1000:CYPPRESS:01[01] Cyprus UN Ambassador protest latest killingUnited Nations, Oct 15 (CNA) -- Cyprus' Permanent Representative to the United Nations is protesting ''in the very strongest terms the unwarranted and cold-blooded killing on Sunday by Turkish forces of an unarmed 58-year-old Cypriot man'' harmlessly collecting snails in the countryside.Ambassador Nicos Agathocleous will expand on the accusations against the Turkish military when he meets with UN Secretary-General Boutros Boutros-Ghali Tuesday morning at which time further facts, such as autopsy results, are expected to be known. Agathocleous is also scheduled to meet Tuesday with Kofi Anan, the UN's head of peace-keeping operations. In a letter to Ghali the Cyprus Ambassador notes that Sunday's killing, the fourth in as many months of a defenseless Greek Cypriot, was part of an ongoing deliberate and cynical attempt to mislead world opinion into thinking that Greek and Turkish Cypriots cannot live together in peace. The intent, he said, is also to try and discourage initiatives for a solution from American and European quarters, which have recently offered to become more closely involved in efforts to solve the Cyprus problem. Ironically, one such initiative, that of American UN Ambassador Madelein Albright to bring the Cyprus National Guard Commander and the Commander of the Turkish occupation forces into a dialogue together, is languishing unimplemented because of Turkish Cypriot insistence on being included. Albright's proposal was meant to defuse tensions along the buffer and demarcation lines and prevent precisely such tragedies as Sunday's meaningless killing. Meanwhile, the United nations failed yesterday to release a formal statement from the Secretary-General on Sunday's incident after indicating earlier in the day that it would. Spokesperson Sylvana Foa said at her noon press briefing that ''this was the fourth person to be killed in Cyprus since August.'' The dead man's identity and the circumstances of his death were left unspecified even though these were common knowledge through press reports and an UNFICYP press release. CNA JD/GP/1996ENDS, CYPRUS NEWS AGENCY1150:CYPPRESS:02[02] Murdered refugee's funeral to take place todayNicosia, Oct 15 (CNA) -- The funeral of retired fireman Petros Kakoullis, 58, shot dead on Sunday by Turkish occupation troops will take place this afternoon at the eastern village of Avgorou, where he settled after being displaced from occupied Lefkoniko.The murdered Greek Cypriot's funeral will take place at 1600 local time (1300 GMT) on public expenses, in the presence of representatives of the political leaderships of Cyprus and Greece. Finance Minister Christodoulos Christodoulou will represent the Cyprus government and Minister of Aegean Elisabeth Papazoe will represent the Greek government. Unarmed Kakoullis was murdered in cold blood on Sunday morning by Turkish occupation troops when he strayed a few metres into the Turkish-occupied part of the island, while collecting snails with his son-in-law Panikos Hadjiathanasiou, 27, who witnessed the murder. According to Hadjiathanasiou, two Turkish soldiers shot his father-in-law twice while he was standing with his hands up. The Turkish soldiers walked towards him and from a close range they shot him again, finishing him off. A post mortem examination carried out yesterday by London-based coroner Petros Vanezis revealed that Kakoullis was shot three times. One bullet hit the victim's neck while the other two hit his chest, one of these proven to be the fatal shot. The murder took place near the occupied village of Achna, situated close to the British Sovereign Base Area of Dhekelia, in the south-eastern part of the island, adjacent to the Turkish occupied area. There is no UN buffer zone in the area. For four hours, before removing the body the illegal regime did not allow representatives of the UN, the British bases or the Greek Cypriot authorities to visit the scene. Kakoulis was the fourth Greek Cypriot to be killed by Turks since June in different incidents. Meanwhile, mystery still surrounds the killing of a Kurdish origin sentry and the wounding of another in their army post near the Aheritou buffer zone, on September 8. A statement released yesterday by the UN peacekeeping force in Cyprus (UNFICYP) on the incident expressed deep concern that ''once again an innocent life was lost as the result of the deplorable and unnecessary use of lethal force.'' UNFICYP insisted that deadly force must not be used by either side against persons who cross the cease-fire line and enter the UN buffer zone. ''Therefore, the Force Commander of UNFICYP has, in the strongest possible terms, requested the Commander of the Turkish Forces in Cyprus not to shoot unless their own lives are threatened,'' the press release said. Also, last night a statement was issued on behalf of UN Secretary General Boutros Boutros-Ghali. UN spokesperson Sylvana Foa said ''the Secretary General deplores the incident and the continued violence in Cyprus and the additional loss of life and wishes it would all stop.'' CNA AP/GP/1996ENDS, CYPRUS NEWS AGENCY1215:CYPPRESS:03[03] Euro-Mediterranean meeting beginsLarnaca, Oct 15 (CNA) -- The First Meeting of Experts on the Implementation of the Multi-Annual Rolling Work Programme for Maritime Transport in the Mediterranean opened here yesterday.The three-day meeting takes place within the framework of the Euro-Meditarranean Partnership and is organised by the Ministry of Communications and Works and the Cyprus Ports Authority in cooperation with the European Commission. Addressing the meeting, Cyprus Communications and Works Minister Adamos Adamides described the Multi-Annual Rolling Work Programme for Maritime in the Mediterranean, which received the political approval of the Ministerial Conference in Barcelona, in November 1995, as a ''new approach to the development potential of the region.'' He said the first meeting of experts for maritime transport is ''another positive step'' for the implementation of the Barcelona Ministerial Conference. The Minister underlined the importance for Cyprus to