Finlands Prime Minister Matti Vanhanen told the European Parliament on
Monday that the decision of the 25 EU member states concerning Turkey
shows that the EU is capable of making decisions.
In a speech at the European Parliament as the Finnish presidency of the
EU draws to a close, Vanhanen said the decisions concerning Turkey`s
accession process were taken at the General Affairs and External
Relations Council preceding the European Council meeting, adding that
``the EU is capable of making decisions.
Vanhanen emphasized that during its Presidency, Finland tried to find
solutions that would lead to implementation of the Protocol to the
Ankara Agreement and direct trade with north Cyprus.
However, he said, we were unsuccessful and so we were forced to take
measures with regard to Turkey. Vanhanen said the situation was clear:
Turkey did not honour its commitments and that has consequences.
