    [01] DENKTASH TO LEAVE FOR SWITZERLAND 9 AUGUST

    According to illegal Bayrak Radio (7.8.97) Rauf Denktash will leave for Switzerland on Saturday 9 August, to attend the second round of direct talks with President Clerides to be held in Glion, Switzerland. According to information received from the Denktash's Office, Taner Etkin, Denktash's Constitutional Advisor Professor Mumtaz Soysal, Political Affairs Advisors Necati Munir Ertegun and Ergun Olgun, and Advisory and Political Affairs Director Mustafa Evran will accompany Rauf Denktash.

    The direct talks, which will be held under the auspices of UN Secretary General Kofi Annan will begin on Monday, 11 August and will be concluded on Saturday, 16 August.

    [02] TKP SAYS TERMS IN THE SO-CALLED ASSOCIATION COUNCIL AGREEMENT CLOUD

    "INDEPENDENCE" According to illegal Bayrak Radio (7/8/97) the Communal Liberation Party (TKP) has stated that the partnership council agreement signed between Turkey and the occupied area includes phrases that cast a shadow over the "Independence of the TRNC".

    The TKP Executive Council assessed the so-called agreement between the two countries on the establishment of an association council. According to information obtained from the TKP Press Bureau, the TKP Council stated that the occupied area may cooperate with Turkey in all fields provided this does not cast a shadow over its "independence". Drawing attention to the direct talks being held between the Turkish and Greek communities, the TKP Council said that, at such a time, one should refrain from stands and behavior that might not be beneficial to the negotiations.

    [03] ANOTHER STEP TO INTEGRATION; OCCUPIED AREA OPENS STOCK-EXCHANGE LINKED

    WITH ISTANBUL According to KIBRIS (6/8/97) Tunca Bank, a private financial institution, put into service two stock-exchange halls, one in the occupied Nicosia yesterday morning and another in occupied Kyrenia in the afternoon. The Tunca Bank's stock-exchange hall in Nicosia was inaugurated by Rauf Denktash and the one in Kyrenia by Sukru Karahasanoglu, the head of the bank's administrative board.

    At Tunca Bank's stock-exchange halls it is possible to establish immediate live contact with the Istanbul Stock Exchange (IMKB) with a real-time on- line system. The price fluctuations at IMKB are immediately brought to the traders' attention on huge screens linked with an Unlock System. In a statement issued by Tunca Bank, the view was expressed that the new "law on stock-exchange and foreign exchange" put into effect by the so-called "government" would create a revolution in the occupied area's money markets. The statement added that the road for development, job placement, and investments has been opened in the occupied area because of trust in organized markets whose regulations have been set by the "government". The statement also noted that with the expected readjustments and regulations in the period ahead, the occupied area is destined to become a financial center.

    Sukru Karahasanoglu, head of the administrative board of Sumerbank and Tunca Bank, said that the aim in opening the exchange is to spread capital to the grass roots and that banking activity is not sufficient to contribute to the occupied area economy and that capital market means should also be used for that purpose.

    In a special statement to our paper, Karahasanoglu also indicated the exchange could be a transparent institution monitored by the people. Asked if Tunca Bank is considering going public, Karahasanoglu said that for now they have no such intention.

    Karahasanoglu also asserted that in case of an agreement with the Greek Cypriot side, Tunca Bank will be the first to open a branch there.

    [04] CEM ON THE SO-CALLED "AGREEMENT"

    According to KIBRIS (8/8/97), Turkish Foreign Minister Ismail Cem told Turkey's semi official Anatolia news agency on his return to Ankara from Cyprus visit, that the so-called Association Council agreement shows the determination of both sides.

    Cem indicated that the "agreement" was the continued validity of the common positions and evaluations confirmed by the Joint Statements of Jan. 20, 1997 and July 20 1997 between Turkey and the occupied area and said this confirms both sides' commitment to the implementation of the provisions of these statements.

    Asked about others' possible reactions to the agreement, Cem said: "The reactions others might or might not show are their problems. The policy of our government is to instantly bring to life the matters of priority in the framework of the agreements signed."

    Cem was accompanied by Undersecretary Onur Oymen, Deputy Undersecretary responsible for Cyprus affairs Inal Batu and military officials.

    [05] ISRAELI WATER PURIFICATION EXPERTS IN THE OCCUPIED AREA

    According to HALKIN SESI (8/8/97) Israeli water purification experts from Tokal Firm arrived in the occupied area and have contacts with Turkish Cypriots on purifing sewage water for irrigation purposes.

    Director of Tokal, Dr. Arie Abir and other members of the Israeli delegation have meetings with Serdar Denktash and Ahmet Bulunc.

    Dr. Abir said that they have the technology to purify the sewage water for irrigation purposes using Sun energy.

    Halkin Sesi says that the delegation will come again to the occupied area between 28-30 August and will lecture on the use of Sun energy.

    [06] MOVE ON TURKISH CYPRIOT REACTION

    KIBRIS (8/8/97) reports that strong reaction is coming from Turkish Cypriot parties and trade Unions to the signing of the so-called Association Council Agreement between Turkey and the occupied area.

    Besides the reactions coming from the Republican Turkish Party and the Communal Liberation Party now New Cyprus Party, NCP, raised its voice saying that whatever happens the victim is the Turkish Cypriots.

    NCP, leader Alpay Durduran accused the Turkish side of putting the "annexation" into the agenda. He said that economic and financial integration is against the natural structure of Cyprus. Thus destroying the Turkish Cypriot producer. He also noted contradictory statements by Ismail Cem, Taner Etkin and Ismet Sergin, Turkish Defence Minister.

    Civil Servants Trade Union KTAMS, as well criticized the so-called "agreement" and said that prior to the signing there was no discussion about it. It was made to be signed in a hurried way. KTAMS chairman Ali Riza Kirsay, has declared that the "Agreement" . was forced to signed behind closed doors and it had shocking effect within the community". He branded it shameful act against democracy, and stressed that it will torpedoe the intercommunal talks and it will do more harm than good to the Community. (MY)
