    Conference urges NGOs in Cyprus to play greater role in society

    Nicosia, Jun 23 (CNA) Cypriot non-governmental organisations (NGOs) will need to play a greater role in the society, pledged Director General of the Research and Development Center Andreas Theophanous.

    He was addressing a conference in Nicosia on Monday night, organised by the Research and Development Centre of Intercollege and the Cyprus Institute of European and International Affairs. on the role of NGO's and civil society in an enlarged Europe.

    Theophanous said that while the role of NGOs and civil society in Cyprus has generally been limited, the aspiration for a united Cyprus to serve as a model state of pluralism in the EU means that Cypriot NGOs on both sides will need to play a greater role and ''rise to the greatest challenge in their history''.

    Artemis Yordamli, the Executive Director of the Cyprus Conservation Foundation, emphasized the difficulties of successfully effecting change through NGO activities in the traditionally state centered system in Cyprus.

    Yordamli stated that, ''it has taken ten years for the Cyprus governmental structure merely to accept the presence of NGOs, but until we are invited to take place in the decision making process we cannot really say we are partners''.

    The conference stressed that similar issues regarding the limitations NGOs face in raising concerns to their governments are also characteristic in the Turkish-Cypriot community.

    Turkish-Cypriot leader of the Patriotic Unity Movement Alpay Durduran noted that while Turkey has set up NGOs in the Turkish occupied north of Cyprus in the past, the fact that they have been state financed has inevitably meant state control of their activities.

    Durduran also expressed that legitimate NGOs were an altogether new concept for Turkish-Cypriots.

    Although underlining the importance of intercommunal NGOs for civil society throughout all of Cyprus, Durduran claimed that ''when we try to form intercommunal NGOs we find more difficulty than solidarity'', a phenomenon that Greek-Cypriot speakers also agreed has been due to an overall lack of resources and trained personnel among NGO groups in both Cypriot communities on the island.     President Papadopoulos announces additional measures for T/C

    Nicosia, Jun 24 (CNA) Cyprus President Tassos Papadopoulos has announced three measures aimed at making the movement of Turkish Cypriots to the southern government controlled areas of the Republic easier.

    These concern the abolition of a 15 pound fine by both Turkish Cypriots and Greek Cypriots for late registering of births, allowing lorries carrying goods to cross from the occupied areas to the free areas and extending the duration of car insurance for Turkish Cypriots entering the southern government controlled part of the island.

    Nicosia, Jun 24 (CNA) - European Union chief negotiator with Cyprus Leopold Maurer arrives in Cyprus this afternoon for talks, heading a multi-member delegation.
