She stressed that SNS, together with Socialistic Party of Republika Srpska /RS/ and Party of Independent Social- Democrats /SNSD/, offers the perspective to Serbian people. "For that we have a real basis - youth which wants better living standard, and that is achieved by opening of economy towards the world", said president Plavsic at the tribune of SNS "For better life in Srpska".CELINAC - The president of SNSD Milorad Dodik stressed last night in Celinac that the RS Government until now has reached four priority tasks: unifying RS and Ministry of Internal affairs, opening of Srpska towards the world, start-up of production and fighting the crime. Dodik said at the public tribune of Municipal Board of SNSD that the representatives of Government are going to all places where is being decided about the destiny of RS. Dodik will present himself to the potential voters and sympathisers of the party at the public tribune, which starts tonight at 19,00 h in Cultural Centre in Doboj. VISEGRAD - The Serbian people will in September give its vote for its future and so repay a debt towards veterans and disabled persons in the fatherland war who fought for national state, said last night in Visegrad at the tribune of Serbian Democratic Party of Serbian States /SDS SZ/ the vice-president of the party Momcilo Krajisnik. Talking about the reiterated candidature for the president from RS in the Presidency of B&H, Krajisnik promised that he never betray Serbian people and RS because, as he said, for him the state is sacred matter. BANJA LUKA - In the organisation of the Directorate for privatisation of state enterprises in RS and American Agency for international development /USAID/ in BAnja Luka yesterday started three days seminar of instructors for preparation of enterprises for privatisation. Opening this meeting the director of the Directorate for privatisation Borislav Obradovic stated that "the objective of this seminar is informing new instructors about the models of privatisation in RS and experience of international community in the process of privatisation". AMSTERDAM - The Dutch battalion of "blue helmets" which in 1995 was in Srebrenica has committed some still unclarified killing of Moslems in this region - report the Dutch daily news and electronic media. DOBOJ - In Doboj yesterday was finished the First round of jubilee 20th international TV handball tournament "Doboj '98", at which the best result reached Belgrade's "Red Star". In the second round, which starts at 17,00 h will meet "Lugi" from Sweden and Romanian "Minaur", "Zeljeznicar" from Nis and Belgrade's "Partizan", and Macedonian "Pelister" and Doboj's Sloga, while the match between Belgrade's "Red Star" and Russian "CSK" will broadcast Serbian Radio-TV /RTS/. AUG. 20, 1998 DAYNEWS REVIEW, REPUBLIKA SRPSKABANJA LUKA - The Governments of Republika Srpska /RS/ and U.S.A. and American NGO USAID created the conditions for repairing the Ambulance in Banja Luka's local community Vrbanja - said the president of RS Government Milorad Dodik at the festive opening of this facility and added that RS Government is attempting to rehabilitate the health facilities. Premier Dodik has reminded that with "Siemens" were made arrangements, so that renewed health facilities will get modern apparatae for good treatment of patients, and added that RS Government will try to provide material resources and other conditions for health workers for their better work. The American Ambassador in B&H Richard Causlarich, in the presence of USAID director Craig Buck and president of Socialistic Party of RS /SPRS/ Zivko Radisic, and representatives of public and political life of Banja Luka, solemnly delivered to premier Dodik the renewed object.BANJA LUKA - The RS Government at the 25th session in Banja Luka has decided to appoint Dragan Davidovic, the former minister of religions in RS Government, for the acting director and editor in chief of Serbian Press agency SRNA. The Government has decided to relocate the seat of the agency to the place where is the seat of other state organs. Previously were dissolved from duty the director of Agency Branislav Ilic and editor in chief Milan Nogo, along with the conclusion that after taking over the duty newly appointed acting director will appoint editor in chief. SARAJEVO - The Ambassador Vladimir Kuznietsov and deputy chief of the mission of OSCE for media Maurice Linvood Tod have informed the president in Presidency of B&H from RS Momcilo Krajisnik about the initiative of OSCE for organising TV-debate of the candidate for Serbian member of Presidency and president and vice-president of RS. In the announcement from Krajisnik's cabinet, issued after the meeting, is stated: "President Krajisnik has supported the initiative and assessed as the constructive effort of OSCE equal representation of all candidates for most responsible functions in RS and B&H, and expressed the readiness to participate in such programming". BANJA LUKA - The vice-presidents of RS Government Ostoja Kremenovic and Djuradj Banjac and ministers in charge Jovo Basic and Miladin Dragicevic have talked with the president of Steering Board of city of Banja Luka Nebojsa Radmanovic about the actual problems of heating. At the meeting they talked also about problems of refugees and displaced persons and families of fallen veterans and in war disabled persons, and the need for regular meetings was expressed, in order to solve many joint problems. SREBRENICA - The municipal leadership and directors of Srebrenica enterprises have informed the Ambassador of Russia to B&H Philip Philipovic Sidorski about the situation in this city, and Sidorski was particularly interested for needs and potentials of economy, because of renewal of economic cooperation and trade and economic relations with Russia and Srpska. During the visit Sidorski stressed that he is acquainted with situation, needs and