Christofias said the government of Cyprus, the House of Representatives and the people condemn with all their strength, the new provocative action by the occupation force, the visit of the new President of Turkey to occupied Cyprus.

Speaking in Larnaca district Christofias said that the illegal visit is an additional violation of the international law, an additional provocative violation of the sovereignty of the Republic of Cyprus.

He called on the UN and the EU to react now that efforts are underway for the two leaders to meet again and set in motion the July 8 Agreement.

Christofias said that at a time when the UN are trying to promote (the process) and the five permanent members of the Security Council support the UN effort unreservedly, that is the July 8 Agreement, to create the preconditions to prepare the ground for a productive dialogue, Mr. Gul has basically arrived to give us the message that to become President of Turkey, he has merged with the military establishment.

This military establishment, Christofias added, wants to keep Cyprus a prisoner of Turkey, adding that if this is what Mr. Gul and Prime Minister Tayip Erdogan want, then things are much worse. The Acting President said Turkey must make second thoughts if it wants to become a real democratic state that aspires to join the EU.

Cyprus has been divided since 1974 when Turkish troops invaded and occupied the islands northern third.

[02] CYPRUS - ECHR PROPERTIES

Commenting on press reports that the ECHR was ready to ratify the exchange of properties in Cyprus, Palmas said ``it is a fact that there is a case, where it appears that an effort is being made to arrange a private settlement, that is of exchange of property.``

He added that the Republic of Cyprus had appealed to the ECHR and argued that ``this agreement should not be ratified because it is an agreement that is not compatible with the protection of human rights.``

Palmas noted that the government had sent a letter to the ECHR, requesting that the matter be reevaluated, adding that the Republic of Cyprus may also ask for the matter to be forwarded to the plenary of the ECHR.

He explained that a Turkish Cypriot living in the Turkish occupied areas of Cyprus could take the property of a Greek Cypriot refugee but it was not likely that the reverse could apply, since Turkish Cypriot properties in the government controlled areas of the Republic were protected by law.

[03] PAPADOPOULOS - TALAT MEETING

Commenting on remarks by UN Secretary General Ban Ki Moon in his annual report to the General Assembly that the July 8 agreement had not yet been implemented, Palmas said ``there is a reserved approach on behalf of the UN.``

``I understand that the UN Secretary General will wait for his meeting with the President of the Republic and possibly with Mr. Talat, so that he has a spherical and clear picture with regards the situation concerning developments in the Cyprus problem, and I think that after the picture he perceives, he will be a bit more specific and clear in his approaches,`` Palmas pointed out.
