    [01] DENKTASH: CYPRUS PROXIMITY TALKS TO PRODUCE `MONSTROSITY/ FOR LACK OF

    FRAMEWORK Anatolia Agency (0705 hours, 22.9.00) reports that Turkish Cypriot leader Rauf Denktash pointed out that the United Nations is conducting the proximity talks without any framework, adding: "A monstrosity will emerge at the end of these talks."

    During a chat session with a small group of journalists in New York, where the fourth round of the Cyprus proximity talks are under way, Denktash said:

    "We did not agree over where we are heading. There is no specific structure."

    Noting that he gave examples of past practices to UN officials, Denktash said:

    "I cited the Zurich agreement as an example. In that agreement, two ministers sat and outlined the principles. The skeleton that emerged from there stated that there are two separate communities, the elections and other practices of two separate communities, etc. We based ourselves on that skeleton and drafted our Constitution. Experts came from Switzerland, Turkey, and Greece. With Clerides on one side, and I on the other, we drafted the constitution with the help of our delegations by basing ourselves on that skeleton. Then, we had a goal as well as a framework. Now, there is nothing. We are submitting our confederation proposals. They are adopting some aspects of these proposals, and they are probably adopting three-five things from what the Greek Cypriots are saying. Then they want to discuss this. This will produce a monstrosity."

    Stressing that this situation is unacceptable, Denktash declared: "Either we or both sides will reject this, or else we will take it back to our respective communities."

    Denktash added: "The government to be established between the sides will have different authorities in accordance with whether it is a federal, unitary, or confederal government." He continued: "What is behind all this seems to be much closer to the Greek Cypriots." Pointing out that the United Nations realized that it has no other solution, Denktash went on: "We cannot play this game endlessly just because they have no other solution."

    [02] DENKTASH DENIES REPORTS DE SOTO SUBMITTED 10-ARTICLE PLAN

    Anatolia Agency (1737 hours, 22.9.00) reports that Rauf Denktash has denied reports that he and President Glafkos Clerides were submitted a 10-article plan by Alvaro de Soto, the UN Secretary General/s Cyprus envoy.

    According to the Greek press, the plan envisages the withdrawal of Turkish troops from the island within 15 months and a return to the 1960 agreements. In reply to a reporter/s question upon emerging from his meeting with de Soto, Denktash said: "We were definitely not submitted such a plan." Denktash claimed: "The Turkish soldiers came to Cyprus because it was occupied by the Greek Cypriots in order to put an end to the Cyprus Republic. It may be possible to reduce the number of the Turkish soldiers on the island if this state of occupation is ended by agreements or through a new partnership."

    In reply to Greek Cypriot reporters/ questions on "the recognition of the TRNC", Denktash said: "The issue of recognition is not a problem, it is a fact."

    Denktash continued: "The problem lies with the Greek Cypriot administration/s acceptance of the Turkish Cypriot government. The problem lies with the Greek Cypriot administration accepting that it does not represent the Turkish Cypriot side. Unless this happens, we will either come here forever, or not come at all."

    Denktash further said that "the United Nations is doing everything possible so that both sides are satisfied and that this is undoubtedly a very difficult feat."

    [03] DENKTASH COMMENTS ON GUARANTEES, TROOP WITHDRAWAL, TERRITORIAL INTEGRITY

    Illegal Bayrak Radio 1 (1530 hours, 23.9.00) reports that the fourth round Cyprus proximity talks in New York were interrupted for the weekend. The talks will resume on 25 September. The fourth round is expected to be concluded on 26 September with a statement to be issued by Alvaro de Soto. Replying to reporters/ questions in New York, Rauf Denktash said that it is totally out of the question to lift Turkey/s guarantee in a possible agreement. Denktash reiterated that a map containing villages or cantons was not submitted to the Turkish Cypriot side, and added: "Anyway, they know that we will not accept these matters. We want an agreement based on two states which have territorial integrity."

    Denktash also declared that the Turkish Cypriot side is opposed to a multinational force, adding that the authorities of the UN soldiers will be changed in a possible agreement and these soldiers will observe the reduction of troops and arms. Commenting on the reports in the Greek and Greek Cypriot press, Denktash stated that the total withdrawal of the troops from the island, the deployment of a multinational force, and the elimination of Turkey/s guarantee is not even under discussion.

