And, of course, they are contrary to the UN resolutions on Cyprus, and to the high-level agreements themselves as well as to the spirit of international law". As regards the question of whether the Cyprus problem will be discussed at this year's UN General Assembly and Security Council, the National Council has unanimously decided to postpone a definite decision until the return of the political leadership from New York and after all issues are analysed. [02] References to Cyprus in annual UN reportThe stalemated peace process in Cyprus is a major cause of concern in the United Nations efforts to achieving world peace and security.In his 1998 annual report, the UN Secretary-General refers to Cyprus under several headings regarding the work of the Organisation. Regarding conflict prevention and removal of threats to peace, which he says is one of the Organisation's deepest commitments, he says that during the past year the quiet diplomacy of peacemaking has also been pursued in Cyprus, where the UN is actively involved in both peacekeeping and peacemaking. [03] Offshore banking licence granted to German bankThe Central Bank of Cyprus yesterday granted a banking business licence to DePfa Investment Bank Ltd, a subsidiary of Deutsche Bau und Bodenbank AG of Germany, to carry on business from within Cyprus on an offshore basis.This brings the total number of offshore banks operating from within Cyprus to 33. Five more foreign banks maintain representative offices.
