[01] Denktash: `State of emergency/ may be necessary if economy not improved

Noting at the meeting that a state of emergency is in view, Denktash stressed that the ``government'', which took measures to close the budget deficit in the ``Treasury'', should also take precautions against those who sustained losses due to the economic crisis. He added: I said that there is no other solution other than declaring a state of emergency if precautions are not taken. The issue of the state of emergency was placed on the agenda in this regard. Those who interpreted the state of emergency as a military rule immediately reacted to these comments. They were actually provoked into displaying such a reaction. Let us first make clear that it (state of emergency) is not a military rule. A military rule brings about worse things. This is the reason why I presented the idea of a state of emergency in order to prevent worse things from happening.

Stressing that there were those who reacted to an integration with Turkey because they interpreted it as annexation, Denktash said that there is no need to provoke the people in this manner. He explained: What I mean by integration is for the doors of Turkey to open to the ``TRNC''. This point was misunderstood.

Noting that a decision should be made on whether the ``TRNC'' will enter the Turkish market, which caters to a population of 60 million people, Denktash added that this market will provide great benefits to the Turkish Cypriots and that the local produce can protect itself by taking certain measures. It is illogical to be afraid that certain sectors will be harmed by this move and close the doors to a market of 65 million. Noting that there is a contrary reaction to everything he says because of a certain Denktash-phobia, he added that he can retract his statements if they are proved wrong. The ``government'', however, does not have a vision, Denktash indicated.

Stressing that the so-called government could not keep its word to repay the depositors one-eighteenth of their deposits because it could not work in cooperation with Turkey, Denktash added: All the deposits of the banks are under state guarantee. For this reason, the ``government'' should produce formulas to enable the banks to swim and not sink and in this way save the banks from great financial difficulties.

Noting that an atmosphere was created as though a state of emergency will be declared immediately, Denktash stressed that he had explained that there are measures that can be taken and should be taken before this stage is reached. He added: One of these measures is to suspend the implementations and stop putting pressure on the people.

[02] Eroglu: Cyprus talks in New York will be held ``under more difficult conditions''

Eroglu told reporters that the goal was to maintain economic stability in the ``TRNC''. Noting that the National Security Council expressed support to the ``TRNC'' to overcome its economic troubles, Eroglu said ``they have been very pleased over the decision''.

Dwelling on the new round of talks which will start in New York on September 12, Eroglu said maintaining political and economic stability before the talks is very important. He also noted that the talks in New York would take place under more difficult conditions.

[03] Denktash explains Cyprus issue to Albanian deputies

Denktash, during the meeting, noted that many Albanian people visit the ``TRNC'' and a significant number of Albanian students study at the universities in northern Cyprus. After providing the Albanian deputies with detailed information about the Cyprus issue, Denktash said a confederation can be the only solution between the two sides which would be based on the principle of two separate sovereign states.

He told them that they are still trying to explain the realities of Cyprus to the international community to tell the Greek Cypriots that they are not the sole government in Cyprus and that there are two politically equal governments on the island.

He stressed that the Greek Cypriot side has to accept that there are two politically equal states in Cyprus and officially recognize the existence of the ``TRNC''.

He stated that the Greek Cypriots are trying to avoid the confederation because they want to join the European Union under the fake title of the ``Cyprus government'' and then turn Cyprus into a Greek Cypriot island through the EU. ``This is not an application of Cyprus, this is an application by the Greek Cypriots but the EU is treating it as the application of all Cyprus'', he added.

Denktash said that the injustices that have been done to the Turkish Cypriots for 37 years should be corrected and the sanctions should be lifted in order to make progress for an agreement between the two sides.

So-called Prime Minister Dervis Eroglu who also spoke during the visit of the Albanian deputies, stressed the friendly relations between the ``TRNC'' and Albania. He said that Turkish Cypriots were deeply grieved over the incidents that took place in Kosovo.

Albanian deputy Limos Dizdari said the international community should be more sensitive towards the realities in the island in order to make an agreement possible between the two sides in Cyprus. ``Your persistent attitude will make the international community to think over on the Cyprus issue'', he added.

``We are your friends, the friends of Northern Cyprus,'' Dizdari said and added that he believed the troubles regarding the Cyprus issue will soon end. He also expressed willingness to advance relations between Albania and the so-called Turkish Republic of Northern Cyprus.

[04] Akinci: Time has come for peace

Akinci noted that in order to reach a solution the Greek Cypriots should give up the idea of seeing themselves as the sole owners of the island and accept the rights of the Turkish Cypriots.

Akinci met yesterday with the Slovak delegation headed by Slovak Ambassador Dusan Rozbora at the party/s headquarters. After the meeting Akinci made a statement saying that he had exchanged views with Ambassador Rozbora on the latest developments in the Cyprus problem and on the Greek and Turkish Cypriot political party leaders meetings.

Ambassador Parris noted that USA/s bicommunal biregional federal settlement policy in Cyprus is not changed.

[06] Kamu-Sen `strongly opposed/ to state of emergency proposal

In a statement he issued, Kamu-Sen chairman Ahmet Otuken said that the state of emergency cannot create a miracle to resolve the economic difficulties, stressing that the democratic rights and freedoms will also be out of the question.

Criticizing Rauf Denktash/s proposal for a state of emergency at a time when the difficult economic situation, which ruined the people, reached a critical stage, Otuken assessed this situation as an unacceptable approach. Explaining that surmounting economic problems, producing solutions, and putting on the brakes on the activities of an imposing government can be possible only if there is a democratic atmosphere, Otuken stressed that a state of emergency will not make such an atmosphere possible.

[07] Cyprus/ Akinci says Turkey/s support needed to overcome economic difficulties

In his statement, Akinci said that the difficult situation in Cyprus is the outcome of years of accumulation. Noting that all the governments, the president, and the officials of the-Republic of Turkey had a part in the difficult economic situation existing in the country, Akinci added that there is a need for Turkey/s support on the issue of the economic problems, which requires cooperation for a solution. Explaining that he did not have detailed information on the MGK decisions, Akinci said that it is too early to make an assessment on the decisions.

Assessing the MGK decision on the implementation of the action plan, which will enable the ``TRNC'' to secure stability on all areas, Akinci added that the action plan will be shaped within the framework of the socio- economic package, which was formulated through the joint work conducted by the delegations and technocrats of both countries.

[08] Morphou ``twinned'' with FYROM town

The signature ceremony was held in Kalkandelen (Tetoro) between the so- called Morphou Mayor Mahmut Ozgincer and Kalkandelen Mayor Murtezan Ismail.

Both ``Mayors'' stressed they will try the rapprochement between the people of the two towns.

[09] Pseudostate at Folklore Festival

At the festival, eleven countries participated: Turkey, Greece, Italy, France, Slovakia, FYROM, Sweden, Portugal, Spain, Hungary and the pseudostate.
