Cyprus PIO: News Update in English, 00-06-01Cyprus Press and Information Office: News Updates in English Directory - Previous Article - Next ArticleFrom: The Republic of Cyprus Press and Information Office Server at <http://www.pio.gov.cy/>Thursday, 1 June 2000CONTENTS[01] Cyprus and Greece coordinate efforts to implement European Court's judgment on LoizidouAt a meeting held yesterday in Athens, chaired by Greek Deputy Foreign Minister Ms Elisabeth Papazoi and Cyprus Attorney General Mr. Alecos Markides, it was underlined that all member states of the Council of Europe have the legal obligation to implement the European Court of Human Rights judgements in order to safeguard the credibility of the Organisation.The meeting, which was attended by Cypriot and Greek officials, aimed at coordinating efforts so that the Court's decision in the case of Loizidou against Turkey is implemented. "All CoE member states have a legal obligation to fully implement the European Court of Human Rights decisions", a press release issued by the Greek Foreign Ministry said. It adds that "in the opposite case the convention on human rights and relevant international law regulations are violated and as a result a huge problem is created because the principles, the institution and the credibility of the CoE is put at stake." [02] The image of the Cyprus flag will improve, says NeofytouMinister of Communications and Works Mr. Averof Neofytou said yesterday that the image of the Cyprus maritime flag "which still faces problems, due mainly to being targeted in Europe and the US by port state control", is going to improve.Mr. Neofytou, who was speaking at a panel discussion organised by the Cyprus Shipping Council said that although measures taken so far have brought encouraging results the image of the Cyprus flag still faces problems. In his speech on "Cyprus - A Maritime Centre", Neofytou noted that the image of the Cyprus flag would improve by exercising better control on the ships under Cyprus flag and reducing their detentions by port state control. Mr. Neofytou announced a series of measures which will be adopted within this year aiming at further improving the image of the Cyprus flag. The measures include a reduction of the number of casualties and a drastic reduction in the rate of detentions by the port state control. A better cooperation with shipping counsellors as well as a closer monitoring and more efficient control on ships by inspectors of the Department of Merchant Shipping are also included in the measures that will be adopted. Regarding the operation of locally based shipping companies, he said, "our aim is to maintain the existing fiscal incentives and in this respect the laws of taxation have been amended so as to abolish discrimination and introduce a new tax based on tonnage for ship management services."
