[01] PARLIAMENT - UDI - CONDEMNATIONThe House of Representatives has denounced the illegal unilateral declaration of independence (UDI), declared in November 1983 by the Turkish Cypriots, a move the UN has described as legally invalid, calling on all states not to recognise the secessionist entity and not to facilitate it.Addressing the House plenary on the 24th anniversary of the UDI, House President Demetris Christofias expressed opposition to the continuing division of Cyprus and pledged that the parliament will continue to work for an end to the Turkish occupation and to reunite the country. We continue to strive for a bizonal, bicommunal federation, in the framework of UN resolutions, the high-level agreements and the principles of the international and European Law, he said. The solution, he pointed out, must restore and secure the human rights and fundamental freedoms of the people of Cyprus and make them masters of their homeland. Christofias said that in November 1983 Turkey and its subordinate local administration in occupied Cyprus proclaimed an illegal state, in violation of international law and order and the UN principles. The UDI is the culmination of secessionist, divisive actions by Ankara and its efforts to give legal status to the occupation of Cyprus northern part in addition to meeting its objective for two separate states on the island, Christofias said. Christofias pointed out that almost thirty four years after the tragedy of 1974 and 24 years after the UDI, Turkey persists with its effort to upgrade the status of the Turkish Cypriot regime on the pretext that the Turkish Cypriots must come out of their isolation and in this attempt they have the support or the tolerance of certain well known circles of the international community. Concluding his remarks, the House President called for unity on the home front to undertake continuous and concerted initiatives to end the division and reunite the country. Political parties and various organisations have also condemned the UDI, saying they will work towards a political settlement. [02] GOVERNMENT - ILLEGAL REGIMEThe government is certain that the illegal Turkish Cypriot regime, in northern Turkish occupied Cyprus, cannot and will not be recognised as it is the outcome of expansion, violence and illegality. Speaking on the 24th anniversary since the unilateral declaration of independence (UDI) by the Turkish Cypriots, Government Spokesman Vasilis Palmas also said that the absence of a political settlement in Cyprus would not lead the leadership to an unacceptable solution.Condemning the UDI which the UN has described as legally invalid, he stressed the government adherence to a bicommunal bizonal federal solution, indicating that the US federal system could be one such solution that would ensure the viability and the functionality of the state. The illegal UDI by the Turkish Cypriots is the culmination of a long series of illegal secessionist moves, condemned by all nations except Turkey, which has since the 1950 encouraged partition in Cyprus, he said, in statements to the press at the House of Representatives. He pointed out that the 1974 Turkish invasion of Cyprus imposed and consolidated partition but has not legalised the illegal subordinate local administration to Turkey. This regime functions as Ankaras protectorate, which maintains it, it is legally invalid and has no political foundation. No power on earth can legalise Turkeys theft and occupation of our territory. Nobody can ever recognize the product of expansion, violence and illegality as a legal state, unless we allow that to happen, he stressed. [03] CYPRUS - MONTENEGRO - PROTOCOLCyprus and Montenegro have signed a cooperation protocol to enhance bilateral relations, following talks between the Foreign Ministers of Cyprus Erato Kozakou Marcoulli and Montenegro Milan Rocen. Speaking after talks at the Foreign Ministry, Rocen said he was confident that Cyprus would be successful in promoting efforts for a solution provided everybody involved acts according to the principles and practices of the international community, adding that the problem is in the right context that of the European Union, since Cyprus joined EU in May 2004.He expressed much appreciation for everything that Cyprus has achieved, in spite of the political problem the country is facing with its division as a result of the Turkish occupation. I am confident that Cyprus will be successful in promoting efforts for a solution, which will serve Cyprus, the international community as well as the EU provided all parties involved actually act according to principles and the practice of the international community the way Cyprus has been doing in the past years, Rocen said, speaking through an interpreter. In her remarks, the Cypriot FM said the protocol of cooperation would help enhance bilateral relations in the years to come, adding that the two countries are set to sign other agreements too. We have also discussed relations between Montenegro and the EU and I expressed our full support for the European perspective of Montenegro as well as our support for the European perspective of the Western Balkans and in this context we have offered to help in any possible way in this very important project of EU-Montenegro relations, she said. [04] US - CYPRUS INITIATIVEUS Undersecretary for Political Affairs Nicholas Burns has pointed to the need for a UN initiative on Cyprus after the presidential elections of February 2008. Addressing the Foreign Affairs Subcommittee of the US House concerning US relations with Greece, Burns noted that ``we strongly support UN efforts that try to solve the Cyprus problem after 40 years and to achieve a bizonal bicommunal federation.`` Burns added that he met President of the Republic of Cyprus Tassos Papadopoulos in September at the United Nations and that the July 2006 agreement is ``a step forward.````There is going to be an election in Cyprus in the beginning of 2008. Following that election, the United States will support vigorously a UN effort to try to resolve the Cyprus problem. I intend to go to Cyprus myself. We didnt have a senior official there in years. We need as America to speak up for peace and for a solution so that the terrible problem that is affecting the people of Cyprus for 35 years can be overcome,`` he pointed out. Burns referred to the Annan plan, which was rejected by the Greek Cypriot community as it did not address its main concerns, noting that the US had supported it. ``That effort did not succeed and we are now looking for the United Nations to reestablish a diplomatic effort to try to achieve a solution. We will support that. I promised to President Papadopoulos that we will do that, and of course we want to work with the Turkish government and with the Turkish authorities in Cyprus towards that end,`` he concluded.
