[A] NEWS ITEMS[01] Turkey claims Greek Cypriots do not have right to refer case against TurkeyAnatolia Agency (16:41 hours, 21.9.00) reports that the Turkish Foreign Ministry said on Thursday that the Cyprus Government does not have the right to apply to authorities regarding Cyprus against Turkey.The Foreign Ministry Spokesman/s Office claimed that the only interlocutor of the Cyprus Government is the ``TRNC''. Responding to a question regarding the lawsuit that the Cyprus Government filed against Turkey in the European Court of Human Rights (ECHR), the Foreign Ministry said that the first court session of the lawsuit was heard on September 20,000. ``The Government of the Republic of Turkey did not participate in the court session because it had earlier decided not to participate in the court sessions in principle and within the framework of a procedural principle under the provisions of the ECHR/s By-Laws'', the Office said. The Office listed the other reasons for not participating in the court session as, ``Turkey had fully participated in the process for the examination of the Greek Cypriot administration/s application between 1995 and 2000. Turkey has explained its ideas within the framework of principles of the Cyprus question for many times. Within this context, the interlocutor of the Greek Cypriot administration is the TRNC, not the Republic of Turkey. Turkey had emphasized that if a case exists, the defense right should be recognized for the TRNC. Otherwise, a decision taken against Turkey should be political, not legal'', the Foreign Ministry said. The Foreign Ministry continued, ``the Court had rejected our request to make a pre-evaluation about the application of the Greek Cypriot side within the framework of the procedures. Also the Court had assumed a negative attitude regarding our proposal to appoint two judges that would examine the application. As in the case of Loizidou, it has been understood that Turkey/s views will not be taken into consideration; and the Greek Cypriot claims regarding what has happened in Northern Cyprus will not be asked to the TRNC, but the Turkish Republic which is not even a party to the case; and thus, the Northern Cyprus will be asked from the Turkish Republic not the TRNC; and accepting to take part in the case can initiate claims that the Cyprus question should be solved in accordance with the decision of ECHR, not through negotiations between the two sides in the island; and taking part in the case will not be beneficial for Turkey and the Cyprus cause.'' [02] Denktash reacts to Kasoulides/ UN speech According to illegal Bayrak Radio 1 (5:00 hours, 22.9.00) , Turkish Cypriotleader Rauf Denktash reacted harshly against Greek Cypriot Foreign Minister Ioannis Kasoulides speech at the UN General Assembly. Denktash claimed: ``If the Greek Cypriot foreign minister is able to tell the lie that the Turkish Cypriots rebelled against the legal government before the intercommunal community, why are we trying to solve the Cyprus issue on the basis of equality?''Denktash replied to journalists/ questions upon emerging from his one hour and 15 minute meeting with Alvaro de Soto, UN Secretary General special Cyprus envoy, yesterday. Denktash claimed that Foreign Minister Kasoulides/ remarks that the Turkish Cypriot side rebelled against the legal Cyprus government clearly show that the Greek Cypriots do not intend to see the ``realities'' and they will not act honestly in this regard. [03] Greek Cypriot journalists boycott reception According to KIBRIS (22.9.00) the Greek Cypriots journalists boycotted thereception British High Commissioner Edward Clay gave last night at the British High Commission building in the occupied area.The reception was organized for the newly appointed Undersecretary of the High Commission, Philip Barton. Only one Greek Cypriot journalist attended the reception. Edward Clay said that he always encourages bi-communal contacts and that ``it is not necessary that everything takes place in the Greek Cypriot side''. [04] Britain sends asylum seekers back to Cyprus KIBRIS (22.9.00) reports that Britain has started to send back those TurkishCypriots whose request for political asylum has been turned down. In the last three days, it is reported that seven Turkish Cypriots were sent back to the occupied areas. It is expected that this number will increase to 30 persons in the next few weeks.The British government has been asking visa requirements for Turkish Cypriots for the last two years and since then, the number of applications for political asylum has dropped to zero.
