Invited to comment on the fourth round of UN-led proximity talks on the Cyprus problem, scheduled to begin September 12 in New York, Talat said "we want of course to find a quick solution to the Cyprus problem, so we have to be hopeful for this new round". In his letters to the two Socialist leaders, Lyssarides notes that "these decisions of the all powerful National Security Agency in Ankara, not only prove the total dependence of the Denktash (Turkish Cypriot leader) regime on Turkey, but they also demonstrate Ankara's intention to neutralise and totally silence the Turkish Cypriots who massively and increasingly rise against Turkish occupation and dictatorship."
