APRIL 25, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

BANJA LUKA - The president in the Presidency of B&H from Republika Srpska /RS/ Momcilo Krajisnik, while reacting on the events in Drvar, assesses that "the policy lead regarding the return of refugees is completely inappropriate and forced by the part of international community, without leaning on reality". "The killing of two innocent people who returned to their hearth was not enough, so the tortures and oppression against Serbs are continued" - said Mr. Krajisnik for Banja Luka's radio "St. George".

GRADISKA - The vice-presidents of RS Government Djuradj Banjac and Ostoja Kremenovic and Miladin Dragicevic, the minister for refugees and displaced persons, and Milenko Savic, the minister for agriculture, forestry and water management talked with the representatives of municipal assembly of Gradiska about the need of urgent regulating the border crossing with Croatia. The government delegation talked with the representatives of the municipal assembly Petar Danilovic and Zoran Latinovic also about the opening the free custom zone Gradiska and realising free zone of Gradiska and making conditions for return of refugees.

SERBIAN SARAJEVO - The chairman of the Presidency of Serbian democratic Party /SDS/ Aleksa Buha stated for SRNA that at the session of the Presidency was assessed that the political situation, as far as SDS is concerned, is more favourable than in the time of the last year's elections. "Unfortunately, we had to conclude that the overall political situation in RS is with every day more difficult, first of all because of the behaviour of the Government, i.d. parties which formed the minority government", said Buha.

AMSTERDAM - The international community has shown that it still is not able to secure the return of Serbs on the territories which are under Croatian control, no matter is it Croatia or territories in the parts of B&H controlled by Croats and bears for that a great part of responsibility - cite the monitors in the field. In solving this problem is noticeable the difference between the teams of foreign representatives from the field, who are well informed about the relations between peoples in Croatia and B&H, and diplomats in the world centres of power, who want quick and spectacular results and as fast as possible departure of refugees from their countries.

AMSTERDAM - The former mayor of Vukovar Slavko Dokmanovic had a reconcilable stance, ready for dialogue with Croats, on what the nationally determined Serbs were looking with suspicion, which lead to the conclusion that he could not essentially hav impact on the conflicts in that city - stated before the Hague Tribunal Dokmanovic's lawyer Toma Fila.

DOBOJ - The delegates of the municipal assembly of Doboj demanded from the RS Government and international humanitarian organisations to find urgently the solution for accommodation of more than 1,800 refugees who live in the collective accommodation centres in the territory of that municipality. The members of the municipal parliament of DOboj think that about problems of refugees should be discussed by the National assembly of RS.

BANJA LUKA - The president of the Government of Republika Srpska /RS/ Milorad Dodik talked in Banja Luka with the representatives of Republican Board of SUBNOR /association of the war veterans/ about the material status and relation of the authorities towards this category of population, and about the protection of monuments. The president of the Board Rajko Stupar expressed the contentment with the readiness of RS authorities to help in improvement the status of participant in the people's liberation war.

BANJA LUKA - The president of the International Commission for searching of the missing persons and former U.S. presidential candidate Bob Dole will visit three localities in B&H on which are the mass graves with bodies of killed civilians and soldiers from the past war.

SREBRENICA - The president of the provisional municipal board of Srebrenica the American Larry Sempler accused the Coalition for whole and democratic B&H for non-holding the inaugural session of the municipal assembly of this town, explaining that Moslem delegates ignored the anthem of RS although they are obliged to respect its Constitution, laws and marks. Mr. Sempler has promised that he will start the initiative for correcting this failure, although, according to him, such precedents are rarely occurring.

SREBRENICA - The member of the provisional municipal board of Srebrenica nominated by the arbitrage decision of OSCE Danko Mirovic stated for the local TV that the provisional administration for this municipality is not a good solution. "The best would be if everything is returned again into the assembly procedure, in order that delegates, which had got the confidence of the people, constitute the administrative organs", said Mirovic, reminding that the Serbian party was ready to accept the first arbitrage award by which the post of vice-president would belong to Moslem and the post of thevice-president of executive board to Serb.

BANJA LUKA - The executive board of the socialistic Party of RS has most vigorously condemned the newest events in Drvar, characterising them as an act of violence by which the national hatred is instigated and the fear between the citizens of Drvar. The socialists demand from the international community to stop the violence in Drvar and are warning that by the last events in this city was violated the further implementation of the Dayton Agreement and stabilisation of peace in these areas.

