    [01] Cyprus - Turkey - European Court

    Nicosia, Jul 7 (CNA) -- Turkey's non-compliance with a European Court of Human Rights decision, relating to a case of continuous human rights violations in Cyprus, will from now on be dealt with at the weekly meetings of the Committee of Ministers of the Council of Europe.

    In the past, the matter was taken up at special Committee meetings which dealt exclusively with human rights issues. The first weekly discussion on the matter is due to take place in early September.

    The decision to refer the case of Titina Loizidou to the regular Committee meetings was taken unanimously on Tuesday by the ministers in Strasbourg.

    Diplomatic sources described yesterday's decision as proof that the Committee feels it is high time Turkey executes the Court judgement and is seen as increasing pressure on Ankara to meet its obligations as a member state of the Council of Europe.

    Tuesday's decision comes only a year after the Court ordered Turkey to allow Loizidou unhindered access to her property in Turkish occupied Cyprus and pay damages amounting to more than 800.000 US dollars.

    Loizidou's case was to have been discussed at the end of September at the special Committee sessions on human rights but now it will go before the Committee on 8-9 of September, the same sources told CNA.

    Last month the chairman of the Committee, Iceland's Foreign Minister Haldor Asgrimsson, sent a letter to the Turkish government pointing out the urgent need to execute the judgement.

    Should Turkey not respond to the letter or should its response be evasive, the Committee will have no alternative but to look into the possibility of issuing a resolution with a more severe wording to press on with the need to implement the decision.

    The Court judgement said that the Republic of Cyprus is the sole legitimate government of Cyprus and that Loizidou, contrary to Turkish arguments, is and will continue to be the legal owner of her land.

    It also said Turkey, through the presence of her occupation troops in the northern part of Cyprus, exercises effective control of these areas, thereby dismissing Turkish claims that a self-style Turkish Cypriot regime is in place in occupied Cyprus and operates as a so-called state.

    [03] House President - Irish MP's

    Nicosia, Jul 7 (CNA) -- The accession of Cyprus to the EU will enhance the island's influence and it's economic and political power, Irish MP Bernard Durkan, said today.

    Durkan is leading a five-member delegation of the joint Committee on European Affairs of the Parliament of Ireland, who is on a four-day visit to Cyprus.

    Speaking after a meeting of the delegation with Cyprus House President Spyros Kyprianou, Durkan said "our two countries have quite a lot in common" politically, historically and in terms of size.

    He noted that the visit of the Irish MP's is taking place in the context of Cyprus' accession process. "We can learn from you and perhaps you might learn a little from us", he said.

    The Irish parliamentarian said "I thing that you will find, as time progresses, with membership of the EU that your influence will greatly be enhanced and that your economic and political power will do likewise."

    Asked if he is aware of an illegal visit by a group of Irish parliamentarians to the Turkish-occupied areas of Cyprus, Durkan said "we have been made aware of this since we arrived here".

    He added that those parliamentarians are not members of the Foreign Affairs Committee and "they are not obviously members of the European Affairs Committee".

    Durkan said, however, "one pressumes that the Irish parliamentarians are acting in their private capacity and that's their own business".

    Cyprus House President Kyprianou said the Irish MP's visit aimed at strengthening further relations between Cyprus and Ireland as well as relations between the two parliaments.

    He said the visit also aimed at promoting Cyprus' entry into the European Union.

    The Cypriot official referred to the traditional friendship and cooperation between the peoples of Cyprus and Ireland.

    [04] Kasoulides - Brussels - Athens

    Nicosia, Jul 7 (CNA) -- Foreign Minister Ioannis Kasoulides leaves for Brussels next week to attend a meeting of the European Conference in the Belgian capital.

    On the way back, he is scheduled to stop over in Athens for talks with Greek Alternate Foreign Minister Yiannos Kranidiotis on Cyprus' European Union accession course and recent developments in efforts to resolve the Cyprus question.

    Kasoulides leaves for Brussels on Sunday 18 July where the General Affairs Council will meet from 19-20 July.

