Second meeting of Cyprus talks ends

Nicosia, Feb 20 (CNA) -- The second meeting of negotiations for a comprehensive settlement of the Cyprus problem ended here Friday and talks will resume on Tuesday.

The talks resumed yesterday between Cyprus President Tassos Papadopoulos and Turkish Cypriot leader Rauf Denktash and their respective delegations at Nicosia Airport, in the UN-controlled buffer zone, under UN Secretary-Generals Special Advisor on Cyprus Alvaro de Soto.

The aim is to reach a comprehensive settlement of the Cyprus problem before May 1st, 2004, when Cyprus officially enters the European Union.

Denktash was the first to depart on Friday and in statements in occupied Nicosia he said the atmosphere of the meeting was good but there was no movement as far as the main subject is concerned.

He told reporters that they discussed the site of the central government building, the flag and anthem of the new state.

Important negotiation will take place by 22 March, President says

Nicosia, Feb 20 (CNA) -- Important negotiations will take place before Greece and Turkey come into the negotiating process, if there is a need to finalise a UN peace proposal, President Tassos Papadopoulos said here today.

Speaking to the press after the second meeting in the context of the UN-led talks which began on Thursday, the Cypriot President confirmed that Turkish Cypriot leader Rauf Denktash left the meeting before he did because he (Papadopoulos) had some issues to discuss with UN Secretary General's special adviser for Cyprus Alvaro de Soto, who conducts the talks.

Asked if today's discussions were better than yesterday, Papadopoulos replied ''there are no better or worse days. The best day will be 31 March.''

According to a joint agreement, reached last week between Papadopoulos and Denktash, the two leaders will negotiate in earnest to agree on changes on the UN proposed plan and to complete the plan in all respects by 22 March.

Failing that Greece and Turkey (two of the guarantor powers - the third being Britain) will lend their collaboration to finalise the text of the plan by 29 March. Should this attempt fail, Kofi Annan will use his discretion to finalise the plan.
