[A] NEWS ITEMS[01] Denktash criticizes Ivanov visit to Cyprus, claims violation of impartialityAccording to illegal Bayrak Radio 1 (10:30 hours, 13.10.00), Turkish Cypriot leader Rauf Denktash has said that by visiting ``south Cyprus'', Igor Ivanov, foreign minister of the Russian Federation which is a permanent member of the UN Security Council (UNSC), ``has ignored the principles of equality and impartiality, and thus boosted the Greek Cypriots/ intransigence''.In a written statement he issued, Denktash alleged: ``It is obvious that the Greek Cypriots will exploit the visit paid by Ivanov as the foreign minister of a permanent member of the UNSC''. Denktash claimed: ``At a time when the negotiation process is going on with mediators, and especially in light of the remarks by the UN Secretary General during the fourth round of talks to the effect that the two sides are equal and none of the sides represents the other, Russia should have refrained from this act. After all, the permanent members of the UNSC should approach the two sides at an equal distance''. Denktash said that ``the Russian foreign minister/s visit to south Cyprus has caused unease in the TRNC. Like other countries that show an interest in the Cyprus problem in order not to disrupt the ongoing negotiation process, UNSC member Russia should have refrained from this visit which the Greek Cypriot Administration may view as an act of support and which will increase its intransigence''. Denktash concluded by saying: ``We will consider it our duty to follow the behaviour of the Greek Cypriot Administration in the coming days to see the negative results of this sudden visit''. [02] Turkey denies Papandreou proposed Turkish, Greek troops/ withdrawal Anatolia Agency (15:08 hours, 13.10.00) reports that the Turkish ForeignMinistry denied on Friday the news report claiming that Greek Foreign Minister George Papandreou had proposed withdrawal of the Turkish occupation troops in the occupied area and of the Greek troops in the free areas.Huseyin Dirioz, the Deputy Spokesman of the Turkish Foreign Ministry, said that the news report published by POLITIS newspaper was totally baseless. The newspaper said that Papandreou had proposed deployment of the Turkish troops in Adana, and of the Greek troops in Crete. Noting that Papandreou had proposed a decrease in the number of Turkish and Greek soldiers on the island, the news report said that the proposals had been put forward during a meeting between Papandreou and Foreign Minister Cem at the United Nations Millennium summit. [03] Denktash, Eroglu, Akinci, Talat on economic package issue Illegal Bayrak Radio 1 (12-13.10.2000) carries extensive reports onreactions to the economic package.Illegal BRT (12.10.00) reports that the socioeconomic package and the Cyprus issue was taken up during a meeting between Dervis Eroglu, Mustafa Akinci and Rauf Denktash. In a statement to the press after the approximately 50-minute meeting, Eroglu said that Denktash is aware of the contents of the package and that he was briefed on the implementation stages of the package. In a statement he issued after the meeting, Akinci stressed that Denktash went to Ankara with the hope that the package will be signed and added: ``He claims later that he is innocent and that he did not know the contents of the package''. Akinci further said that he told Denktash that he did not approve of this behaviour, ``which expresses hopes for the signing of a package whose contents he claimed not to know''. Commenting on the meeting, Denktash said that ``views were exchanged on the economic package'' and added: ``They conveyed their views to me. I, in turn, conveyed to them the information received from the people and the difficulties they face''. At 10:30 hours on 13 October, illegal BRT reports that Denktash said that the socioeconomic package is not transparent and that it is wrong to hold him responsible for a package, which was prepared without his contribution. Explaining that he regretted Akinci/s comments after the previous day/s meeting, Denktash said: ``They sent me the package in its final shape on 9 October. The government has adopted a behaviour as though I am responsible for the package and that I forced them into adopting it. This is misleading the public''. Noting that the ``government'' will not achieve anything by putting the blame on him, Denktash added: ``The package was announced to the public after they (the government) talked and met with Turkey. This package, which was not prepared in a transparent manner, was drawn up without the contribution of the president. For this reason, it is wrong to hold me responsible and, in this way, escape from responsibilities''. At 15:30 hours on 13 October, illegal BRT reports that the so-called assembly discussed the economic package and the ``deputies'' from the opposition parties claimed that the ``government'' accepted the unfeasible economic package in order to get money from Turkey. Addressing the ``assembly'', Republican Turkish Party leader Mehmet Ali Talat said that this is the first time that Turkey, with the contributions of Denktash, interferes to such an extent in the ``TRNC'' domestic affairs in terms of the economy. Talat added that ``this interference will only cause more economic harm to the Turkish Cypriot people''. [04] Denktash does not support general strike Anatolia Agency (12:23 hours, 14.10.00) reports