on the meeting he held with the UNSG.

    [02] Akinci alleges that President Anastasiades causes confusion

    Illegal Turkish Cypriot Bayrak (26.09.19, https://www.brtk.net/cumhurbaskani-akinci-anastasiadis-kafa-karisikligi-yaratiyor/) broadcasts that Turkish Cypriot leader Mustafa Akinci has alleged that during the past couple of years President Anastasiades "comes and goes between elements which cause confusion", giving different messages to different persons in different periods. Speaking yesterday the Socialist International Executive Committee Meeting in New York upon an invitation by former Greek Prime Minister and PASOK chairman, George Papandreou, Akinci claimed: "He went and came between elements which cause confusion, from the two states to confederation, from loose federation to decentralized federation, from the presidential system to the parliamentary system, and even from the rota ting presidency to the rotating prime minister".

    Akinci reiterated that effective participation and political equality were indispensable conditions for the Turkish Cypriots and argued that "either we will advance towards the direction of a bi-zonal federal solution with two founding states on the basis of political equality, or the permanent division will become more visible in case this is not achieved".

    Moreover, Akinci expressed the view that two important opportunities had been lost for a solution in Cyprus with the Annan Plan and the Crans Montana Conference, adding that now efforts were exerted on the terms of reference, which "will be the basis of a possible negotiation". Akinci underlined also the importance of the Joint Declaration of 11 February (2014), the past agreements and the Guterres Framework of 30 June (2017) for reaching an agreement on the terms of reference and referred to details of the negotiations and the agreements which were achieved.

    Reiterating the importance of political equality and the effective participation in the decisions, Akinci argued that taking common decisions was inevitable in every partnership and claimed that the Greek Cypriot side did not accept political equality and the effective participation in the decisions. He also alleged that the Greek Cypriot side was trying to water down and distort the Guterres Framework of 30 June (2017), but [the document with] this date has been registered in the UN Security Council's reports. According to Akinci, the things which the Greek Cypriot side did not accept now had been agreed in the past and became UN parameters.

    He argued that the process could not be prolonged for another 50 years and therefore it should not be open-ended. He said that clarity and a well-prepared, well-structured and well-planned process focused on the result was needed. He also argued that this need had been included in the UNSG's reports and that the international community should help on this issue.

    Referring to the hydrocarbons in the Eastern Mediterranean, Akinci noted that everyone accepted that the Turkish Cypriots had also rights on them and reiterated the view that three paths could be followed: The one is to put a moratorium on all activities until a solution to the Cyprus problem is reached. The second is the acceptance of the Turkish Cypriot side's proposal of 13 July (2019) regarding the joint administration of the activities with a joint committee. And the third is the separate activities, like is the issue now. "Our preference is the joint committee which we had suggested, even though the Greek Cypriot side has rejected it", he argued.

    [03] Ozersay meets with the Azeri Foreign Minister and OIC General Secretary

    Turkish Cypriot newspaper Star K?br?s (26.09.19) reports that Kudret Ozersay, self-styled foreign minister of the breakaway regime in the occupied area of the Republic of Cyprus, met yesterday in New York with Elmar Mammedyarov, the Foreign Minister of Azerbaijan. Regional matters, the Cyprus problem and the relations between the two "countries" were discussed during the meeting.

    Illegal Turkish Cypriot Bayrak (26.09.19, https://www.brtk.net/?englishposts=ozersays-new-york-contacts-3) broadcasts that within the framework of his contacts, Ozersay met also with the OIC General Secretary Yusuf el-Useymin yesterday.

    During the meeting the relations between the "TRNC" and the Organisation of Islamic Cooperation were, reportedly, evaluated.

    [04] Nami: The option of federation or two states should be put before the Greek Cypriots

    Turkish Cypriot newspaper K?br?sPostas? (26.09.19) reports that Ozdil Nami, self-styled deputy with the Republican Turkish Party (CTP), has alleged that "the only formula which will save us from the status quo is to impose on the Greek Cypriots" the model of "either a federation or a two-state solution". In statements to the paper, Nami claimed that in parallel to the clear reaffirmation of the past convergences, a time limit should be put before the Greek Cypriot side and arbitration by the UN or by other arbitrators should exist at the end of this time limit.

    He alleged that in a possible referendum, contrary to what happened during the Annan Plan, the choice which should be put before the Greek Cypriot people should be "do you say yes to federation or to two states?" He argued that in this manner the Greek Cypriots would be forced to choose one of these two alternatives, alleging that "if you offer them the choice federation or continuation of the status quo, they will prefer the continuation of the status quo". He claimed that the Greek Cypriots would also prefer the status quo before the two states.

