[A] NEWS ITEMS[01] Czech President on Cyprus problem KIBRIS (12.10.00) reports that the Czech President Vaclav Havel, whocontinues his contacts in Turkey, said "The Cyprus problem must be solved".Speaking at the dinner Turkish President Ahmet Sezer gave in his honour, Havel said: "With your permission, I would like to touch the Cyprus problem which is very important for Turkey. I think that all the sides feel that today/s political shape of the island is not the final one. For this reason, we want to encourage them to try hard and sincerely for a peaceful and early solution of the problem. I believe that the rapprochement between Turkey and Greece, which we support and encourage, will help to the solution of the Cyprus problem." [02] 41 NGO/s support unions/ strike According to YENIDUZEN (12.10.00) 41 Turkish Cypriot NGO/s will organize ademonstration on 17 October supporting the strike that 21 trade unions will stage on the same day against the socio-economic package.[03] Patriotic Unity Movement stresses framework of UN resolutions KIBRIS (12.10.00) reports that the General Secretary of the Patriotic UnityMovement (YBH), Izzet Izcan, visited the party leaders of AKEL, DESY and United Democrats parties. They exchanged views on the latest developments in the Cyprus problem. The Greek Cypriot party officials briefed Izcan on the fourth round of proximity talks that was held in New York.In a statement, the YBH says: "The Cyprus problem is at a critical level and the sides must take important steps for a solution that will be determined by political desire and will power". It is also stressed that "the sides must go to the fifth round of proximity talks with goodwilling and within the framework of the agreements and the UN Resolutions." [04] Four banks closed According to Turkish Daily News (11.10.00, Internet version), the so-calledgovernment of the pseudostate agreed to a plan to close four of six bailed- out banks. Accordingly, Yurtbank, Everestbank, Hurbank and Finansbank were closed. It also decided to hand over Kibris Kredi Bankasi to the "Deposit Insurance Fund". It agreed to a plan submitted by Kibris Endustri Bankasi to keep its banking license.[05] Indian hemp HALKIN SESI (12.10.00) reports that the pseudo-police arrested three TurkishCypriots for possessing 9kg of Indian hemp, estimated to worth 45 million TL, as well as archaeological items. It was estimated that the items belong to the Geometric period.[06] Black wreath According to KIBRIS (12.10.00) the Turkish Cypriots Farmers Union laidyesterday a black wreath in front of the offices of the US Embassy in the occupied part of Nicosia to protest against the Armenian Genocide Draft Bill that is being debated at the American Congress.[07] Talat calls for democratic struggle to prevent implementation of package YENIDUZEN (12.10.00) reports that Mehmet Ali Talat, leader of theRepublican Turkish Party (CTP), has said that the most important aspect of the economic package is that it tries to change the administrative, legal, and "constitutional" order, as well as the economic relations in the pseudostate without the approval of the people.In a statement he issued in connection with the economic package, Talat said the economic package will create new political problems, adding that the CTP will not accept the violation of the Turkish Cypriots/ sovereignty rights in return for a little money. Talat asserted that "at this critical stage of the Cyprus problem, the violation of the legal and constitutional principles of the TRNC will harm the Turkish Cypriots in the process of finding a solution to the Cyprus problem". He charged that the higher taxes, additional taxes, restricted rights, and higher diesel oil and electricity prices will exacerbate the already unproductive economy, increase the high costs and the "foreign trade deficit", and further shrink the services, tourism, and educational sectors. [08] Gurel repeats claim of "two states" on Cyprus According to Turkish Daily News (12.10.00, Internet version), Turkish StateMinister Sukru Sina Gurel said: "Whether Turkey becomes a member of the European Union or not, the Turkish people will reach their targets. Being a full member of the EU is only a symbolic target for Turkey to reach its real aims, which are social, economic and political stabilization".Speaking at the Aegean University/s re-opening on Wednesday, Minister Gurel stated that Turkey hoped the EU would clearly understand its intentions, and that it would have the same intentions towards Turkey. "If the EU accepts Turkey/s good intentions, political agreement will inevitably happen. If the EU continues to put forward conditions such as Cyprus and the Aegean problems between Turkey and Greece, which have nothing to do with being a member of the EU, we may begin to have doubts about the EU/s good intentions towards Turkey", he said. "Following the Helsinki summit, Prime Minister Ecevit sent two letters to the EU, saying that Turkey would never accept any precondition such as solving the Cyprus dispute or Turkish-Greek problems". Gurel continued: "Turkey and Greece should not wait for 2004, as suggested by the EU, to solve the Aegean Sea and Cyprus problems. They can solve them in four and a half months. Both countries/ prime ministers wish to solve these difficulties through dialogue. Everybody should accept that there are two countries and two states on Cyprus. If this reality is accepted, there will be no more problems there". Pointing out that the Cyprus problem is at a more positive point than the Middle East crisis, Bosnia Herzegovina and Northern Ireland, Gurel concluded: "Before criticizing Turkey, EU countries should solve the racism problems in their own countries. The Turkish community intends to be a full member of the EU, besides realizing its main aims, which are social, economic and political stabilization."
