[02] Turkish Cypriot leader - Cyprus - Talks

According to Reuters, speaking during a press conference, in the Turkish- occupied northern part of Cyprus, immediately after the UN announced, in Nicosia, that Secretary-General Kofi Annan had invited Cyprus President Glafcos Clerides and Denktash to resume UN-brokered talks in New York on September 12, Denktash noted that no offer had been made that would bring him back to the talks.

"The necessary foundation has not been established for us to attend any form of negotiations," the Turkish Cypriot leader said and added that "we desire the continuation of work for the establishment of a foundation."

"Without establishment of a foundation, we do not find beneficial the resumption of the talks at an early date. Thus... we do not give our approval to the date of September 12," Denktash noted.

[03] European Parliament - Cyprus - Resolution

The resolution, passed with 505 votes in favour (31 EuroMP's voted against and 29 abstained) reiterates "the wholehearted support of the European Parliament for the efforts of the UN Secretary-General to find a comprehensive and rapid solution and for his longstanding view that any acceptable solution must be based on international law, as set out in the resolutions adopted by the United Nations Security Council."

It expresses the Parliament's satisfaction with the progress made by Cyprus in the accession negotiations, notes that to date, 23 out of 29 chapters have been provisionally closed and stresses that Cyprus "may therefore expect to accede to the European Union rapidly."

European Parliamentarians also express their support for the conclusions of the Helsinki European Council "whereby resolution of the Cyprus question is not a prerequisite for accession" and endorses unreservedly the position that there is no possibility of separate negotiations with the two parts of the island, and no question either of accession for two Cypriot states or of accession of the northern part of the island upon Turkish accession.

The European Parliement warns that "if Turkey were to carry out its threat of annexing the north of Cyprus in response to Cypriot accession to the EU and to proclaim the northern part as its 82nd province in clear breach of internmational law, it would put an end to its own ambitions of European Union membership."

[04] Alvaro de Soto - Press Conference

The Peruvian diplomat announced at a press conference this afternoon at the end of his eight-day trip to Cyprus that on behalf of the Secretary-General he had conveyed invitations to Clerides and Denktash for separate meetings with Koffi Anan on September 12, in New York, "to resume the search for a comprehensive settlement to the Cyprus problem, under the Secretary- General's auspices."

Alvaro de Soto also said he had given the Greek and Turkish Cypriot sides "some ideas to accelerate and intensify" the peace process, and referred to a "new and reinvigorated phase" of the Secretary-General's good offices mission.

The high ranking UN official said that Kofi Annan is and will continue to be guided by the four principles set out in Security Council resolution 1250 (no preconditions, all issues on the table, continuous negotiations leading to a comprehensive settlement and taking into consideration all relevant resolutions and treaties) adding that discussion of preconditions is not on the cards.

He said the UN seeks to draft binding detailed legal texts within the comprehensive settlement that would leave nothing to be negotiated, and said either side to the talks can bring "reasonable proposals and suggestions" to the negotiating table.

[05] Cyprus President - UN - Peace talks

Government Spokesman Michalis Papapetrou announced here today that President Clerides departs on Monday for New York and will be at the Secretary-General's disposal as from next Wednesday morning.

President Clerides will be accompanied to New York by his aides on the Cyprus question, namely Foreign Minister Ioannis Kasoulides, Attorney General Alecos Markides, Under Secretary to the President Pantelis Kouros and Government Spokesman Michalis Papapetrou.

[06] Greek FM - Departure

Secretary General's Special Adviser on Cyprus Alvaro de Soto announced here today, at the end of his eight-day visit to Cyprus, that on behalf of the Secretary-General he had conveyed invitations both to Cyprus President Glafcos Clerides and Turkish Cypriot leader Rauf Denktash for separate meetings with Kofi Annan on September 12, in New York, "to resume the search for a comprehensive settlement to the Cyprus problem, under the Secretary-General's auspices."

Speaking on his departure, after a two-day visit to Cyprus, Papandreou said both Cyprus and Greece aim at a solution to the Cyprus problem and Cyprus' accession into the EU.

He also noted that President Clerides had responded directly and positively to Secretary- General's invitation while the Turkish Cypriot leader had responded "totally to the contrary."

Papandreou stressed that "such acts will be judged by the international community, the UN and the EU" adding that "we have a clear stance, that a solution to the Cyprus problem should be based on UN Security Council and General Assembly decisions." CNA/MAN/RM/MK/2001

[07] Greek Cypriot - Turkish Cypriot parties - Meeting

In a joint communique leaders and representatives of the parties, who met here today "appeal for substantial intercommunal dialogue and negotiations on the basis of relevant UN resolutions and the High Level Agreements of 1977 and 1979, providing for a bizonal, bicommunal federation on the island, in view to reach an early solution to the Cyprus problem and accession of Cyprus as a whole to the European Union."