    "If, however, we tell them federal solution or two states, they will tend to the federal solution and thus the status quo will end", he claimed.

    [05] Hasipoglu argues that Abdullah Pasa foundation did not close down

    Turkish Cypriot newspaper Star K?br?s (26.09.19) reports that Oguzhan Hasipoglu, self-styled deputy with the National Unity Party (UBP), has argued that according to the existing "law" of the regime and the EVKAF religious foundation's rules, a foundation was established and closed down with a "court decision".

    In a written statement regarding information published in the Press regarding the closure of Abdullah Pasa foundation, which is presented by EVKAF as the owner of the occupied fenced-off city of Varosha, Hasipoglu claimed that the foundation did not close down in 1933, because the EVKAF director had sent a letter saying that it had closed down. Alleging that if a payment was made to the trustee or the trustees of the foundation this concerned payment of rent, he wondered why the British administration continued paying rent until 1960, if Abdullah Pasa foundation had closed down or why the Republic of Cyprus also paid rent until 1963.

    [06] Yavuz remains anchored off Mersin coast

    According to illegal BRT television (26.09.19, https://www.brtk.net/?englishposts=yavuz-remains-anchored-off-mersin-coast), the Turkish drillship Yavuz that had been operating off the occupied Karpasia peninsula since last July continues to remain anchored off the coast of Mersin in southern Turkey, reports said on Thursday.

    The Yavuz, a modern state-of-the-art drilling vessel was filmed and photographed.

    The 230m long and 36m wide drillship currently resupplying in Mersin is being protected by assault boats.

    [01] Erdogan continues his meetings in NY

    According to Turkish daily newspaper Sabah (26.09.19, https://www.dailysabah.com/diplomacy/2019/09/25/erdogan-meets-with-greeces-mitsotakis-iraqs-salih), Turkey's President Recep Tayyip Erdogan, who continues his meetings with world leaders on the side-lines of the 74th session of the United Nations General Assembly in New York, had on Wednesday closed door meetings with Greek Prime Minister Kyriakos Mitsotakis and the Iraqi President Barham Salih.

    Erdogan later met wtih Fayez al-Sarraj, chairman of the Presidential Council of Libya, at the Peninsula Hotel where the Turkish President is staying this week.

    Foreign Minister Mevlut Cavusoglu, Defense Minister Hulusi Akar and Trade Minister Ruhsar Pekcan were among the Turkish officials who joined the meetings.

    Erdogan also met with the Prime Minister of the Czech Republic, Andrej Babis, in a meeting that was closed to the press at the Peninsula Hotel.

    Earlier in the day, he met with Croatian President Kolinda Grabar-Kitarovic at the U.N. Headquarters.

    [02] Erdogan says S-400 issue shouldn't damage US-Turkey ties

    According to Turkish daily newspaper Sabah (26.09.19, https://www.dailysabah.com/defense/2019/09/26/s-400-issue-shouldnt-damage-us-turkey-ties-erdogan-says), Turkey's purchase of Russian-made S-400 air-defence systems should not negatively affect the country's relations with the U.S., President Recep Tayyip Erdogan said. "For us, the S-400 issue should definitely not damage Turkish-American ties, because these defence systems are Turkey's need," Erdogan told Fox News in an interview broadcast Wednesday.

    The Turkish President pointed at Bulgaria, Greece and Slovakia, all which are NATO allies that use Russian defence systems, arguing that if it is not a problem for them it should not be for Turkey either. (…)

    Erdogan insisted that Turkey's suspension from the F-35 fighter jet program by the Pentagon over the procurement of the S-400s was unfair. "In the F-35 program we are not customers, we are partners, we are one of the nine countries there. So far, we have paid $1.4 billion dollars. Besides, some of the F-35 parts are produced in Turkey," he said. (…)

    Erdogan also urged caution against blaming Iran for a Sept. 14 attack on Saudi Arabia's oil facilities, adding that it would not be right to place the entire burden on the Islamic Republic. (…)

    Meanwhile, Turkey's state news agency Anadolu (26.09.19, https://www.aa.com.tr/en/74th-un-general-assembly-2019/turkey-expects-us-to-exempt-it-from-future-tariffs/1594453) reports that Erdogan said Wednesday that he expects the U.S. to exempt his nation from any future tariffs due to the strategic partnership between the two countries.

    "I believe that the opening of the Free Trade Agreement negotiations will be beneficial in terms of achieving the targeted trade volume," said Erdogan, speaking on the side-lines of the 74th UN General Assembly.