    Denktash dismissed the Greek reports as mere propaganda and remarked that the talks are being conducted on a basis that is satisfactory to the Turkish Cypriots. Denktash stressed that there is no room for concern. He explained that some of the allegations in the press are correct, but some others do not reflect the acceptable facts in any way.

    In reply to a question on the reported withdrawal of the armies in Cyprus, Denktash announced: "A quantity of soldiers belonging to the guarantor countries to be agreed upon by the two sides will remain on the island, and after the agreement, a certain amount of troops will withdraw from the island according to a specific program. However, the guarantor soldiers of guarantor Turkey will always be present in Cyprus. Therefore, it is wrong to interpret such a provision that the troops with fully withdraw from the island. The UN Security Council/s tasking a multinational force is a formula that we have always rejected. Only the authorities of the UN soldiers in Cyprus will be changed, and they will observe the reduction of the troops and arms."

    Denktash reported that the demilitarization of the island will be controlled by the UN forces, the guarantor states, and the responsible officials of the two states on the island. He added that the Turkish Cypriots will not recognize an outside force, but the necessary joint control will be undertaken.

    Denktash stated: "The plans for a multinational force and for immediate application for EU membership are aimed at eliminating Turkey/s guarantee and its rights and influence in the region. The Greek Cypriot demands and what they want to implement consist of claiming ownership over Cyprus. They want to introduce the model fo reducing us to a minority status in a unitary state under a federal title. Every sensible Greek Cypriot and Greek person should realize that we will not be deceived by these tactics."

    In reply to a question, Denktash said that the statements that the interests of the Turkish Cypriot side are being better looked after actually stem from the Greek Cypriot aims to draw the UN officials closer to their own side. They also know that there is no such thing, Denktash said adding: "Whatever happens, something good came out the talks; namely that we were assured that the outcome cannot be forcibly imposed and that no agreement can be enforced before it is endorsed by the people of the two sides in separate referendums."

    Denktash went on: "Once we have obtained such assurances, we are actually talking on the basis of our own state. Consequently, we do not have any concerns. We will continue our struggle."

    Asked if a fifth round of talks will be held, Denktash responded: "If the UN auspices allow both sides to reach a conciliation within the framework of their own ideas, we will naturally proceed with the talks." Denktash said that the picture to emanate from these talks will indicate the nature of the fifth round.

    [04] DENKTASH: NON-AGGRESSION AGREEMENT IN A CONFEDERATION

    According to Anatolia Agency (0906 hours, 22.9.00), Turkish Cypriot leader Rauf Denktash claimed on Friday that the target of the Cyprus Government is making Cyprus a Greek island and founding a second Greek Cypriot republic on the island.

    Denktash told reporters that the Greek Cypriots target at making Turkish soldiers depart from the island as soon as possible, rejecting the rights of the Turkish Cypriots, and founding a second Greek republic by converting Cyprus into a Greek island.

    "We see these targets, but we will not refrain from talks", Denktash said.

    Denktash noted that the United Nations (U.N.) is trying to set up a formation which foresees the principle of a unitary state which is closer to the Greek Cypriots views rather than Turkish Cypriots/ confederation proposal.

    Denktash stated that the "two states" will reach a non-aggression agreement in a confederation.

    [05] NATIONALIST JUSTICE PARTY CALLS FOR TURKISH CITIZENSHIP FOR TURKISH

    CYPRIOTS According to illegal Bayrak Radio 1 (1030 hours, 21.9.00), the Nationalist Justice Party (MAP) is continuing its initiative launched to have Turkey grant Turkish Cypriots Turkish citizenship in order to complete the integration with Turkey. MAP leader Zorlu Tore, accompanied by a delegation, visited the so-called Turkish envoy to the pseudostate and submitted to him a letter incorporating his views on the matter.

    Reading out the letter to the press, Tore said that the Turkish Armed Forces constitute the greatest guarantee for the "TRNC" and the Turkish Cypriots. Tore recalled that those who arrived on the island since 1974 carry both Turkish and "TRNC" identities. He said that the Turks who came to the island before 1974 also have the right to carry Turkish identity. Tore added: "It is essential to grant the Turkish Cypriots the right to acquire Turkish citizenship if our integration with our motherland Turkey is to be completed."