capacities in Srebrenica, which had developed cooperation with Russian economy and market, before the war. AMSTERDAM - The Dutch media report that the family of passed away Milan Kovacevic is accusing the Hague Tribunal that it did not provide for him adequate medical care during the stay in prison and that they did not try to save his life, although, as family claims, it was possible. The media transmit the claim of his family that the cause of death was break of the abdominal artery and remind that "neither the knocking of prisoners on door did not instigated the prison authorities to provide necessary care to passed away Kovacevic". BANJA LUKA - The Serbian Radical Party /SRS/ of RS demands from Serbian Radio-TV /SRT/ and Commission of experts for media the repeating of the term for pre-electoral representation - is said in the announcement of the party. "During representation of SRS RS and Coalition SDS-SRS at SRT on August 19, the transmitter Udrigovo stopped to work, so that the citizens from Samac to Zvornik could not get TV-signal" - is said in the announcement signed by the president of the Party Nikola Poplasen. SREBRENICA - While representing himself at the local TV Srebrenica, the president of Regional Board of independent Social-Democrats /SNSD/ of RS for its eastern part Jovo Radic stated that this party is in expansion and expects that instead the current two SNSD will have 12 to 13 delegates in the National assembly of RS. BANJA LUKA - The president of Social-Liberal Party /SLS/ of RS Miodrag Zivanovic required from the international community that 1999 year should be a year of return and called upon all parties in RS and Federation B&H /FB&H/, as he said, not to manipulate the refugees category of population before the September's elections. SLS of RS thinks that the problem of refugees should be solved step-by-step, taking in account free expressing of people to stay where they now live. BANJA LUKA - Although eight to ten per cent of population of RS represent the handicapped persons, this part of population is not mentioned by no one of 86 registered parties, Coalitions and independent candidates - said in Banja Luka the representative of the Coordinative Board of organisations of disabled persons /KOIO/ of RS Olivera Mastikosa. She stressed at the press conference that handicapped persons have a right to use the gesticulation and braille letters in communication with the political and social public, and added that the physical accessibility at the polling station and possibility of independent voting is the right of these persons. BRCKO - The ninth session of municipal assembly of Brcko at which it should be discussed about political-security situation in this municipality, first scheduled for August 25, will not be held before the September, was agreed at the meeting of the leadership of municipal assembly with the chiefs of delegate clubs. At the proposal of Delegate Club of Coalition for whole and democratic B&H at the agenda of the session of municipal parliament should be the programme of two-direction return of refugees in this region. SERIAN GORAZDE - The delegates of municipal assembly of Serbian Gorazde have unanimously decided to stop the work of Irish organisation Goal, which has commenced the repairing of family houses for Serbian refugees in Donja Sopotnica and Moslems in the village Zivojevici, not consulting RS authorities. About this issue the same stance have taken the delegates of SDS, SRS of RS and Coalition for whole and democratic B&H. From the illegal and independent work of GOAL hedged the representatives of Portugal battalion of SFOR, which do not want and do not have a mandate to assist in realisation of GOAL's structural investments. BUSOVACA - In the region of municipality Busovaca is frequent planting of mines in the houses of Moslems and burning of roof material, prepared for rehabilitation of houses damaged during Moslem-Croatian conflicts in 1993, report the radio in federal part of Sarajevo. Because of newest terroristic acts, was stopped the action of repairing roofs at damaged houses. AUG. 20, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKACELINAC - The president of Republika Srpska /RS/ Biljana Plavsic and president of Republican government Milorad Dodik were in official visit to Celinac, where they attended the placing into operation the cleaner of waste water, one of the seven projects financed by USAID. The placing into operation of this environmental project attended also American Ambassador to B&H Richard Causlarich, director of USAID Craig Buck, several ministers of RS Government and president of Socialistic Party of RS /SPRS/ Zivko Radisic. "I am happy because I am here with you, because at this small example we can see how the municipality and state are functioning" - said president Plavsic addressing the present persons and stressed that the great contribution for renewal of infrastructure facilities in this municipality gave also the American agency USAID.BANJA LUKA - The RS Government has brought the Decree about implementation of measurements of economic policy, according to which the tax on turnover for excise commodities in the future will pay the end consumers. By this Decree was tried to equalise the conditions of commodities trade between RS and Federation B&H. The Government has passed the Decision about adopting the Memorandum on understanding between the Government of RS and American company Barack from New York and Dutch company ABBEB, according to which the concessions are granted on the basis of BOT-project. It is the word about the construction of Hydro Power Plant Buk Bijela with the capacity of 450 MW and Hydro Power Plant Srbinje with the capacity of 55,5 MW, which total investment, along with relocation of part of the road Srbinje - Scepan Polje, amounts 400 millions of $US. BANJA LUKA - RS in cooperation with the World Bank has