    Stressing that such an agreement will primarily contribute to the development of trade and economic relations between the two countries, Erdogan added: "In addition, the agreement will allow Turkish and American companies to open up to the geographies of the two countries and even to develop joint projects in third countries. (…) We want the U.S. to reconsider and remove some of the measures it has implemented against our country. Decisions such as the additional tariffs for our exports of steel and aluminum and exclusion from the Generalized Preferences System must be reversed"

    [03] Turkey criticizes Egyptian FM spokesman's remarks targeting Erdogan

    According to Turkish daily newspaper Yeni Safak (26.09.19, https://www.yenisafak.com/en/news/turkey-slams-egyptian-spoxs-remarks-targeting-erdogan-3501512), Turkey on Wednesday rejected a statement by the Egyptian Foreign Ministry's spokesperson targeting the country and Turkish President Recep Tayyip Erdogan. "We reject the statement made by the spokesman of the Ministry of Foreign Affairs of Egypt on September 24, 2019, which is full of lies and slander targeting our country and President," Turkey's Foreign Ministry claimed, adding: "It's tragicomic that those who came to power in a coup criticize the democracy in Turkey".

    The Ministry said Turkey "as a responsible member of the international community calls for an end to the widespread and systematic violations of human rights in Egypt and for meeting the legitimate demands of the Egyptian people for democracy, justice, equality, freedom, accountability and prosperity".

    The Ministry pointed out that the inhumane practices in Egyptian prisons and judicial processes manipulated by political decisions were well known to the international community. "These practices are essentially subject to criticism from various international organizations," it said. (…)

    [04] Columnist criticizes the foreign policies of AKP government

    Under the title "The Turkish dictator goes to New York", columnist Cengiz Aktar, writing in Turkish news portal Ahval (25.09.19, https://ahvalnews.com/united-nations-general-assembly/turkish-dictator-goes-new-york) argues that Turkey's foreign policy has an expansionist agenda in the region in the following commentary:

    "This year's United Nations General Assembly is exceptional thanks to Secretary General Antonio Guterres' climate initiative. (…) The whole year will be devoted to awareness building among people across the world as well as the nations that too often backpedal on climate action. (…) So, Turkey was among the state actors to prepare this year's summit as decided previously in New York.

    On Monday, Turkish President Recep Tayyip Erdogan was to deliver a three-minute address announcing, "Concrete actions transition to a decarbonised built environment, sustainable mobility systems, and specifically-tailored financial and technical support for urban transitions" as part of the Climate Change Summit.

    No previous information was available on Turkey's endeavours on the issue, neither in the website of the Turkish mission to the UN, nor for the matter on that of the Environment Ministry.

    Indeed, the speaker did not surprise anyone and parroted Turkey's irrelevant achievements, for instance proudly announcing the shift from one fossil fuel (coal) to another (gas) and presenting it as an appropriate example to follow.

    In any case, whatever Erdogan says in New York, Turkey's environmental record is at odds with the content and the objective of the UN's climate change initiatives; the country is one of the worst polluters and top deniers of climate change. Turkey has not even ratified the Paris Agreement on climate change. (…)

    The purpose of Erdogan's visit to New York is about everything but climate change. He will have several bilaterals with other leaders, but first and foremost, he will project his aggressive foreign policy to the world. Indeed, at the plenary of Tuesday, he shamelessly proposed a new deal for Syrian refugees. (…)

    Erdogan openly advocated the forced relocation of Syrian refugees in Turkey, but also those in Lebanon and Jordan, to Turkish-occupied northern Syrian territory. Turkey plans to extend the land under its control to the east of the River Euphrates, despite the opposition of all the other actors involved in Syria.

    Syrian refugees are not to be asked whether they agree to be resettled there and the Kurds living in those areas are not to be consulted either - international humanitarian law that forbids forced relocation was openly overlooked in the very forum where it was agreed. With an arrogance that even a rogue state would not dare, Erdogan explained his grand designs not for peace but war, and asked the blessing of his peers.

    On the eastern Mediterranean 'front', just days ahead of the General Assembly and amid efforts to restart talks to reunite the divided island of Cyprus, Erdogan's Vice President, Fuat Oktay, reiterated plans to open up the fenced-off district of Varosha, part of the Turkish-occupied city of Famagusta. That means a de facto expansion of occupation into an area that is the responsibility of the UN peacekeeping force in Cyprus.

    This is how Turkey in 2019 is positioning itself before the world. Cornered domestically, the regime is looking dangerously to revive its legitimacy by coercive action abroad; like the Greek colonels in 1974, and Argentinian generals in 1982.

    Last but not least, in one of his last visits to the United States, in May 2017, the dictator's security detail openly waged a street war against peaceful protesters. Let's see how will they behave this time, with many announced protests."
