    The Cyprus question is an international problem of invasion and occupation and it is different to the situation in Kosovo, Government Spokesman Vasilis Palmas has stressed.

    He also said that efforts continue to find a negotiated settlement that would reunite the country, without introducing to the solution elements present in a proposed resolution of the situation in Kosovo.

    Responding to questions on the possibility of Kosovo declaring independence, Palmas noted that this question refers the matter to the situation in Cyprus and added the Cyprus problem is an international problem of invasion and occupation, which we have been trying to settle for more than 30 years, in a way that would exclude issues that relate to the proposed solution for Kosovo.

    I believe the Cyprus question is different and it is crystal clear that as long as there is no solution, adverse repercussions from the absence of a solution will continue and get worse. This however is no reason for the government, any government of Cyprus, to close the matter and accept a solution that does not meet the expectations and the vision of the Cypriot people, he added.

    He recalled that UN resolutions describe the Cyprus issue as a problem of invasion and occupation and said it would be wrong for Cyprus to revoke this.

    The spokesman said that the illegal Turkish Cypriot regime, in northern Turkish occupied Cyprus, a consequence of Turkeys invasion is not recognised by any state except Turkey.

    Palmas reiterated the government position that only through proper preparation can progress be achieved towards a solution.

    Responding to questions, he said there is at present the process provided by a UN-brokered agreement, in July last year, which could easily serve as the agenda of a discussion on Cyprus.

    There is nothing new from the UN with regard to a meeting between the leaders of the Greek Cypriot and the Turkish Cypriot communities, he said, noting that ``the Cypriot President is ready for a meeting.

    [02] COMMONWEALTH SUMMIT

    With a colourful ceremony, local dancing and singing, the people of Uganda have welcomed the leaders of the Commonwealth, for their 2007 meeting. Cyprus President Tassos Papadopoulos is attending the meeting.

    CHOGM is the place in which our political agenda is set, and from which all our activities flow, said Secretary General of the Commonwealth, Don McKinnon, during the opening ceremony of the Commonwealth Heads of Government Meeting (CHOGM), which is being held in Kampala, Uganda. He welcomed Her Majesty Queen Elizabeth II, Heads of Government and representatives of Commonwealth organisations and civil society, noting that during his eight years serving as Commonwealth Secretary-General, he was guided by the organisations values - freedom, democracy, human rights and the rule of law.

    The Secretary-General also spoke about four aspects of the Commonwealths work that have directly addressed the mandates set by the leaders at their previous meeting in Malta. These relate to a new publication that looks at the danger of extremism and ways to make diversity work better and the Commonwealth Connects programme, which helps governments develop ICT strategies and makes technology available to all communities, which was set up to tackle the digital divide. The Commonwealth continues to press for a better world trade deal so that trade and links between countries can improve, he added.

    [03] CYPRUS - FMD - EU

    Agriculture, Natural Resources and the Environment Minister Photis Photiou will be in Brussels on Monday to discuss with EU Commissioner responsible for Health Marcos Kyprianou the possibility of lifting some of the measures taken, following an out break of the Foot and Mouth Disease (FMD).

    Photiou has said that his ministry is in constant touch with Kyprianou on this issue and announced that as of yesterday the movement and slaughtering of livestock and cattle in a 10-kilometre surveillance zone, around the affected area of Dromolaxia, on the southeast, is allowed. As regards the situation in Cyprus Turkish occupied areas, Photiou said that the EU has been informed about it and has been asked to monitor through its own mechanisms and in cooperation with the UN the situation there as regards animal diseases.

    Photiou warned about the grave danger of contamination because there is no control over the northern Turkish occupied part of the country, as the legal government of the Republic is prevented from exercising its jurisdiction in that part of the country. Over the past few weeks, hundreds of sheep and goats have been slaughtered in local farms to contain the disease, following consultations with EU experts.

    [04] PES - CYPRUS RESOLUTION

    The Party of the European Socialists (PES) has adopted a resolution calling for an end to the illegal occupation of Cyprus by Turkey and for an active EU role in efforts to solve the Cyprus problem. The resolution, adopted unanimously by the Socialist Parties of Europe during a PES meeting in Sofia, Bulgaria, 22-23 November, expresses supports for a comprehensive Cyprus settlement on the basis of the relevant UN resolutions.

    We support an active role for the EU and its member states for the termination of ongoing conflicts, to end the illegal occupation of Cyprus with a comprehensive settlement, according to UN Resolutions, the resolution says. The Cyprus Social Democrats Movement EDEK has issued a statement expressing satisfaction for the contents of the resolution.

    This resolution and its reference to Cyprus is one of the most important and supportive ones ever adopted by the PES on Cyprus. The resolution becomes even more important since Prime Ministers and other heads of European states participated in the PES meeting, EDEK said.