ROME - The preventing for cardinal Vinko Puljic to perform the mass in Derventa the Roman "Radio Opened City" characterised as the "Serbian response on the obvious provocation of the Croatian Catholic church". The "Radio Opened City" is asking a question why cardinal did not, when Serbs asked him to do so, condemned the killing Serbian married couple in Drvar, but he had decided to make provocative mass in Derventa along with, as they cite, assistance of "650 believers from Sarajevo and Croatia".

PODGORICA - The Party of Independent Social-Democrats insists on consistent implementation of Dayton agreement, because that leads towards the political stability in the territory of the whole B&H - stated the delegate of that party in the parliament of RS Nenad Bastinac in an interview for Podgorica's "Pobjeda" /victory/.

DOBOJ - The members of the Swedish and Danish battalion of SFOR confiscated 12 tones of weapons and ammunition from the Serbian population in the part of Ozren which belongs to RS, on the localities between Doboj and Maglaj, and Doboj and Lukavica. The acting commander of the Nordic-Polish brigade of SFOR Danish colonel Hans Wagner Jensen claims that the confiscated weapons is for war and not intended for the civilian defence.

BANJA LUKA - By the discussion about the challenges of entrepreneurship, transition and restructuring the commercial banks in RS, in Banja Luka will be concluded the international seminar "Challenges of reconstruction and transition in RS". The professor of the School of Economy of the Banja Luka university and member of the Standing Committee of UN for economic relations Mladen Ivanic confirmed at the press conference that they discussed also about the monetary and fiscal policy and impact of those two policies on social status in RS.

BANJA LUKA - The presiding of the Presidency of the Serbian Democratic Party /SDS/ Aleksa Buha warned that the events in Derventa are the consequence of the attempts to derail the attention of international, and then also our public, from the tragic events in Drvar, where Serbs returnees are exposed to the violence and oppression by Croats. "If the international community continue to insist on return of refugees in the places of their origin, where they lived before the war, I think that then they will lead the wrong policy" - assessed Buha and stressed that for the return of refugees and displaced persons are necessary two things: creating necessary conditions and absolute security of returnees. Talking about the next election Buha repeated that "SDS insists on its stance, presented in the documents for the special session of the National Assembly of Republika Srpska /RS/, i.e., it is the time to hold elections in September in accordance with the laws and Constitution of RS" and stressed that according to the Dayton Agreement these elections are in the exclusive competence of RS and Federation B&H.

BANJA LUKA - The mayor of Drvar Mile Marceta who was injured in the yesterday's attack of Croats in this town expressed the fear that the incidents similar to yesterday's could escalate in the wider region. Marceta demanded from the international community and the High Representative for B&H Carlos Westendorp to put additional efforts into the easing the situation in this town. "This particularly relates to the Contact Group and U.S.A." - said Marceta in an interview for BAnja Luka's Radio "St. George" and added that the vandalism in the areas of the whole B&H must be stopped".

BANJA LUKA - The spokesman of IPTF for Banja Luka and Bihac region Aloun Roberts condemned the behaviour of the local Croatian police in Drvar, announcing that about the last events in this town will be talked on the meeting of all international organisations in Sarajevo. At the extraordinary press conference in Banja Luka Roberts stated that in drvar were noticed new arson, but he could not say precisely anything about that. He confirmed that the group of around 300-400 displaced Bosnian Croats yesterday attacked the mayor of Drvar Mile Marceta, and after that burned the Office of the civilian affairs of UN, stoned the IPTF station and damaged, burned and turned over the vehicles of the representatives of international community in this city.

DERVENTA - The mass of the Catholic believers on Plehan near Derventa was not held because the 16 buses and the great number of passenger cars with Catholic believers was stopped by the SFOR in the place Jakes near Modrica and returned them back, with an explanation that all access roads to Plehan were blocked by the local Serbian population. The whole region is controlled by the strong forces of the Nordic-Polish brigade of SFOR, stationed in Doboj and the helicopters of the international forces are flying over that region, while the members of SFOR are strictly controlling all the vehicles which are on this part of the motorway.

PRISTINA - A group of armed Albanians yesterday stopped twice His Holy Highness the metropolitan Montenegro-primorski Amfilohije Radovic during his visit to the monastery Devic in the Drenica region - stated for the Media centre the prior of the monastery Decani Teodosije. First near the monastery Devic eight masked armed terrorists stopped the car in which was the prioress of the monastery Devic Anastasia and metropolitan's driver, and after that near Srbica the car of the metropolitan Amfilohije and the bus in which were the nuns was again stopped by two masked and armed terrorists.

