[01] Cyprus European course irreversible, says Maurer

Cyprus will have examined by the end of this year 23 chapters out of a total of 29 related to its accession negotiations with the European Union, the EU Negotiator for the accession of Cyprus, Mr Leopold Maurer stated last Saturday.

Speaking at a joint press conference with Cyprus Chief Negotiator Mr George Vassiliou, Mr Maurer described accession negotiations "as important for the EU" and the accession process of Cyprus as "irreversible".

Mr Maurer, who was heading a 13 - member European Commission delegation, arrived for meetings in Cyprus on Wednesday 23 June.

He said the purpose of his visit was to prepare the next round of negotiations which will focus on the Free Movement of Capital, Goods and Services, Social Policy, Transports, Environment and Taxation. Mr Maurer described the above chapters as "very difficult".

Describing the interest rate ceiling in Cyprus as a "retrograde and anachronistic measure", Mr Maurer pointed to the need for its abolition as it "will hamper the whole liberalisation process in the chapter of the free movement of capital".

Referring to taxation, he said "Cyprus must have a smooth adaptation to the acquis communautaire".

On his part, Mr.Vassiliou described the visit of the EU delegation as "very successful and very useful" and pointed to the seriousness with which Cyprus is handling the issues related to its EU accession.

[02] Cyprus welcomes agreement on the avoidance of double taxation with Russia

Cyprus government welcomed the ratification by the Russian State Duma of the agreement for the avoidance of double taxation between the two countries.

Finance Minister Takis Clerides expressed last Friday his satisfaction at the ratification of the agreement and described it as "very beneficial" for both countries.

He pointed out that Cypriot businessmen in Russia, foreign investors who have companies in Cyprus and invest in Russia as well as Russian business people who invest in Cyprus will benefit from the agreement.

The agreement provides for a review of the taxation of profits on dividends which will be calculated in accordance with the 1992 agreements of the Russian Federation with European countries and the US.

[03] Creativity and open-mind are needed in the search for a Cyprus solution

UN Secretary General Kofi Annan stated on Friday 25 June, that "we should all come with an open mind and be bold and creative in the search for a solution" on Cyprus .Mr. Annan, who was replying to questions after a meeting with Britain's Foreign Secretary Robin Cook, described the Cyprus issue as a "complex" and "long- standing problem".

Commenting on the recent G-8 statement, calling for a return of the two parties in Cyprus to the negotiating table without preconditions., Mr Annan said that "we are going to work with the parties to get them to the table and hopefully to stay until we find a solution this time round"