established the Programme of credit line for small and middle enterprises - stated in Banja Luka Ranko Labovic,the director of the Office of RS Government for coordination of the project of IBRD. "The objective of this programme is to increase the production in the light industry and processing the agricultural products, increasing the employment and production for export" - stressed Labovic. He explained that the resources for about 130 credits for private entrepreneurs in anticipated total amount of 16 millions of American dollars will be placed at the disposal through four banks in RS, in Banja Luka's Bank, Crystal Bank and Agroprom bank in Banja Luka and Semberija Bank in Bijeljina. SARAJEVO - The council of ministers has adopted at the session in federal part of Sarajevo the text about forming the agency for statistics of B&H, which proposed the Office of High representative. The co-presiding of the Council of Ministers Haris Silajdzic, who presided the session, said reporters that by that, according to his opinion, was made a great progress in the transformation of institutions of B&H towards the full implementation of Dayton agreement. Before the session was signed the memorandum on understanding with SFOR on widening the civil operations of Airport Sarajevo. SARAJEVO - The independent commission for media /IMC/ has made a Code of Conduct of media with the intention to secure the right on freedom of expression in accordance with European convention on human rights and other instruments of nondiscrimination, correctness and exactness. "The Code of Conduct are comprises of the issues as instigation, representation and profiling the violence and ethnical, national or religious nontolerance, since the preventing and elimination of such activities are of vital importance for benefit of B&H" - is said in the announcement of IMC. ZVORNIK - LEC in Zvornik has warned that about 10% of citizens of Zvornik municipality is not registered in provisional electoral lists, although they were registered last year, but also on great number of those who did not check-up could they vote at the impending elections in September. The president of LEC Vaso Eric said at the last session that many of the these citizens has registering cards, and that there is a great number of those who became full age, but are not enlisted. AUG. 20, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKACELINAC - The president of Republika Srpska /RS/ and Serbian People's Union /SNS/ Biljana Plavsic sent a message from the tribune of her party in Celinac that the people is her lobby. Reminding on reasons of dismissing the National Assembly of RS, Mrs. Plavsic said that "it was the only way to avoid the social riots, because at scene were the corruption and crime and RS had been destroyed from within".BANJA LUKA - The rector of the University in Banja Luka and vice-president of RS academic Dragoljub Mirjanic and representatives of German foundation "Conrad Adeauer" concluded that the previous cooperation of these institutions in the field of high education was very good and that it should be intensified by new joint projects. at the meeting in Banja Luka was agreed that at Banja Luka university should be held a series of lectures about current topics of today, and guests lecturers should be Ambassadors of Contact Group and Russian Federation. BRATUNAC - The Ambassador of the Russian Federation to B&H Philip Philipovic Sidorski visited the municipality Bratunac, and in talks with the representatives of local authorities and economists found that the economy in Bratunac is in bad conditions, as well as the conditions of life of refugees, which already two and a half years live in the accommodation centres. During the talks to the Ambassador Sidorski was presented the fact that the great number of people is in need, and they represent almost 50% of population in Bratunac municipality. BANJA LUKA - The deputy minister for refugees and displaced persons of RS Petar Dzodan informed in Banja Luka the representatives of Croatia about accrued problems of Serbs expelled from Croatia and serbian Krajina, especially related to getting personal documents, realisation of pensions, disposal of private property and amnesty. "Especially is pointed out on the relation of Croatia towards socially owned apartments, which owners of occupancy right were Serbs, as well as the problem of privatisation in Croatia without participation of expelled Serbs" - stressed Dzolan in the statement for SRNA. SOKOLAC - In the discussion about property claims of displaced persons and refugees lead at the round table in sokolac was presented the datum that until now 85,000 persons has submitted the claims to the Commission for Property claims of displaced persons and refugees, out of which 25,000 is related to the claims for return of occupancy rights. Mrs. Madeleine Garlic, the executive counsellor for legal issues of this commission, has stressed that until now was solved 10,000 requests and reminded that the date for submitting claims for return of property is not limited. PODGORICA - The minister of Foreign affairs of the Republic of Montenegro /CG/ Branko Perovic in the talks with the commissioner of EU for humanitarian issues Mrs. Emma Bonino in Podgorica stressed that CG, since the escalation of clashes in Kosmet has accepted 30,000 refugees from that region. Because of that only the creating conditions for urgent start of dialogue with the aim of finding lasting solution of Kosovo problem can prevent new humanitarian crisis and solve the existing problems of accommodation for displaced persons from Kosmet to CG. PODGORICA - The commissioner for displaced persons and refugees Djordje Stjepanovic talked in Podgorica with the EU commissioner for humanitarian issues Emma Bonino about the problems with which is faced CG in accommodation of great number of refugees and displaced persons.
