    [01] Denktash denies discussion on maps in Geneva According to illegal Bayrak Radio 1 (16:30 hours, 2.11.00), Turkish Cypriot

    leader Rauf Denktash has stressed that any idea that will transform the Turkish Cypriots into refugees once again cannot be accepted. Denktash declared that no maps were raised or discussed during the ongoing fifth round proximity talks in Geneva. He stated: ``Let our people rest assured and go about their business''.

    The fifth round Cyprus proximity talks, which began in Geneva the day before yesterday, continued yesterday as well.

    Denktash replied to reporters/ questions before his meeting with de Soto, a meeting that lasted approximately one and a half hours.

    When a journalist reminded him that map experts were invited to the talks, Denktash said: ``I am not aware of such a thing. Maps will not be discussed''.

    In turn, de Soto said that he cannot comment on the content of the talks at this stage, but the sides are very determined on certain issues.

    In a statement after his meeting with de Soto, Denktash declared that no maps were raised or discussed during the talks. ``No idea that would turn the Turkish Cypriots into refugees once again can be accepted'', he said.

    Denktash will continue his contacts with the representatives of the sides pertinent to the Cyprus problem. Denktash will meet with Alfred Moses, US President Bill Clinton/s special envoy for Cyprus, today. (3.11.00)

    [02] Turkish envoy to London addresses British Parliament on Cyprus issue Anatolia Agency (11:51 hours, 2.11.00) reports that Korkmaz Haktanir,

    Turkey/s Ambassador to London, Thursday met with the British members of Turkish-British Parliamentary Friendship group, and briefed them about the position of Turkey regarding national and international issues.

    Recalling, inter alia, that Cyprus was the joint problem of Turkey and Britain and that proximity talks were still underway for the solution of this problem, Haktanir said they hoped the talks would succeed and the conflicts would end.

    Haktanir said, ``however, it should be known that nothing but a realistic agreement considering the sovereignty and security of Turkish Cypriots and based on the principle of equality would solve the problem there''.

    Haktanir stressed that Turkey considered confederation, which the two separate ``states'' on the island would form, as the most realistic solution on the island.

    Haktanir pointed out that proximity talks resumed in Geneva, adding that everybody, especially the EU, should ask the question what would happen if the talks fail to yield in a result.

    ``Whether or not an agreement is provided on the island following the full membership talks, the EU which is getting ready to make the Greek Cypriot side as the member under the name of Cyprus, in fact prepared a basis for a nightmare,'' Haktanir claimed.

    Stressing that this ``nightmare'' would be valid for the EU itself primarily, Haktanir said, ``because, thus, they would officially recognize the fact that the island would remain partitioned forever''.

    [03] Turkish Cypriots: Territorial issue cannot be discussed without common grounds

    According to illegal Bayrak Radio 1 (11:30 hours, 2.11.00) replying to questions by an Anatolia Agency correspondent in connection with the reports that the United Nations has asked the two sides in the fifth round Cyprus proximity talks to bring territorial and map experts on the talks with a view to discussing the territorial issue, Ahmet Erdengiz, so-called Washington representative of the pseudostate, recalled that the UN Secretary General ordered a news black-out and said that no statement can be issued about the talks.

    Erdengiz reiterated that an essential issue like the territorial issue cannot be discussed before a common ground has been reached, adding: ``If the sovereignty of the TRNC is not recognized, it is impossible to engage in a give-and-take process''.

    Referring to discussions on deploying a peace force in Cyprus, Erdengiz said that the ``TRNC'' is opposed to the dilution of the guarantees issue. He claimed that the guarantee of the future consists of Turkey and the Turkish army, adding: ``We cannot surrender our future to an international peace force such as the one in Bosnia, Kosovo, and Somalia. These forces failed to be effective when tens of thousands were massacred in the Balkans''.