    "The way to avert the dangers that can arise from a possible one-sided Greek Cypriot membership in the EU in the coming years is to introduce full integration between Turkey and the TRNC", Tore said, adding that "double citizenship" and integration will also benefit the Turkish Cypriots in the fields of security, defense, economy, foreign relations, and travel. Tore also stated that his party "cannot tolerate bad words to be directed against the Turkish Embassy, the commanders, and motherland Turkey."

    [06] TURKEY MAY RETALIATE TO U.S. ARMENIAN RESOLUTION BY ENDING `NORTHERN

    Anatolia Agency (1026 hours, 22.9.00) reports that the diplomatic observers in Washington D.C. who evaluate the developments concerning the draft bill on the genocide on Armenians said on Friday that if the draft bill is finally adopted, Turkey plans to react on a single and most sensitive issue rather than making a total retaliation against the U.S.

    Diplomatic sources told A.A. that this reaction in the single and most sensitive issue can be ending the mission of the Northern Watch. They think that the Turkish government and the armed forces have not been supporting the deployment of the Northern Watch in Turkey for a long time.

    Sources said that the reaction of Turkey in a few fields can negatively affect the Turkish-American relations which were brought to a good level particularly within the last one year.

    One observer said that the aim of the Armenian lobby is both to pass the draft bill and to disturb the Turkish-American relations. "Turkey does not want to fall into this trap," he added.

    Sources said that Turkey does not want to show its reaction to the U.S. regarding the Cyprus issue, as it doesn/t particularly interest the U.S.

    Likewise, Turkey thinks that if it gives up purchasing important defense products from the U.S., this won/t be good for Turkey, sources added.

    [07] ASSETS OF BUSINESSMAN BOYACI CONFISCATED, BANNED FROM LEAVING

    PSEUDOSTATE Anatolia Agency (0917 hours, 23.9.00) reports that all the assets of businessman Salih Boyaci, in-law of Rauf Denktash and former owner of Kredi Bank which was placed under "state" control, have been confiscated. A travel ban has also been imposed on Salih Boyaci.

    Boyaci/s all assets both collateral and non-collateral were confiscated under "court" orders. Boyaci will not be able to sell, transfer, and mortgage his property until a second "court" order.

    Serdar Denktash, Democratic Party leader and son-in-law of Boyaci, reacted strongly to the incident and claimed that the initiative launched against Boyaci is political.

    Serdar Denktash said: "The anger felt against the Denktash family name causes harm to Boyaci, who has family ties with us."

    Recounting that "it is a very interesting incident and that it was the first time that an interlocutory order was issued", Serdar Denktash added: "We will hold these courts responsible for the efforts to undermine our image."

    [08] TURKISH CYPRIOTS TO REPLY TO FOREIGN MINISTER KASOULIDES/ UN ADDRESS

    According to KIBRIS (24.9.00) the so-called foreign and defence minister of the pseudostate Tahsin Ertugruloglu has alleged that Cyprus/s Foreign Minister Ioannis Kasoulides/ address to the UN General Assembly last Tuesday (21.9.00) was an insult to the Turkish Cypriots, Turkey and to the "realities".

    Ertugruloglu alleged that Kasoulides/ speech was contrary to the statement made by the UN Secretary General Kofi Annan at the opening of the 4th round of proximity talks.

    Ertugruloglu further disclosed that the Turkish Cypriot side is going to reply to Mr. Kasoulides/s speech in a detailed manner, supported with documents, and is going to ask the UN Secretary General to circulate this reply as a UN document among the member countries.

    He claimed that the Greek Cypriot side/s unwavering aim is to secure the EU membership and that the Greek Cypriot side did not come to the negotiation table with goodwill.

    Ertugruloglu repeated the Turkish side/s known position on the UN resolutions, and on recognition claims.

    Referring to the violation of the status quo in Strovilia by the Turkish occupation forces, Ertugruloglu claimed, "for us this is not an issue, this is our land, and we can place the sentry post wherever we want".