PRISTINA - The members of the families of Slobodan Radosevic, Milos and Milica Radunovic from the village Dasinovac and Milovan and Milka Vlahovic from Gornji Ratis, which were taken away to Glodjani near Decani three days ago by the armed Albanians, required from ICRC to try to take them out of this village. As reports the Pristina Media centre, the destiny of captured Serbs is still uncertain, and their families are on the safe place in the children resort in Decani.

PRISTINA - In the vicinity of the village Ponosevac immediately near the border with Albania the police arrested two armed Albanians who illegally came from Albania to Yugoslavia - report the Media centre in Pristina. In the group were four armed persons, of which two escaped, about what the police did not give the official details.

PRISTINA - In the House of Army in Pristina to the domestic and foreign reporters was presented the part of the weapons and equipment confiscated in the recent conflict between the Army of Yugoslavia and Albanians in the region of watchtower Kosare. On that occasion was exhibited more anti- aircraft machine guns, machine guns, semi-automatic guns, hand and rocket launchers, bombs, ammunition and equipment, mainly of Chinese and Turkish production.

BANJA LUKA - After the more days violence of Croatian extremists against the Serbian refugees in Drvar, from this town with the help of SFOR were evacuated 250 Serbs, who are for the second time forced to leave their hearths. It is expected that he expelled Serbs will be received in Mrkonjic Grad. From Drvar was already yesterday evacuated the staff of international organisations.

SARAJEVO - The president in the Presidency of B&H from Republika Srpska /RS/ Momcilo Krajisnik warned that for the events in Drvar some representatives of the international community, who are obstinately persistent in the return of refugees as the solution of their problems, are no less responsible than the authorities of the Federation B&H. "In the time of great propaganda that Serbs are those who prevent return of the refugees is happening the unprecedented crime of oppression against Serbs returnees to Drvar and Federal authorities must bear full responsibility for what has happened" - stressed Krajisnik in an exclusive statement for SRNA. While reacting on the news that the members of SFOR from Drvar evacuated 250 Serbs, Krajisnik said that this "clearly shows that the care about refugees cannot be solved by forcing only the return, but the fact must be accepted that two another rights confirmed by the Dayton Agreement must be equally treated".

BRADINA - The members of the expert team and State Commission for exchange of POWs and missing persons started in Bradina near Konjic the works on exhumation of mass grave in which, according to the assessments, is buried 35-40 bodies of killed Serbian civilians. The mass grave is located only around ten metres near the destroyed Orthodox church on the South-western side, and according to information, on this locality is another eight particular graves, which would be also exhumed. The president of the state commission of RS Jovo Rosic is satisfied with the organisation so far, and with the course of works on exhumation.

KONJIC - The president of the International Commission for exhumation and finding the missing persons Bob Dole visited in Konjic the members of the expert team of the State Commission for exchange of POWs of RS, who just commenced the exhumation of the bodies of killed Serbian civilians from the mass grave in Bradina. Out of the three mass graves opened today according to the choice of the serbian, Croatian and Moslem party in B&H, the American senator Dole, have decided to visit first Bradina, and after that Capljina and Bugojno. After he visited the locality near Konjic, the American senator stated to the reporters that "from March this year were reached better results on exhumation than in the whole previous period".

TREBINJE - The chief of the OSCE mission to B&H Robert Berry, while visiting Trebinje in order to acquaint himself better about the situation in this part of RS, expressed that satisfaction because of the preparations for next elections which are underway already long time, and required the openness of media for all political parties in the pre-electoral campaign. According to vice-president of municipal assembly of Trebinje Krsto Petijevic, the OSCE delegation presented the remark that it is not content with the composition of the local electoral commission, but the representatives of the municipal authorities expressed their conviction that all the problems will be solved on the mutual satisfaction.

WASHINGTON - If Contact Group at the session in Rome do not harmonise the stances about imposing more strict punitive measures towards Belgrade, U.S. A. could look for the new partners for tougher pressure on the Yugoslavian president Slobodan Milosevic - claims the "Washington Post" calling upon the statements of the top U.S. officials. Along with the assessment that member states of Contact Group have divided stances about imposing sanctions, the same as the Security Council in case of Iraq, the news underlines that Washington and London are firmly determined for imposing punitive measures against Belgrade, Russia and France have the contrary stance, while Italy and Germany are "somewhere between".