    Alleging that the option of federation is a very complex alternative that overlooks the 1974 events, Erdengiz said that the Greek Cypriot side declared that a possible agreement will be reached with the Turkish Cypriot side, which will unite with the Cyprus Republic. This is unacceptable, he stated. Our stand in favour of a confederation is based on the ``realities'', Erdengiz said, adding that if the trust between the ``two states'' living under a confederal roof increases, closer cooperation can be forged between the two sides.

    [04] Confidence-building measures between Greece and Turkey SABAH (2.11.00) reports that if the confiidence-building measures, agreed

    upon in Budapest between the Greek and Turkish Foreign Ministers Papandreou and Cem respectively, are implemented, there is a chance of having peace in the Aegean, which is a source of tension for the last 80 years.

    Following are the measures which are branded as a very important step by Turkish Foreign Minister Ismail Cem:

    [01] The military exercises in the Aegean will be reciprocally reduced. Both countries will inform each other about their yearly programmes regarding

    military exercises.

    [02] Reconnaissance flights by jet fighters will be carried out by unarmed jets.

    [03] The Joint Operational Centres of the tactical Air Bases in Eskisehir and Larissa will reciprocally inform each other regarding flight plans.

    [04] The codes of the Electronic war systems, the IFF used by the Turkish and Greek fighter jets that identify other jets as ``enemy'' aircraft, will be

    exchanged.

    [05] Joint Military exercises will be carried out in the Aegean region within the framework of a Cooperation for Peace Programme.

    [06] Greek and Turkish navy units will pay reciprocal visits to Greek and Turkish ports.

    [07] Both countries will invite an observer from the other side to their national military exercise.

    [08] A permanent communication line shall be established between the Greek and Turkish Chiefs of Staff.

    [09] A permanent communication line shall be established between the Greek and Turkish Coast Guard Security Commands.

    [10] In Thrace, Greece and Turkey will carry out joint programmes to fight against environmental pollution in the Evros river basin.

    SABAH says that discussion on these measures will most probably start in December.

    [05] Turkish undersecretary for maritime affairs visits pseudostate According to KIBRIS (3.1.00) the Turkish undersecretary responsible for

    Maritime Affairs, Mustafa Korsak, who arrived in occupied area to carry out investigation and contacts within the framework of the maritime ``protocol'' signed between Turkey and the pseudostate, met yesterday with the so-called public works and transportation deputy minister Ahmet Akyaba and ``TNRC assembly speaker'' Ertugrul Hasipoglu.

    It was announced that on 14th November the first SAR (research station) that will contribute to the safety of the occupied area/s coasts will be opened.

    [06] Belarus Room Orchestra to perform in pseudostate KIBRIS (3.11.00) reports that the Belarus State Room Orchestra is in the

    occupied area to give concerts within the framework of the ``celebrations'' of the 17th so-called anniversary of the pseudostate.

    [07] Panayia Kanakaria church left to perish AVRUPA (3.11.00) reports that the historic church of Panayia Kanakaria, in

    the occupied Lythragomi village in the occupied Karpass peninsula, famous for its mosaics, first was plundered and has now been left unattended to peter out.

    The paper reports that the occupation regime simply ignores such historic places and does not make the necessary financial allocations to maintain them.

    Village headman Mustafa Ozhan has said that at the beginning he carried out cleaning and maintenance work with his own means, with very small financial assistance from the occupation regime. Ozhan went on and said that after some time even this small assistance was stopped and the expenses incurred were very high, therefore he was unable to carry on with the cleaning and maintenance work.

    [08] Talat: Solution whether Denktash wants it or not The front page of YENIDUZEN (3.11.00) under the banner headlines ``The Cyprus

    problem will be solved whether Denktash wants it or not'' refers to the speech the leader of the Republican Turkish Party (CTP) Mehmet Ali Talat made at the occupied village of Humid Mandres yesterday.

    In his speech, Talat stressed that it is very important for the Turkish Cypriots that the Cyprus problem be solved. ``It is time that there is an end to the isolation from the rest of the world''.

    [09] ``Cyprus Research Congress'' KIBRIS (3.11.00) reports that ``the 3rd International Cyprus Research

    Congress'' will be held between 14-17 of November at the ``East Mediterranean University''.
