[A] NEWS ITEMS[A] NEWS ITEMS[01] Denktash threatens Greek CypriotsAddressing a meeting with Turkish Cypriot Journalists Union Executive Board (9.7.99) Denktash warned Greek Cypriots against ``border violations'' on July 20. According to Ankara Anatolia (9.7.99) Denktash said he wished Glafcos Clerides would take a lesson from the ´border´ incidents at Derinyia in 1996, adding that ``they (Greek Cypriots) should hold demonstrations within their borders. They should not violate our borders or there will be response.''Asserting that thousands of Greek Cypriots were saved from death thanks to ``Turkey´s Peace Operation'', Denktash said ``they (Greek Cypriots) should be more happy than us on July 20.'' Denktash said that the Cyprus question can be solved with friendship and by lifting the embargos, not by enmity. He added that negotiations can only be held on a state to state level. Otherwise, he said, he will not participate in the talks planned to begin in September. [02] Turkish Assembly Special Session on July 15Ankara Anlatolia reported that following a proposal by Ismail Cem, Turkish Foreign Minister the Parliamentary General Assembly will convene with a special agenda on Cyprus on July 15, 1999.[03] Turkish Budget Allocations for ``TRNC''The protocol pertaining to ``TRNC'' projects to be financed by the Turkish Republic in fiscal year 1999 has been signed (9.7.99) by Dervis Eroglu on behalf of the ``TRNC'' and Turkish State Minister Sukru Sina Gurel on behalf of Turkey.As reported by illegal Byarak radio (9.7.99), speaking during the ceremony Eroglu cited the figures to be allotted to the investment and defense budgets of the''TRNC'' and pointed out that the amounts are sufficient to overcome the problems of the ``TRNC'' and undertake its infrastructure work. The amounts allocated are : 68.6. trillion Turkish lira. TL 17.6. trillion for defense, TL 24 trillion for project investments, and TL 27 trillion for other assistance and loans. [04] Irish ParliamentariansAnkara Anatolia (9.7.99) reported that Denktash received the Irish parliamentarians visiting the occupied area. Denktash repreated his position that the ``TRNC'' is ready to have negotiations on a state to state basis.Recalling the statement of the G-8 on Cyprus, Denktash said that the call for intercommunal talks between the two leaders on Cyprus is an old- fashioned and useless formula. Sean Power, one of the members of the Irish parliamentarian delegation, said that they will try to have the Cyprus question discussed in the European Union. If the world wants the solution of the Cyprus question, he said, then it should not turn a blind eye to the ``TRNC'' [05] Gurel - Cem in the occupied areaTurkish State Ministe Sukru Sinal Gurel (in charge of Cyprus Affairs) arrived (9.7.99) in the ``TRNC'' as the guest of the so-called Prime Minister Dervis Eroglu.In a statement on arrival Gurel said that relations between Turkey and the ``TRNC'' are at an enviable level. So-called Prime Minister Dervis Eroglu and so-called Deputy Prime Minister Mustafa Akinci received the Turkish State Minister. Eroglu said that Gurel, both personally and within the framework of the government, has always supported the ``TRNC''. He repeated that the ``TRNC'' is against taking the Cyprus problem in the international arena. Akinci stated that the development of the ``TRNC'' and the consolidation of its independent identity is a source of happiness and pride not only for the Turkish Cypriots but for the entire Turkish nation. For his part Gurel stressed that he never differentiated between the ``TRNC'' and Turkey and added that Turkey will always extend support to the sensitivity to the ``TRNC''. Gurel concluded his contacts in the occupied area yesterday (11.7.99). Speaking to journalists on his departure , Gurel described his visit to the ``TRNC'' as productive. He said that during his visit the furture of the ``TRNC'' was evaluated. Dervis Eroglu told reporters that they had an opportunity to scrutinize the current situation on the island, adding that these issues will be further discussed in the Partnership Council meeting which will be held on July 19. Describing Gurel´s visit to the ``TRNC'' on the eve of the July 20 as very useful, Eroglu said, ``July 20 is very important for us. This years we will mark the 25th anniversary of Cyprus Peace Operation. Within the past 25 years, we have tried to improve the TRNC.'' [06] Serdar DenktashAccording to Ankara Anarolia (10.7.99) Serdar Denktash, leader of the Democratic Party (DP), said that the Turkish Cypriots cannot sit at the negotiating table given the current conditions adding: ``Turkey and the Turkish Cypriot side have decisively expressed the conditions under which they can sit at the negotiating table It is impossible for us to back down''.Serdar Denktash desire to bring the sides in the Cyprus question to the table came mainly from the US. However, he pointed out, it is only a desire they do not threaten if there is no response. Serdar Denktash said he elaborated to Gurel his views on the ``TRNC economy'' adding that steps should be taken to overcome the stagnation of the economy. Denktash said that solution of the problems should be sought within the ``TRNC'' and not always resort to Turkey.
