[A] NEWS ITEMS[01] Ecevit on CyprusAccording to Anatolia (14/1/99) in an interview on a private t.v channel, Ecevit responded to a question on the Cyprus question and said ``if the Greek Cypriot side takes steps that makes Turkey uneasy, we will act in return''.[02] Patriotic Union Movement: a confederation cannot be established in CyprusAccording to illegal Bayrak radio (12/1/99) the Patriotic Union Movement (YBH) has charged that the so-called government of the pseudo-state is leaving everything up to Turkey and shirking its responsibility. In a written statement, YBH organizational secretary Izzet Bilcan said that by promising to handle the Cyprus problem together with Turkey and to complete the integration with it, the ``government is really leaving the future of the community to the government of another country''.The YBH official asserted that according to high - level agreements, a confederation cannot be established in Cyprus. He added that the YBH will continue to wage a struggle for democratization and for a federal solution. [03] Akinci on RecognitionDuring a live interview on illegal BRTK (12.1.99) Mustafa Akinci, leader of the Communal Liberation Party, TKP and ``State Minister and Deputy Prime Minister'' said, interalia that the ``government´s'' priority is to establish a ``good dialogue and solidarity with the Turkish administrations and formulate and conduct the Cyprus problem in cooperation with the Turkish governments, and also maintain a healthy dialogue with the President''.Explaining the ``government´s'' Cyprus policy, Akinci says the goal is to ``strengthen the TRNC economically and democratically and seek recognition for it'', instill in the people the feeling that ``Turkey is the motherland of the Turkish Cypriots'' and that ``Turkey and the TRNC are two fraternal states mutually recognizing each other'', develop and deepen economic, political, cultural, social, and military relations with Turkey at the highest level, and to put into effect the ``economic space'' project to integrate with the global and Turkish economies. Regarding the issue of confederation and the criticism that the government did not mention in its programme, Akinci firstly said that this issue is raised for the sake of criticizing the ``government''. He further pointed out that neither the international community nor our counterpart the Greek Cypriot side has yet accepted the confederation. He added that ``the government programme envisages the recognition of the TRNC''. This is the first time, de declared that ``a government programme has gone beyond the mere concepts of confederation or federation and talked about content, such as international recognition for the ``TRNC'' to establish balance with the Greek Cypriot side´s status. An acceptable solution he, continued, whatever its name, should satisfy the Turkish Cypriot on equality, sovereignty, security and Turkey´s effective gaurantorship within the context of the 1960 guarantee system. He further added that ``the government programme'' also clearly states that the issue of the EU membership could only be raised after an agreement in the Cyprus problem, and that the policy on this issue would be conducted in cooperation with Turkey. Akinci refused to reply to a question whether the Turkish side´s precondition at the negotiating table for the recognition is still valid. Asked to comment on Ecevit´s statement that Turkey supports a confederation, Akinci said that had Ecevit´s government not been a transitional one, he would have included principles and essence in the government programme rather than touch the issues in passing. He noted that the talks with Turkey on the Cyprus problem could only resume in earnest once there´s a new government in Turkey after the April elections. [04] Denktash stresses need to defend confederationIllegal Bayrak Radio (13/1/99) reported that Denktash said that considering the Greek Cypriot administration as the legitimate government of Cyprus constitutes an obstacle to a conciliation on the island. This, he said, is against all the laws, the agreements, human rights, the principles of democracy, and the realities. ``I do not advocate anything other than a confederation. Anything other than a confederation does not befit the existence of the ``TRNC'' he said.Recognition of the ``TRNC'' is a precondition for a conciliation in Cyprus Denktash said. Noting that the necessary measures on the recognition of the ``TRNC'' were taken in the agreements reached with harsher and more determined steps on this path. He said that there are two peoples that own the island which should respect one another and their rights. ``If these two owners cannot coexist, if one of the owners has harassed the other, if one of the owners has thrown the other out, if the other has established an institution based on its sovereignty, its equality, its rights and the guarantee system, if the other still claims ownership, then there is nothing to be discussed''. Denktash went on to claim that the S-300 issue is a great mistake which violates the UN Security Council resolutions.
