[01] Denktash notes political `Regression' since New York talks

Denktash left the occupied area last night to attend the second round of the direct talks, which will begin in Switzerland tomorrow. In a statement upon arrival in Istanbul, Denktash noted that no step forward has been taken since the talks in New York. He said: "It would be right to say that there has been regression in the political arena and that no step has been taken to move forward." Denktash claimed that President Clerides totally eliminated bizonality by saying that he cannot force anyone to hand over his property to anyone else.

Denktash added: "He is saying that he will not discuss sovereignty. We do not want him to give us sovereignty. We are facing him as a sovereign people. We had established the republic in 1960 as a sovereign people. They attacked us in order to appropriate our sovereignty, and we have been waging a struggle not to renounce it for the past 34 years."

Denktash alleged that President Clerides is also insisting on watering down the guarantee system and persisting in his view that the application to the EU was made by the legitimate Cyprus government. Pointing out that anything that obstructs the talks must be removed if the talks are to achieve any results, the Denktash declared that freezing the unilateral application for EU membership, announcing that the missiles will not be deployed in Cyprus, not providing bases for Greece, and lifting the embargoes that have been imposed on the Turkish Cypriots for the past 34 years are among the first moves that must be undertaken to this end.

Denktash stated that he estimates that this will be the last meeting. It will become clear that nothing can be achieved unless the Turkish Cypriots are provided with clarifications on these matters and the path is cleared.

Referring to the cooperation agreement signed between Turkey and the TRNC, Denktash described those who criticized this agreement as pro-Greek Cypriot.

[02] Turkish Foreign Service appointments announced

The decree, which sends overseas a large portion of the Ministry's senior administrative staff who have completed their headquarters duty, appoints Foreign Ministry Undersecretary Onur Oymen as Permanent Representative to NATO in Brussels. The decree names Deputy Undersecretary Korkmaz Haktanir to replace Oymen as Undersecretary.

The decree, which does not change the status of Ambassador Nuzhet Kandemir in Washington, UN Permanent Representative Huseyin Celem, and Ambassador Tansug Bleda in Paris, reshapes the upper administration of the Ministry as follows:

Necat Uzkan, Ministry Spokesman; Nabi Sensoy, Deputy Undersecretary Responsible for Multilateral Political Relations; Mehmet Ali Irtemcelik (formerly ambassador to Sofia), (Deputy Undersecretary) Responsible for Bilateral Relations; Aydan Karahan, Deputy Undersecretary Responsible for Administrative Affairs.

The decree moves deputy undersecretaries to the following overseas positions:

Inal Batu to Rome; Utku Arik, the current envoy to Rome, was recalled to the center.

Ali Tuygan to Athens; Umit Pamir, the current envoy to Athens, was recalled to the center.

Altan Guven to the Vatican; Omer Lutem, the current envoy to the Vatican, was recalled to the center.

Omer Akbel to Vienna; Filiz Dencmen, the current envoy to Vienna, was recalled to the center.

Temer Iskit to Prague; Ustun Dincmen, the current envoy to Prague, was recalled to the center.

Below are the other appointments the decree makes:

Akin Aktuna, currently Ambassador to Helsinki, was appointed Permanent Representative to the OECD in Paris; he is replaced by Onur Gokce, currently Director General of Protocol in the Ministry.

Ugur Ziyal, currently Ambassador to Damascus, was re called to the center; he is replaced by Cenk Duatepe, currently Ambassador to Tunis, Professor Huseyin Pazarci, currently Legal Counsel at the Ministry, was appointed as Ambassador to Tunis.

Director General Turan Firat was appointed as Permanent Representative to UNESCO in Paris; the current representative Polat Tacer, was recalled to the center.

Sevinc Dalyanoglu, Ambassador to Jakarta, was recalled to the center; she is replaced by Director General Ergun Pelit from the center.

Zeki Celikkol, Ambassador to Caracas, was recalled to the center; he is replaced by Director General Gunaltay Sibay from the center.

Erkan Gezer, Ambassador to Vilnius, was recalled to the center; he is replaced by Director General Hatay Savasci from the center.

Tahsin Burcuoglu, Alp Karaosmanoglu, and Yusuf Buluc were appointed with the title of Ambassador for the first time to Sofia, Kiev, and New Delhi, respectively.

[03] Denktash leaves Istanbul for Switzerland to attend talks

In a predeparture statement to TRT at Istanbul's Ataturk Airport, Denktash declared that, during the talks, the Turkish Cypriot side will advocate a bizonal solution based on equal sovereignty and on the continuation of Turkey's guarantee.

"Naturally, the stand to be adopted by Clerides in the face of what we have to say will determine whether the Cyprus problem can be resolved in the near future. We will conduct our own assessment accordingly. The Greek Cypriots are gradually integrating with the EU and with Greece. We cannot remain mere spectators to this development", declared Denktash.

The first round of the direct Cyprus talks, which are being conducted under the auspices of the United Nations, was held in the United States in July.

[04] Denktash faulted for excluding people from decisions

Soyer noted that Rauf Denktash is now going to Montreux on the basis of a political step he has taken without informing the community. The Turkish Cypriot side is going to Montreux in a wounded state, and those who engage in faits accomplis and exclude the people are responsible for this, Soyer said.
