    [01] CEM COMMENTS ON DENKTASH VISIT IN GERMANY

    Anatolia Agency (2029 hours, 14/2/00) reports that Turkish Foreign Minister Ismail Cem, who participates in the meeting of the Turkish Consul Generals in West Europe, said on Monday that "certain European countries should listen to the Turkish Republic of Northern Cyprus (TRNC)". Speaking to Turkish journalists, Cem said that German Foreign Minister Joschka Fischer/s invitation of Rauf Denktash to Germany and their meeting was a positive development.

    Denktash had the opportunity to directly explain the situation on Cyprus for the first time, said Cem and added that "He /ll have the opportunity to explain his right Cyprus matter in EU platforms from now on, so the effectivity of our national matter will strengthen. I consider this as an important change. This event and other formations which I expect to occur following that will give a new power to TRNC and Turkey."

    Cem stressed that Turkey/s policy on Cyprus won/t be effected by the EU candidacy, and added that "I tell you this from the beginning, the same attitude of us continues. We expect the EU to examine the rightfulness and views of TRNC more carefully, listen to the right voice of TRNC and the EU platforms to be more sensitive about the problems of Turkish Cypriots. After the meeting with Fischer, Denktash can have some other important contacts within the EU platform."

    [02] ALL DEPOSITS IN `TRNC/ BANKS UNDER "STATE" GUARANTEE

    Anatolia Agency (2050 hours, 13/2/00) reports that all the deposits in the banks of the pseudostate were taken under "state" guarantee.

    So called prime minister Dervis Eroglu has said that the deposits of Hurbank, Kibris Yurtbank, Everestbank, and Kibris Finansbank, whose activities were stopped, were taken under "state" guarantee, but if other banks also have a similar problem, they can apply and benefit from a so- called "Saving Deposit Insurance Fund."

    The mentioned four banks started their activities, said Eroglu and added that there is nearly 60 trillion Turkish liras of deposit in the four banks and this was taken under "state" guarantee.

    Responding to a question, Eroglu said that Turkey opened a credit of 25 million dollars to strengthen "TRNC Central Bank".

    [03] NEWS DAILY NEWSPAPER

    Turkish Cypriot press (15/2/00) reports a new daily newspaper has started its circulation in the occupied area. It is called KIBRISLI, which means Cypriot.

    [04] DENKTASH RETURNS

    According to KIBRIS (16.2.00), Turkish Cypriot leader Rauf Denktash returns to the occupied area today on a private plane provided by Turkish President Suleyman Demirel.

    [05] PSEUDOSTATE AT TOURISM FAIRS

    According to KIBRIS (15.2.2000) the pseudostate will be represented at the "Emitt Voyager 2000" tourism fair to be held in Istanbul between 17-20 February.

    The East Mediterranean Tourism and Travel Fair will be opened at the International Fairs and Congress Centre.

    On the 18 February, foods from local Cypriot cuisine will be presented and on 19 February a conference will be held on "TRNC Tourism and the Turkish Market".

    [06] TALAT, ITALIAN AMBASSADOR DISCUSS CYPRUS, EU MEMBERSHIP

    KIBRIS (16.2.00) reports that the leader of the Republican Turkish Party (RTP), Mehmet Ali Talat, had a meeting yesterday with the Italian Ambassador to Cyprus, Francesco Bascone.

    In statements that were made prior to the meeting, Talat said that after the Helsinki summit there are new perspectives in the Cyprus problem. According to KIBRIS Bascone believes that priority must be given to the solution of the Cyprus problem and afterwards to the EU membership. He said "This is better for us and for the EU". "While the procedure related to the Cyprus problem is continuing, we must think and try ways how to bring the solution of the Cyprus and EU membership in parallel ways. We must work now on the conditions which are necessary to achieve this."

    To a question, "what are these perspectives?", Bascone replied: "I did not come here to submit any proposals. I am here to listen to Talat/s views. As it is known, he was in Geneva. He is going to inform me how he saw the situation."

    Replying a question about Cyprus EU membership, Bascone said that "Turkish Cypriots must also participate in the negotiations procedure" underlying "I want to make this point clear. There is no case for separate membership for north Cyprus. Since this is the case, and since a solution to the Cyprus problem has not been found yet, we should look for new steps that will take us forward. It is not easy to find these first steps, but it is worth trying. We must take these steps without waiting for the solution of the Cyprus problem."

    After Bascone/s statements, Talat commented on them: "You cannot have clear answers from the diplomats. For this reason, you have to ask me about these questions. I believe that EU will play the main role in the Cyprus problem in the near future. So, I believe we must put forward our views and establish very close contacts with EU, in order to be able to express our own ideas and views. Until now, we could not do that. But now, after the Helsinki summit, everything has changed. As a result of this decision, EU has begun to play a more important role in the Cyprus issue.

    This is very important. The effectiveness of the UN has been shifted towards the EU, but of course, this has happened with the cooperation of the UN".

    Talat also said: "We must find ways to have contacts with the EU as Turkish Cypriots. As to how we can achieve this, maybe we can look at Clerides/s proposal.

    However, I believe that we are a little behind. For this reason we must find other channels through which we should be able to talk with the Greek Cypriot side on the EU road, side by side". Talat also said that "It is impossible for the EU to accept a divided Cyprus as a member."