that Turkish Cypriot leaderRauf Denktash said on Saturday that great steps are taken in cooperation with Turkey, adding that Turkey has always contributed to ``TRNC''.Referring to the economic package, Denktash said that the pseudo-government should implement this package well. Denktash noted that he does not support the general strike that will be held on Tuesday. Denktash also warned the people against provocateurs. [05] CTP calls for early ``elections'' According to illegal Bayrak Radio 1 (10:30 hours, 14.10.00) the RepublicanTurkish Party (CTP) has described as destructive the economic package and decided to wage every kind of struggle against it within legal boundaries.The CTP ``assembly group'' termed the economic package as one which does not include any measures to produce employment and expansion and which was prepared without taking the advise of nongovernmental organizations and economists. The CTP further said that the package should be obstructed because it will slowly erode the Turkish Cypriots/ right to self- government. Stressing that the CTP adopted the view that early ``elections'' is the best thing to do at this stage, the statement added that it is the duty of the party organizations, members, and ``deputies'' to expand their ``constitutional'' and democratic struggle at the stage of legislation concerning the amendments of the economic package. The statement continues: ``It is the duty of the CTP to disclose the ploys of those who extend secret support to the package in addition to the ploys of President Rauf Denktash and those who support the government.'' The CTP criticized Denktash, Dervis Eroglu, and Minister Mustafa Akinic on account of their approaches to the economic package. [06] Gurel: ``TRNC'' depositors problems solved in 2 years at the latest Anatolia Agency (11:59 hours, 13.10.00) reports that Turkish State Ministerand Government Spokesman Sukru Sina Gurel said on Friday that the banking problem would be overcome within the framework of the initiatives launched in the pseudostate and the problems of the depositors would be solved in two years at the latest.Releasing a written statement on the economic problems in the ``TRNC'', Gurel said that initiatives had been launched in addition to the stability package to solve all economic problems in the ``TRNC''. Gurel stressed that the Turkish government, within this framework, would make every contribution to increase production and investments in the ``TRNC''. [07] Denktash meets Bandler KIBRIS (14.10.00) reports that Turkish Cypriot leader Rauf Denktash metyesterday with US Ambassador to Cyprus, Donald Bandler.Denktash/s advisors Necati Munir Ertekun, Taner Etkin and Mustafa Evran were also present at the meeting. In the part of the meeting that was opened to the press, Denktash and Bandler exchanged views on the latest events in the Middle East. Bandler said that the crisis in the Middle East has created sadness the moment that the situation in the Balkans has been settled. Replying journalists/ questions, Bandler said that he discussed with Denktash various issues concerning the Cyprus problem, especially about the fourth and fifth round of proximity talks. He stressed that they discussed how they can contribute to the process of finding a solution to the Cyprus problem. Denktash also met separately with the newly appointed Danish Ambassador to Rome who is also accredited to Cyprus, Gunnar Riberholdt. [08] Party leaders meet at Ledra Palace According to KIBRIS (15.10.00) the Turkish Cypriot and Greek Cypriot partyleaders will gather tomorrow at the Ledra Palace Hotel. The meeting will begin at 10:30 a.m.The meeting, which aims at bi-communal rapprochement, is taking place at the initiatives of the Slovak Ambassador to Cyprus, Dusan Rozbora. [09] Turkish Cypriot living in USA to invest in Karpass KIBRIS (16.10.00) reports that Turkish Cypriot Fahri Diner, who lives in theUSA and has sold his US company Qetra to Nortel Networks in USA for 3.2 billion US dollars, has decided to invest in the occupied Karpass area.Huseyin Diner, the father of Fahri Diner, who is organizing his son/s investment projects in the occupied area, has said that the first investment project of ``Karpass Oil Industries'' will be operational soon. He said that they will continue their investments by establishing, among other things, a flour mill. [10] ``Agriculture minister'' travels to Ankara HALKIN SESI (15-16.10.00) reports that the so-called agriculture andforestry minister, Irsen Kucuk, went to Ankara last Saturday to attend the Foodtec 2000 Agricultural Fair.In Ankara, Kucuk will also meet with the Turkish Agriculture and Village Affairs Minister Husnu Yusuf Gokalp. They will discuss the socio-economic package and the issues related to the agriculture of the occupied area. Speaking at the Fair, Kucuk claimed that they were not able to achieve the level they wanted in the agricultural field because of the ``economic embargoes''. [11] Water treatment installations at Mia Milia KIBRIS (14.10.00) reports that the Biologic Water Treatment Installations atthe occupied Mia Milia are staying idle.The report says that the equipment of the installation is left unattended. It says that the UN financed the project. In order to be operational, six more months are needed during which the water pre-treatment installations will be completed, and untreated water will be collected in the huge water tanks.
