[A] NEWS ITEMS[01] State Minister resigns from Turkish governmentAccording to TRT Television network (10:00 hours, 17.5.97) State Minister Isilay Saygin has resigned from her ministerial post. She said that she will determine her stand on the interpellation motion against the government on the day of the voting.Saygin announced her resignation at a news conference she held in Izmir. She said that she submitted her letter of resignation to Prime Minister Necmettin Erbakan and Tansu Ciller, foreign minister and deputy prime minister. Disclosing her letter of resignation, Saygin said that the government that started its work with goodwill led the country into a period where the fundamental principles of the secular and contemporary Republic of Turkey are being discussed. Saygin added that she felt the need to resign, based on the view that a government devoid of performance is not a government. She concluded by saying that if necessary she may resign from the (True Path) Party and the Assembly as well. [02] Oymen on Turkey's bid for EU membership, Cyprus issueAccording to TRT Television network (18:35 hours, 15.5.97), Ambassador Onur Oymen, Turkish Foreign Ministry under secretary, during a live interview at the studio, answering a relevant question on the Cyprus issue and on Turkey's application for EU membership, said:"Of course, each problem should be assessed within its own dimensions. Turkish-EU relations have a certain legal structure. Turkey deserves to be a full EU member. This membership has a certain process. At times, this process was blocked by certain countries for various reasons. We, however, believe that Turkey will, within a reasonable time, attain its goal of full membership. This process should not be postponed or delayed because of certain issues that are not linked to Turkish-EU relations. The Cyprus issue should also be viewed within its own dimensions. We favour a solution to the Cyprus problem under the auspices of the UN Secretary General and through intercommunal talks. It is a fact that -- and past experiences proven that point -- it is difficult to achieve progress in the Cyprus issue in periods of tense Turkish-Greek relations. Closer and friendlier relations between the two mother countries, Turkey and Greece, constitute a better foundation for the Cyprus intercommunal talks. This is the indirect contribution we can make to the Cyprus issue. Beyond that, however, the leaders of the two communities are expected to determine and solve the Cyprus problem. It would be difficult to make a greater contribution from the outside." [03] Denktash meets UN's PrendergastAccording to TRT Television network (21:00 hours, 15.5.97) Sir Kieran Prendergast, UN assistant Secretary General, has ended the first round of his contacts in Cyprus in connection with the direct talks. He met with Rauf Denktash last Thursday.Replying to reporters' questions, Denktash said that, as in every problem, the two sides must be treated equally if the Cyprus problem is to be solved. Replying to a question on the issue of flexibility in the negotiations, Denktash claimed that the Turkish Cypriot side displays the necessary flexibility, but it is impossible for it to make concessions from the basic principles. He noted that the Turkish Cypriot side is ready to hold direct negotiations, but a date has not been set yet. [04] Illegal Bayrak Radio-1 starts test transmissions on InternetAccording to illegal Bayrak radio (10:30 hours, 16.5.97) Radio-1, which is one of illegal BRT (Bayrak Radio and Television) radio stations, has been connected to the Internet as of 16.5.97. The Radio-1 connection to the Internet was established through the joint cooperation of the "East Mediterranean University" and illegal BRT. All computers that have access to the Internet will be able to hear Radio-1, which has started to carry out test transmissions on the Internet through the connection established at the "East Mediterranean University". Radio-1 will have a permanent site on the Internet after a short trial period.[05] Etkin on differences with Greeks, US initiativesAccording to illegal Bayrak radio (10:30 hours 16.5.97) Taner Etkin, "foreign affairs and defense minister", has said that there is a difference of 180 degrees between the Greek Cypriots and the Turkish Cypriots with regard to their perception of a solution, and claimed that the Cyprus Government's application to the EU should be prevented. Etkin went to Izmir last week as the guest of the 9 September University.Explaining the developments in Cyprus since the Ottoman period during a lecture on Cyprus he delivered at the university, Etkin stressed that the disagreements between the two communities have continued for 150 years. Stressing that the Turkish Cypriots are against discussing the EU membership issue before a comprehensive Cyprus solution is secured, Etkin said: "The Turkish Cypriots will take into consideration Turkey's status in the EU in the aftermath of a Cyprus solution. The Turkish Cypriots will not become a member of the EU unless it includes Turkey." Commenting on the indirect talks that have been under way for some time, Etkin said that in addition to the United Nations, EU member countries and Britain assumed active roles in this process in order to protect their interests. Etkin continued: "The United States, in turn, did not assume a serious duty despite talk of comprehensive initiatives. The United States focused its initiatives on defusing the military tension on the island". Etkin claimed: "What has to be done is to have the Greek Cypriot side sit at the negotiation table without any conditions in a bid to secure a solution". [06] Ciller on CyprusAccording to KIBRIS (18.5.97) Turkish Foreign Minister Tansu Ciller has declared that the Cyprus problem will not be an issue regarding Turkey's EU membership.Saying that on the Cyprus problem Turkey was making the necessary initiatives, she added that this issue was not directly binding on Greece and Turkey. "Ankara renews its support for a federal and bicommunal settlement agreed upon earlier", declared Ciller.
