No.176/96 28-29-30.9.96[A] NEWS ITEMS[01] Denktash: Nothing new in Clerides' UN statementAccording to illegal Bayrak radio (10:30 hours, 29.9.96) Rauf Denktash has described as "insincere" the statement issued by President Glafcos Clerides to the effect that he may meet with Denktash in 1997 if the necessary conditions are secured. Denktash claimed: "Clerides' address, which he delivered at the UN General Assembly (UNGA) under the title of President of Cyprus, is nothing but a ploy undertaken to influence the (word indistinct) grounds."In a written statement he issued, Denktash alleged that President Clerides' address at the UNGA contains nothing new. Denktash alleged: "Clerides" had to say that a meeting may take place in 1997 because he cannot explain the reasons for avoiding the negotiations table since 1994". Reiterating the claim that the Greek Cypriot side is exerting efforts to divert the Cyprus issue toward the European platform, Denktash added: "The Greek Cypriot intentions are to dilute the guarantee system under the guise of demilitarization and thus secure the deeds to Cyprus. The goal of the Turkish Cypriot people, in turn, is to block the Greek Cypriot intentions and to hold fast to the 1960 guarantee system, which means motherland Turkey." Recalling that he personally told President Clerides that nothing can be achieved by completely disregarding the rights of the Turkish Cypriots, Denktash claimed: "Furthermore, through his lies, Clerides is repeating Makarios' mistakes without hesitation." [02] New "Director" of the so-called "Public Information Department"All local papers of 28.9.96 report that Mustafa Kortun has been appointed new "director" of the so-called Public Information Department. He has been working at the "department" since 1983.[03] Pseudostate's "Jaycees Group" at a European Meeting in AnkaraKIBRIS (27.9.96) reports that, following an "official" invitation, the so-called Jaycees Group (young businessmen association) of the pseudostate will take part in a European Capitals Meeting in Ankara between 3-6/10/96. The paper says that delegates of the "Group" will distribute among participants copies of the Turkish Cypriot english-speaking paper CYPRUS TODAY, detailing the recent violent incidents on the "border".[04] Denktash repeats known views in reply to President Clerides' letterTurkish Daily News (27.9.96) publishes the full text of Turkish Cypriot leader Rauf Denktash's reply to President Clerides' letter of 11 September, 1996. Denktash repeats his known claims regarding the Cyprus problem and his known intransigent views. Inter alia, he says: "Our position on EU membership is quite clear: Cyprus, which has been divided since 1963, can only evolve into a one Cyprus State again through a negotiated settlement, before it can have the mandate from its component peoples for applying to the EU for membership, and it can do so only within the limits accorded to it by the 1960 Agreements"."... The Turkish Cypriot side is not going to bow to any process or agreement which treats the Greek Cypriot side as `the Republic of Cyprus'. We are ready to recognize you as the Greek Cypriot Republic in the South but never as the Republic or the Government of the whole island." "We shall continue to claim that we are as good a government and as good a state in the North as you are in the South and that we own no allegiance to your administration..." (as published). [05] Akinci: Federation is the logical solutionORTAM (28.9.96) reports that Communal Liberation Party (CLP) leader, Mustafa Akinci, has said that the "logical solution of the Cyprus problem is federation."Asked why the Cyprus problem has not been solved for 22 years now, he said: "Because there has not been sincere wish for its solution." To a question on the social and economic crisis in the occupied area, Akinci said that "this situation is partly due to the Cyprus problem", adding that it would be wrong though to attribute all negative situations to the Cyprus problem. [06] Drugs use in the occupied areaHALKIN SESI (29.9.96) reports that cases of narcotics use have recently increased in the occupied area, adding that drugs are mostly used by youth in the area of occupied Kyrenia.The paper adds that drugs are easily carried around in the pseudostate.