    [09] CYPRUS AS TURKEY/S TRUMP CARD AGAINST US ON ARMENIAN RESOLUTION

    A report in daily Posta (22.9.00) says that in an effort to obstruct the US House of Representatives from passing the draft resolution on the Armenian genocide, Ankara will draw Washington/s attention to Turkey/s strategic importance. Turkey is unable to impose economic sanctions on the United States similar to those it imposed on Italy for embracing Workers Party of Kurdistan leader Abdullah Ocalan in the past and Belgium for refusing to extradite Fehriye Erdal, one of the suspects in the Sabanci murder case. So, Ankara will draw Washington/s attention to Turkey/s strategic importance. The trump cards it might use are:

    [01] Peace in the Caucasus: Turkey deciding to put pressure on Armenia because of the problem in Nagorno Karabakh might disrupt peace in the

    Caucasus. Ankara might decide to impose sanctions on Armenia. That will create a difficult situation for the US Administration in its relations with the Armenian lobby.

    [02] Relations with Iraq: Saddam Husayn controls a large part of the oil reserves in the Middle East. The United States failed to force him to fall

    on his knees during the past 10 years. Washington will find it even more difficult to achieve its objective if it loses Turkey.

    [03] Central Asia: The United States needs Turkey/s support to save the republics in Central Asia which have new energy resources. Turkey deciding

    to cooperate with Russia after it establishes closer relations with Iraq might disrupt the global US policy on energy.

    [04] Cyprus: Turkey deciding to change its "flexible approach" on the Cyprus problem might create a difficult situation for the US Administration.

    [05] Economic sanctions: The United States is expected to get many of the Turkish defense industry contracts. However, American companies might not

    be able to bid for the tenders that will be put out if the US House of Representatives upholds the subcommittee decision on the draft resolution. The american economic establishments stand to lose millions of dollars if Turkey imposes an embargo on US products.

    [10] E-BEARNING THROUGH SATELLITE BY THE "KYRENIA AMERICAN UNIVERSITY"

    According to KIBRIS (23.9.00) the so-called Kyrenia American University (KAU), in cooperation with the National American University and the Fantastic Corporation, is going to initiate e-learning through satellite in Europe and the Middle East.

    The e-learning project was introduced to the British media in London. First the chairman of the so-called Education Consorsium of the KAU, Serhat Akpinar, took the floor and explained the project. He claimed that this is going to be a world open university.

    After Akpinar, Fantastic Corporations e-learning chairman Dr. Glen Wylie took the floor and gave technical information.

    He said that the programme will be broadcast through the British Telecommunication Tower.

    During the press conference, Blake Faulker, Assistant Registrar of the National American University, also took the floor and gave information about his university and the cooperation it established with the so-called Kyrenia American University.

    [11] DESY AND RTP MEMBERS MEET

    Yeni Duzen (25.9.00) reports that a delegation from DESY party crossed the Ledra Palace checkpoint on Saturday and had a meeting with members of the Republican Turkish Party (RTP) during which they exchanged views on various issues and particularly on the Cyprus problem.

    In a statement prior to the meeting, the General Secretary of RTP Ferdi Sabit Soyer said that he is satisfied that DESY/s officials accepted their invitation.

    [12] HASIPOGLU AND EROGLU GO TO ISTANBUL

    According to KIBRIS (25.9.00) so-called assembly speaker Tahsin Hasipoglu and so-called prime minister Dervis Eroglu yesterday went to Istanbul. Hasipoglu attented the funeral of his father-in-law Hasan Fuat Ulukay. Eroglu/s visit to Istanbul is personal and he will return today.

    [13] "DELEGATION" FLIES TO STRASBOURG

    KIBRIS (24.9.00) reports that a delegation of the pseudo-assembly, headed by so-called deputy assembly speaker Salih Cosar, went to Strasbourg for the meeting of the Council of Europe Parliamentary Assembly, which will be held between 24 September and 1st October.

    Another "delegation" headed by "assembly speaker" Ertugrul Hasipoglu will go to Indonesia to attend the Interparliamentary Union meeting that will be held there between 13-21 of October.

    [14] "PROSECUTOR" SAYS FORMER BANK OWNER GUZELYURTLU FLED TO RUSSIA

    According to illegal Bayrak Radio 1 (1030 hours, 21.9.00), so-called chief prosecutor Akin Sayit has declared that according to "official" documents he is holding, Elmas Guzelyurtlu, former owner of Everest Bank who fled abroad, is definitely in Russia. Sayit said that the allegations in a Turkish Cypriot newspaper that Guzelyurtlu is in Romania constitute disinformation. Sayit said that Guzelyurtlu went to London via the free areas of Cyprus and from there he proceeded to Russia. He added that the necessary move is under way via Interpol for this extradition.