host this first meeting and said the island has the potentials to contribute ''substantially'' to maritime transport, both on a regional and an international dimension. The programme covers four essential pillars, namely the development of waterborne transport potentialities, the development of ports, maritime safety, pollution prevention and the logistics. The purpose of the meeting is to discuss and identify, regional projects for the progressive implementation of all the pillars of the Multi-Annual Rolling Work Programme. The decisions and projects adopted at the meeting, may be eligible for financing by the well known European Union MEDA Programme. Adamides pointed out that the Cyprus government's application for full European Union membership creates an obligation for a special attachment and for active involvement in its Euro-Mediterranean Partnership. This has led to the adoption of a harmonisation process of Cyprus' relevant legislation with the acquis communutaire, he explained. Among the participants are representatives of the maritime and port administrations of the 15 EU member-states and of 11 third countries of the Euro-Mediterranean Partnership, such as Algeria, Egypt, Israel, Jordan, Lebanon, Malta, Morocco, Syria, Tunisia and the Palestinian Authority. Representatives of a number of intergovernmental and non-governmental international and regional organisations such as IMO, INMARSAT, Shipowners Association, and European Sea Ports Organisation also attend the meeting, which ends tomorrow, October 16. CNA AP/GP/1996ENDS, CYPRUS NEWS AGENCY1520:CYPPRESS:04[04] British Conservatives condemn killingLondon, Oct 15 (CNA) -- Britain's Conservative party has described Sunday's brutal murder of an unarmed Greek Cypriot by Turkish occupation troops as an ''unreasonable act.''A statement issued here today by the Chairman of the International Department of the Conservative party, Sir Geoffrey Pattie, said ''the shooting of Petros Kakoullis was an unreasonable act and like the division of Cyprus itself, it was a tragedy which should have never taken place.'' ''The Conservative party is concerned about events like this and the others which have preceded it,'' the statement added, in a clear reference to three previous killings of unarmed Greek Cypriots in the UN controlled buffer zone in the past four months. Conservative officials have pointed out that such incidents ''do nothing to bring a final settlement nearer.'' CNA MM/1996ENDS, CYPRUS NEWS AGENCY1850:CYPPRESS:06[06] Murdered Greek Cypriot laid to restNicosia, Oct 15 (CNA) -- Cypriot and Greek government officials, party leaders and representatives, as well as hundreds of people, attended the funeral of a 58-year old Greek Cypriot refugee, Petros Kakouli, murdered in cold blood by Turkish occupation forces last Sunday.In an obituary at the funeral, Finance Minister Christodoulos Christodoulou, said ''the message Ankara and Turkish Cypriot leader Rauf Denktash wish to send the world, by brutally murdering Kakouli and Tasos Isaac and Solomos Solomou last August, is that there is tension in Cyprus and that Greek and Turkish Cypriots cannot live together.'' ''This is why we have to remain calm and united'', Christodoulou stressed, calling for unity in Cyprus' struggle for freedom and justice. Rest assured, the Minister said, that freedom and justice will prevail soon. Kakouli, unarmed, was shot by Turkish troops when he strayed into the Turkish occupied part of Cyprus while collecting snails. Also speaking at the funeral, Greek Minister for the Aegean Elisavet Papazoi, reaffirmed Greece's support to the just cause of Cyprus and conveyed Greek Prime Minister's, Costas Simitis, condolences to the bereaved family. She also noted that Turkey's designs aim at showing that Greek and Turkish Cypriots cannot live together. Regret over the murder was also expressed in a message sent by the Mayor of the Polish town of Auschwitz, who, noting the recent signing of the Acropolis Charter in the hope of peace, democracy and freedom for all peoples, expressed the hope its provisions will be respected. Wreaths were laid by Christodoulou on behalf of President Glafcos Clerides, the Greek Ambassador to Cyprus, Alexandros Sandis, on behalf of Greek President Costis Stephanopoulos and Papazoi on behalf of the Greek Prime Minister as well as on behalf of Greek National Defence Minister Akis Tsohatzopoulos and the Commander of the National Guard, Lieutenant General, Nikolaos Vorvolakos. Leaders and representatives of Cypriot and Greek political parties as well as MPs, Mayors and other officials also laid wreaths. Kakoulis' coffin, draped in the Greek flag, was carried by members of the Fire Brigade which he had served until his retirement a few years ago. CNA MCH/MM/1996ENDS, CYPRUS NEWS AGENCY1905:CYPPRESS:07[07] Foreign Ministry prepares memorandum on murdersNicosia, Oct 15 (CNA) -- The Foreign Ministry is preparing a memorandum denouncing the recent murders of Greek Cypriots by the Turkish occupation forces, Government Spokesman Yiannakis Cassoulides told the press today.The memorandum, Cassoulides said, will refer to the four murdered Greek Cypriots in the past four months, soldier Stelios Panayi in June, Tasos Isaac and Solomos Solomou in August and Petros Kakouli on Sunday. The first three murders took place in the UN controlled buffer zone, the fourth in the Turkish occupied part of the island. None of the murdered Greek Cypriots was armed. The government will also protest the murders to all countries with which it has diplomatic ties, Cassoulides added. ''We shall ask them to condemn the murder and call on them to ask Turkey to put an end to such kind of behaviour,'' Cassoulides said. The Spokesman said the government will decide whether to make a recourse to the UN Security Council after President Glafcos Clerides has consulted with party leaders later in the week. ''We are examining the pros and cons of such a move at present in an attempt to assess the response we might get from various countries. Foreign Minister Alecos Michaelides will be in constant touch with his Greek counterpart Theodoros Pangalos,'' he said.