    Parallel to this the Finnish EU presidency will also host a meeting of the European Conference on Monday, to which Cyprus as a prospective member has been invited.

    On Tuesday, 20 July, Kasoulides will fly to Athens where the following day he will have talks with Kranidiotis and may also meet his Greek counterpart George Papandreou.

    The Foreign Minister, who returns home on 22 July, will be accompanied by chief negotiator for Cyprus in talks for accession to the EU George Vassiliou, who was due to return today from Italy where he met with Minister for Foreign Trade Piero Fassino, Deputy Foreign Minister for European Affairs Umberto Ranieri and other government officials.

    Fassino said Italy sees Cyprus' bid for EU membership in a positive light and expressed readiness to assist Cyprus with its attempts to harmonise its legislation and institutions with the acquis communautaire.

    [05] House Committee - Team of Experts - War dead

    Nicosia, Jul 7 (CNA) -- The House Committee on Refugees and Missing Persons was briefed here today on the work of a team of experts who are here to exhume and help identify the remains of war dead from the 1974 Turkish invasion.

    Professor William Haglund, from the US, who heads the team from the Nobel prize winning organization Physicians for Human Rights, informed Committee members about their findings and the continuing process of exhumation, expected to be completed by mid-July.

    Committee chairman Aristofanis Georgiou said he was pleased with the progress in the exhumation process and said the classification and collection of information on site is progressing in a satisfactory manner as well.

    He said at this stage it is very difficult to predict when the first identification of remains will take place and noted that the Institute of Genetics and Neurology is not yet involved in this humanitarian effort.

    Committee members visited this morning the Scientific Laboratory, especially set up for this task, in Nicosia and heard first hand about the work being done there by some 25 experts from all over the world.

    Meanwhile, exhumation work at a second cemetery is well underway and this is expected to continue for a few more days.

    Exhumation of remains of Greek Cypriot and Greek war dead started in early June at the military cemetery in Lakatamia and scientists are now working at the Constantinos and Eleni cemetery as well.

    [06] Incident - Fishermen - Government - UNFICYP

    Nicosia, Jul 7 (CNA) -- The government is looking into the exact circumstances of an incident on Tuesday, during which Turkish troops are said to have fired shots at Greek Cypriot fishermen, before it takes any further action.

    The UN on the other hand said today that Greek Cypriot fishermen did cross the security maritime line on two occasion in the past couple of days but could not, at this stage, confirm reports that Turkish troops fired shots and flares against the fishermen.

    "We are trying to establish exactly what happened before we make any further moves", government sources said here today, adding that the government has reports about the incident, which occurred on Monday night and early Tuesday morning when the fishermen were out at sea to cast their fishing nets.

    UN Spokeswoman Sarah Russell told CNA "We have a report from the Cypriot police and we saw a fishing boat crossing the maritime security zone by about 450 metres on Monday evening and again Tuesday early morning".

    UNFICYP, she said, "is looking into allegations that shots and a flare were fired", noting that so far there has been no reaction from the Turkish side but the UN is trying to establish the facts.

    She said no representations were made so far by the government about the incident and all the UN has is the police report.

    The UN has complained to the government about what they call violations of the maritime security zone, on the east of the island, which is effectively an extension of the UN controlled buffer zone.

    [07] Ship - Cocaine

    Limassol, Jul 7 (CNA) -- Cyprus police found five kilos and 260 grams of cocaine on the ship "Pittsburg", under Liberian flag, which sailed into Limassol port this morning.

    Police sources told CNA that on July 2 the German captain of the ship discovered the drugs hidden in the ship's hold.

    He immediately notified the shipowner company and received instructions to deliver the drugs to the Cyprus authorities.

    At 0530 local time (0230 GMT) today the "Pittsburg" reached Limassol port and the captain handed over the cocaine to Cypriot policemen, in the presence of a German police liaison officer.

    The ship originally sailed from Equator and bound for Saudi Arabia. According to a press release issued by Cyprus police the street value of the cocaine found aboard the ship was 400.000 Cyprus pounds (some 800.000 dollars).
