[01] NAM calls for implementation of UN resolutions on Cyprus

In a final document adopted yesterday in Durban, South Africa, the Heads of State and Government condemned "the declared attempts of the Turkish side for a change of the basis of the inter-communal dialogue," adding that "they consider such demands contrary to the relevant UN resolutions, the Non-Aligned Declarations and the principles of international law".

Expressing grave concern about continuous Turkish threats of use of force against Cyprus, they deplored the Turkish side's demand for recognition of the purported state in the occupied territory as a precondition for attending any new round of talks.

The Heads of State reiterated their support for the sovereignty, unity, independence and territorial integrity of the Republic of Cyprus, and their solidarity with the people and the Government of Cyprus.

They called once again for the withdrawal of all occupation forces and settlers, the return of the refugees to their homes in conditions of safety, the restoration of and respect for human rights of all Cypriots and the accounting for all missing persons and for the effective implementation of all relevant UN resolutions on Cyprus.

Moreover they urged the Security Council to take resolute action and appropriate measures including the demilitarisation of Cyprus, as repeatedly proposed by the President of Cyprus.

[02] UN Secretary General reaffirms bicommunal basis for talks

The UN Secretary General Mr Kofi Annan, confirmed yesterday that the Security Council would not waiver from its stance on a Cyprus settlement based on a bizonal, bicommunal federation.

Asked to comment on the Turkish Cypriot confederation proposal, after a meeting with Cyprus President Mr Glafcos Clerides, Mr Annan referred to recent Security Council Resolution 1179 (1998) on Cyprus. The resolution reaffirms, inter alia, that a Cyprus settlement must be based on a state of Cyprus with a single sovereignty, international personality and a single citizenship, comprising two politically equal communities in a bizonal, bicommunal federation. "I think this issue has already been raised and brought to the attention of the UN Security Council, which has already given its response", Mr Annan said.

[03] President Clerides denounces Denktash's confederation proposal at NAM Summit

The President of the Republic Mr Glafcos Clerides condemned yesterday the Turkish Cypriot confederation plan, saying that it "aims at destroying Cyprus as a sovereign and independent state and turning it into a Turkish protectorate".

Addressing delegates at the XII Summit of the Non-Aligned Movement (NAM) in Durban (South Africa), the President of the Republic denounced the Turkish Cypriot stance on Cyprus emphasising that it "has recently reached the climax of its intransigence by setting preconditions for the reconvening of negotiations ... and demanding the recognition of the illegal entity, created in the occupied areas and maintained by Turkey's military force". President Clerides stressed that "such preconditions and such demands or objectives cannot be accommodated, nor can they be considered, for they run contrary to UN resolutions". Mr Clerides also denounced intensified efforts on the Turkish side to create and maintain a climate of tension against Cyprus "using as pretext the strengthening of our defence capability, in exercising our legitimate right to self-defence under Article 51 of the UN Charter".

Moreover he stressed Cyprus' "commitment to seek a peaceful solution of the problem through means and processes conducive to lessening of tensions, reduction of forces and armaments which eventually would lead to final demilitarisation and guaranteed security for all". Noting the continuous threats against the Republic by the vastly superior military power of Turkey, the President said that the NAM support is of "paramount importance".

"We trust we can rely on your active solidarity at this crucial juncture, as the most sacred principles of the UN Charter come into focus", he concluded.

[04] Cyprus President : Durban Conference redefines new NAM role

In a closing statement on behalf of the European Members of the Non-Aligned Movement in Durban, the President of the Republic Mr Glafcos Clerides expressed his satisfaction at the successful completion of the Durban Conference. Mr Clerides said that the Summit "has permitted to redefine the role that the NAM is invited to play as a coherent and united Movement in the New World Order".

In the statement, which was read by Foreign Minister Ioannis Kasoulides, the President expresses his firm conviction that the voice of NAM countries "will be heard louder in the international scene under the leadership of Nelson Mandela whose achievements personify and embody the aspirations of NAM movement".
